I take pleasure in sub stituting a very readable Washington letter from the pen of Mr. Smith D. i ry: The general reader understands, of course, that a great many things are written for the information of people, who. although fully informed upon every subject within the range of their business experiences, are not wholly conversant with affairs.at the natlona capitol. To the majority of readers the facta contained in this let ter will not be new; yet, t.. the younger patrons of the paper the fMt* presented will prove beneficial, and probably in 10 Daring sessions of congress it is not an unusual thing for habitues of the capitol to have experiences similar to the following. An elderly eentlcman entering the main door of the house of representatives to-day said: "hat Is this place?" I'pon being Informed that it is the house of representatives, that all the little desks with revolving chairs before them are occupied by tne representatives, and that upon the platform opposite him is the elmlr an desk of Speaker t.risp, he '"quir.-a: "Where is congress?' I his inquiry having been answered with the explan ation that this Is one purt of the capi tol set apart for congress, and that the oilier part is ?n the senate chamber, at the other end of the capitol, he said: "I have been there. I have seen the senate, and now I see the house, but won't yon please tell me where con gress is-.'" This old gentleman was by no means an ignorant mnn. lie looked like a well-to-do country merchant, and he is but a type of accrtain respectable class who dii not nnik-rstind what eongress is. From this fact there has arisen a popular fallacy that members of eonfrress commence their terms in December. Members of con gress eommence their terms, both In the senate and In the house, at noon the 4th day of March. The representa tives hold their positions for two years, commencing: and ending on March 4. Von will understand this better when your attention is called to the fact that imr presidents commence their terms in March. Inasmuch as two-thirds of the members of the senate arc always mem bers of that body, regardless of the ex piration of any administration, the sen ate has been properly termed "a con tinuous body;" and it can be called to g-ether at any time, and have a quorum to do business. There aro 1 very few people who understand these facts concerning the dates when the terms of senators anil representatives begin and end. After the president has sent to the senate all of the names of men whose appointments he desires to make thus early in his administration he will send a message to the senate announcing that he has no further communications |^to make. Theu, in accordance with custom, the senate will tlx a date for adjournment, after which, an adjourn ment having been declared, they can not come tog-ether in session again until the following December un less called by proclamation of the pres ident. However, when the senate is in session, as it will be next March, the body can remain in session, if it so de sires, until the following December No power is given to the president to adjourn congress, or either house of congress. After these simple explanations con cerning one branch of the machinery of our government it is not likely that any of my readers will ever come to Washington ami ask the question: "Where is congress?" after they have ?seen but one of tin* two houses. They will understand that they have seen eohgress in its entirety only when they have seen both the senate and house of representatives. Tl?e? Origin of ShsuIm ii*:irK.
