The Federal Court holds two sessions annually in Clarksburg, convening in April and again in Ootober. J. C. Holden, editor of the Cleveland, 0., Plaindtaler, who itdvocated the free trade platform of the Democrats last fall appear ed before the Ways arid Means Committee and argued in favor of retaining the existing duty on lead ore. He declared if the duties were reduced the miners' wages would necessarily be re duced. Stuart P. Reed, editor of the Clarksburg Telegram, has been licensed to practice law. Is the newspaper fraternity of the State to be deprived of one of its brightest lights and the Press Association to lose its handsome President??Weston Democrat. All gasping for breath, we rise to assure our esteemed contem porary that we could not think of straying from a profession so delightful or from associations so congenial. The only legislation beside the repeal of the silver purchase law that will be in order at the extra session will be the passage of a bankrupt law. The victory of the Democratic party has -'fos tered 110 business so much as that of the Sheriff, and there is a crying demand for such a law. If that party has any respect for the proprieties it will do all that lies in its power to enable busi ness men whom it has victimized togeton their feet again. ? Tri bune (Cin.) The President of the United States is a Democrat. The Sen ate is Democratic by a majority of 5. The House is Democratic by n majority of 84. The Demo cratic platform on which these majorities was secured promised the repeal of the Sherman act. Congress has been in session six weeks. The Republican minor ity has been prepared to vote for the repeal of the Sherman act at any hour of any day since Con gress first assembled. The Sher man act is not yet repealed, and the Democratic apologists for this Democratic betrayal of trust are screaming that the Republi can minority prevents the pas sage of the repeal bill. Do they take the people for fools ? Such is the condition at Washington now. West Virginia should pro ceed at once to get rid of its Cow Creek and Goose Creek gangs, of its whitecaps and regulators, and should settle down to a reign of peace and good order. It, is too good a State to permit the existence of these lawless bands any longer.?Ratto. American. Yes, and the American is too good a paper to allow fake cor respondents to till its columns with bosh and blood and thunder from Cow Creek and other imag inary places. The citizens of no other State in the Union can show a better record than West Virginia as regards morality, general culture or obedience to law. Just now we are in the midst of what some people term an "epidemic of crime'* bat we congratulate our own people that they are in no way connect ed with the train robbers, mur derers and lynchers concerning whose exploits so much is now being told in other so-called, highly civilized States. Do the obstructive Democratic Senators from the South appre ciate the full power of the pre cedent they are helping to estab lish ? Have they no concern in the Government except to con tinue silver purchases ? They know that they cannot obtain free coinage. There was over a hundred majority against it in the House at any ratie. The President will not sign a bill worse than the present law. Are the Southern obstruction ists willing to go home empty handed, with nothing to show for a Democratic restoration ? That is the end to which their conduct tends.?New York World. Yes they will go home empty handed, having done nothing. We are glad such a rank Demo cratic newspaper as the World can speak so frankly, but what else can it say ? In another column the World practically says that the Democratic party is proving a failure. Just listen : Our advices from Washington to-day give a darker outlook for the repeal bill in the Senate. The majority has been unable to adopt any method of getting a vote. It confesses that the Sen ate of the United States, the highest legislative body in the world, is so hampered and tied up by its own rules that it cannot act The deadlock seems to be absolute. Will it require another and a more disastrous panic to break it ? Is the Senate really proof against public opinion ? Is it willing to admit its impotency? Has the majority no more re sources, no greater courage ? If so. republican government, so far as Congress is concerned, IS FOR THE TIME A FAILURE. Strange Changes. As West Virginians, we are in favor of that great policy which has developed and made great States of less wealth in natural resources than our own. bring ing the work-shop class to the farm and gathering about the opened coal seams large com munities of wage-earners who make a ready market for the pro ducts of agriculture. As Wesi Virginians, we denounce the Democratic doctrine that it is UNCONSTITUTIONAL to OPEN coal mines and establish fac tories in West Virginia.? Extract from the ?'ea? Va, Republican Plat form 1802. The Republican policy of pro tection is a fraud aud a robbery. Every tariff except a "tariff for revenue" is unconstitutional.? Substance of the Democratic Plat form 1892. Hon. W. A. McCorkle Demo cratic Governor of West Virginia, said tdat he was not a mine owner but the governor of a State which has 16,000 square miles of coal mines, and is just in the begin ning of the progress. Continu ing. the governor eloquently spoke of the natural advantages of his State, and made an earnest plea for the retention of the du ties on coal. He said he wanted protection for the greatest INDUSTRY in HIS STATE?Coy. McCorkle before the Ways and Means Committee 1893. If there is a change to be made in the tariff rates on coal. I would prefer them raised ninety six per cent, of the value of coal is labor, and if coal is placed on the free list, laborers must stand a decrease in wages and railroad companies must get less for transportation. ?Ex. U. S. Senator II. U. Davis, a leading Democrat. War in Brazil. A cable message dated 10 a. m. September 26. says that the rebel squadron has resumed the bom bardment of the capital of Brazil. The forts replied to the fire of the war ships, after which the latter ceased firing and retired out of range. The damage to Rio Janerio is not known, but it is said to be htavy. The sharp ships am re ported to hava suffered from the fire of the forts, and on several of the rebel ships the shells of the forts are said to have caused death among the crews. Just when or how the war will end is not known. cosnHKsa. The position of Senator Voor hees is daily growing worse. With his party controlling the Senate and a substantial majori ty of Republicans standing ready to support the Administration in its financial policy, he is unable to bring about a vote on repeal. He has tried persuasion, argu ment and threat, in turn, and each in vain. He has begged, implored and appealed, bm to no purpose. The resources of the opposition have proved more than a match for his efforts. H? vainly imagined that closure or the spectre of it, might frighten the silver men. and only got laughter for his pains. He sug. gested longer sessions with an indecision and hesitation that from the very beginning proved fatal to the success of the scheme With a worried look and a cor rugated brow, limp in mind and body, he has sat daily in his chair in tho Senate, not knowing which way to turn or to whom to appeal for counsel and consola tion. you know that we can save you money ?
