The council ought to get together and carefully canvass the matter and make the following require ments among others: First?A fair cash consideration. Second?60 much tax on every pole and additionalpole yearly. Third? Each rear the oouncll to regulate the price of gas and elec tricity by measure. Fourth?Require certain voltage and service., especially light fur nished on Sunday. Fifth?Require the company to furnish tight to any and all parts of the city upon application, as It Is a common carrier the same as other franchised companies. 8lxth?Reserve the right to re move the plants to unpopulated parts of the city, where public wor ship, hotels and business will not be disturbed. Seventh?Light the streets of the city to a certain stipulated amount not less than )5000 free of charge, and, also provide lights for the court house yard, and one in par ticular so that the town clock may be seen after night, as it used to be before the light was removed. Closing, I differ a good deal from Mr. McGeorge in that he makes no specifications but talks 1 n general. I think the applicants will agree with me as one of them and Mr. Cunningham a few years ago fore saw the value of franchises In Clarksburg and the company even went so far as to carry a case to the supreme court, when the Traders Company tried to usurp the streets without any consideration, or llko the moping owl did to the moon complain, for such, as wan dered near her sacred bower molest her solitary reign.
