The K. N. State Council meets at one
o'clock to-day. A large number of dele
gates nre in .attendance. A preliminary
meeting was held last nighj, whioh was at
tended by 100 persons including Senator Wil
son. Gov. Gardner, M. P. Banks, Anson Bur
lingnmo and seve ral other members of Con
gress. An address was submitted, which
puts the party on the platform of the resto
ration of the Missouri Compromise, still call
ing it the American party, and culling for a
mass convention to be h'cld at some eentral
place. Some are in favor of "calling the new
party American Republicans- One or iwo
dissented from the doctrines of tfio address,
b^t there is no doubt its sentiments will be
adopted by the Council. There is some op
position to throwing off the secrecy of the

How a Hungry Mail Lost hit Dinner,

jokes was a practical one clearly illustrative

entitled. It may have been eleven o'clock
possibly midnight, when we were awakened
from a pleasant sluinhor by a babel of un
earthly sounds in the rear "of our chamber.

of old, right opposite us, on tin north end of
that lot shed, was an assimblage of all the
cats in that part of the town. We won't

choose to take a quiet walk by moonlight—

profit, it is no particular business of ours,
and we haven't a word to say. Cats have
rights, and wc have no disposition to inter
fere with thera. But they must keep the
peace. They must got up no disorderly meet
ings, no unlawful assemblies. If they choose
to hold a convention they can do for all us
—but they must go about it decontly and in
order.
•They must talk matters orer calmly there
must be no rioting, no fighting. They must
refrain from tho use of profane language—
they mustn't swear. There's law against all
this, and wo warned them long ago that we
•would stand no such nonsense. Wro said
w. 'd let drive among them with a double bar
reled gun loaded with powder and duck shot,
and we moan it. But these cats didn't be
lieve a word wc said. They didn't believe
we had powder or shot. Tliey didn't believe
we had any guti, or knew how to use it il we

for the weak and enslaved foreigner was
piitied against the even yet vigorous nnd
warlike Roman. It was then th Italian, as
now tie Angio-Saxon "destiny," everywhere
to govern the weak. But the weak and the
oppressed had a terrible revenge or rather
the laws of tho moral world worked out to
their natural result. Slavery threw the pow
er and lands of the State into the hands of
a few it crushed the free middling CIHSS it
introduced luxury and idleness, and so sap
ped tho energies of tho governing clneses it
diminished the relative numbers of the slave
owners nnd the aristocracy- -for, in the words
of the es«ay, "Slavery 'lids to diminish the
frequency of marriage among masters. In
a State where emancipation is forbidden, the
slave population will perpetually gaiu in rel
ative numbers."
At the time of Caesnf, th? "peculiar insti
tution" of Rome had come to have full sway.
The slaves numbered some three times both
the masters and free laborers. The slave
trade extended to every sea, and commerc"
and wars kept, the markets fu'l. The code of
slavery was somewhat like that of our South
ern States, cscept that in Rome tho slave
could be instructed and genius or accom
plishments were valued at the market, ns now
arc piety and muscles at the block in New
Orleans. There was no efficient protection
to the chastity of a Roman slave girl the
family relations were never protected, and no
slave's testimony could be received, except
upon the rack. On the remote plantations,
they were completely at tho mercy of their
masters, and probably cruelties were com
mitted commonly, of which our Southern
States only see occasional instances. Slaves
filled all the mechanics' place.*, and even bo
came the instructors and men of science of
the State. The prices varied much, as they
would now if slaves were thoroughly trained.
A common laborer was worth from $75 to
SjSlOO a play actor $8,000 a grammarian
$4,(100 a beautiful actress even as much as
$13,000 per annum, and a physician was le
gally valued at $2,400.
Slavery prepared the way for the further
deb lsem nt ol Rome, by introducing an ex
tiava^tint luxury, .-Hid everywhere degraded
public morals by violating the sanctity of
mariiage. Chastity among the young men
of tho upper cl isses -'came almost unknown.
With the chatr.el bondage terrible vices and
terrible diseases set in over the whole of so
ciuty. A' length despotism and submission
to foveign authority was tho natural course
to a society so rotten and diseased for, as
our historian wisely observes, "Despotism,
tn the regular order of Providence, is the
•puni-hinentof a nation for the institution of
Slavery."
The land of Italy, as begins, now to be
seen in Virginia and others of the Southern
States of America, was exhausted by Slave
ry. The fields of the Campagna were once
rich as 'he lands on the si p»s of the AIlo-
strous brindle and off at his right was an ghanies, or in the Kentucky prairie bottoms.
