Oleeson was then joined by two other young men, James ETarrigan and Wilt Ilays, and the three took the girl to a lonely place near the old rail mill, and while she was in an almost un conscious condition, stripped her nearly naked and violated her person in a shocking manner. Mr. Wood said that, as for himself, he saw nothing inconsistent in the establish meut of a a per cent, rate of interest for bonds, and as to the shortening of the option indicated in the bill, be wouidgo further. He believed that with the re moval of the tax on bank deposits and the establishment of a rate of 8 per cent. the question of option was absolutely immaterial, lecauHe the londs and cer tificates would not be likely to rise to any great premium. and would be at any time within reach of the government at par or at a nominal premium. He be lieved that a three per cent rate could be safely established and was confident of a speedy negotiation of every bond and certificate issued. Mr. Stevenson opposed the bill on the ground that it did no more or less than to fix a pemanent national debt on the country. The terms of consolidation between the Western Union and the American Union telegraph com panies has been agreed upon and the pre liminary papers signed. Turner opposed the refunding theory, and said he was in favor of plac ing an income tax on capitalists and bondholders, and letting tbe revenue re ceived irom that tax go to the extin guishment of the bonds.
