From their knowledge of the condition of affairs in Colombia the belief prevails that the change in the ministry was precipitated by differences among the cabinet on acount of the proposal gold loan which the government has been seeking to obtain from the banks. Some of the ministers were favorable to compulsory action in forcing a loan while others were opposed to such a course. Colombia has issued a vast amount of paper money to meet the expenses of carrying on the operations against the revolutionists, so that the value of the paper dollar is now about 4 cents. A gold loan was necessary in order to obtain money to purchase ships, and for other purposes, but the government's course met with consid erable opposition. While unfortunate at this time, the officials do not con sider the situation as at all serious. PERSONALITIES. Fatal Colliery t ire Victoria, B.
