The Democrats in Congress are about in the same unhappy condition thej were when the extra session was draw log near a close, uu . .uat the ap preachi iig national convention is an ad ditional reason for embarrassment. Be sides having all the appropriation bi',is except one on their hands to dispose of and which are so loaded with political riders that they are sure to ioe vetoed if passed, the time for the meeting ot the Cincinnati convention is rapidly approaching, and they will all want to take a hand in that and after the nomi nations are mads they will all have their own canvass to make if they wish to return to their seats. They have wasted all the fore part of the session in political tomfoolery and thuB the party stands before the country as ful ly identified with stagnation, idleness, abstraction and national incompetence. Thus the party stood before when the people condemned it at the polls, and the same condemnation is awaiting it again. No matter how disastrous it may prove the issue Congress has made with the President will have to he met •11 over the country and willhavs to be fnlly discussed before the people in the public press and on the rostrnns, until the public wind shall he in a proper condition to understand the matter and to pronounce judgment. The Democrats through tbsir obsti nacy have brought the Federal courts in seme of the States to a stand still f simply Vecanse they insist in refusing to make appropriations for carrying on tbe eourts unless they reap some polit ical advantage fcom it. In New York the 'Federal courtB oannet be held be cause the United States Marshals have no funds in haad wherewith to pay the official expenses of litigation and that is how it will be here in Delaware, and •11 over the country in consequence of their default of making the nesessary appropriations. It wae only on Thurs day that Senator IVindom made an effort to have fhe long neglected United States Marshals reimlursed for their outlay of money for the last year or more in which th-y have be8n using their private funds, l y proposing that $600,000 Le irsertel iu the Deficiency hill for the purpose of reimbursement, but his efi'oet to have justice done was •11 in vais. Every Democrat in the Senate voted against the amendment and it was defea.ed. Thus because the Democrats cannot have their own way they are deter mined to vent their spite on an im portant branch of the public service which is to he crippled and the gov ernment i3 to be prevented from paying its just debt3. Let reflective considerate peepio take an intelligent view of the case as it stands and no matter if they are the meet rigid partisans they must unite in condemning the effort made an Con gress to force political legislation. ■ - It is reported that Henry P. Cannon, editor of the State "Sentinel" at Dover, is to be made chairman of the Sta'e Central Committee, and R. C. Frairn of this city Secretary. The appointment of these gentlemen augurs an active and energetic campaign, and with union in the party would presage victory. Ii union is all that i3 wanted, let uni#n come as speedily as possible, and he that cannot and will not make conces sions for the sake of that union which is necessary to insure viotory, should step to the rear and learn to serve rather than to lead. However convenient and proper the unit rule mt be in casting the vote of a State for thb Presidency, when the election's thrown into the House of Representatives, that is'the only excep tion in which it can be conveniently justified. It at least is very obnoxious and objectionable as applied to State Conventions. There is nothing more fair than the Bystem of electing Ward and Hundred delegates, and allowing every delegate to cast his individual vote cither for or against any measure which may be brought before the Con vention. Where the unit rule is in sisted upon the voice of nearly one-half of the delegates may be stilled, and by the rote ol one man appointed to cast the votes of fifty or a hundred other men, a fictitious majority may he man ufactured, which <loes not express the will of tbe people. Til ere was an illus tration of this in the State Conveutfos at Dover, on Thursday. New Castle County through the privileges present ed to the people sent a mixed Ojjega tfca to Dover, find Sussex County did the same thing. The unit rule could have been insisted upon by tbe major ity driegates from either of these coun ties-, 'but there was no desire to tie .the hands or stifle the voice of any delegate. Had this rule so rigidly insisted upsn and forced in Kent County been carried out in the other counties, there would have been two counties against one in the Convention all the time and upon every vote. Making County delegates solid to gain a mere local political ad vantage is as objectionable to the mor al sense of the people, as it is objection able to make a solid South in national political matters.lt may be possible that the forty delegates of Kent County to the State Convention were all of one mind, in whioh made no difference, whether one man •r forty men cast the forty votes of tbe county, bst it looks a little improbable that upon questions of such varied in terests as come before a State Conven tion, intelligent reflective men should all think alike. We do not believe they did all think alike, hut the Con vention was informed that Keat Conn- ' ty in preliminar y caucus had agreed to vote as ja unit upon all questions com ing before the Convention one man Roasting the vote for forty men. The oaucus could not possibly foresee what questions #f importance were to be brought before th6 Conven tion, but yet tbe forty delegates ;were willing end did surrender their minds, their thoughts, their actions and their consciences into the keeping of one man to be used arbitrarily but always effectively in one direction. For tbe sake of illustrating bow this unit rule worked we will take the vote of the Convention on the question of adopting the report of the Committee on creden tials. This report was in favor of al lowing two sets of delegates fr#m tha Tenth Ward in -this city to cast their votes in tbe Convention, and Baltimore Hundred four delegates who were elec ted by a mainority of thejvotes'easl, were turned under and a single dele gate elected by a majority vote wa ad mitted and authoriz-.d to cast the'our votes of the Hundred. Upon the adop tion of this report, New-Caalle and Sus sex Counties, the counties most inter ested, cast 69 vote3 to 31 against the report. Kont County had in caucus pre viously determined that her whole 40 votes should be oast as a unit the vote upon all questions no matter what kind it was that >uld come up, upon ¥hlcli tf there could scarcely fail to bean honest difference of opinion, and in accordance with this decicionh t whole do vot wore cast m favrr of the report which carried itd adoption by a vole of 71 to 09. New C !le County voted more than two to one that th« Tenth Ward should not be disfranchised, by admitting three other delegates to neu tralize the vot«s of three others elected by a largo majority and Loidiug regular credentials. Sussex County voted by a large majority that tbe four elect ed delegates from Baltimore Hundred should be retained, and not that man should be admitted who was de feated at the delegate election, aud bo allowed to vote for himself and for his three absent associates, who knew they were defeated, and did not come to the Convention to claim a seat. Does anybody suppose that upon a question like this that forty men from the most intelligent classes of society in Kent County would all have voted one way, if their voices had not been stifled by the u 0U8 even ule?
