THIRDEDITIOK, TR« Raw Yerk Klaeiloa. The New York Tribune to-day says ; Intelligence from the State isof the most cheering character. A canvass of Her kimer County shows a Republican Jority of 1,000 vot* s. Last year ( ernor Cleveland received 1,400 majority in the county. ilia Gov Reports from other oonnties show a similar change in sen timent. The Democratic managers iu the city concede the election of a Republican legislature, but declare that the vote on the State ticket will be close. Sport ing men who were betting two weeks Ago iu favor of the Democratic State ticker are now "hedging." A leading Tammany pelitican ex pressed the opinion yesterday that the Republican State ticket would be eh ct ed, as he said that the County Democ racy would trade off the Democratic ticket for votes for local candidates. Henry Clausen, formerly chairman of the Couuty Democracy organization, and still a leading member, is working vigorously to defeat Maynard, tbe Dem ocratic candidate for Secretary of State. The feeling betwecu the local Demo cratic organizations is growing very bit tor. The great struggle will be to elect Aldermen. On the success of the County Democracy iu electing Aldermeu de pends the re appointment of Commis sioner Hubert O. Thompson ami the fu ture life of the County Democracy. It it can elect more AUleimeu than Tam many Hall, tbe Couuty Democracy leaders thiuk they will greatly strength en their organization, iieiue all kinds of trades are being made. The Demo crats County, Le.i.slative aud State tickets will be Ireely traded off for votes for Alderman. The Republicans think that they will probably elect ten Aldermen, eleven members of the Assembly aud three Senators, and probably a part of their county ticket. Democrats concede from 20,000 to 23,000 votes to James O'Brien for Register. He has pleuty of money aud intiuential Democratic "backing," and it is not impiobable that he may poll 35,000. This uncer tainty and the demoralization generally apparent n the Democratic ranks have greatly enliveued the canvass, ami in spired the Republicans with confidence. Morin and Flood, New Orleans, October 29.—A special to tbe Times Democrat from Waterproof, La., says: passed over Catahoula aud Tensas parishes this morning. The following is officer Osborne's state imnt: Charles Broomall, officer Marquess and myselt were standing at Front and Ship ley street* when Cassidy passed us and walked up Shipley street to Mr. Con nei 's store. He came out directly after wards, when Mr. Broomall remarked that Ned had stolen the overcoat lie carried on his arm. Officer Marquess went to Conner's store, au«l finding uo in charge, started out in a hurry, when I ran out Front street and over took Ned and marched him hack to Conner's. Officer Marquess forgot to report Ned's escape from Squire O'Neill's office. While 1 was engaged in fastening the front door, with my back to the prisoner, he passed officer Marquess aud made his escape through the back door. "1 soon discovered Ned's absence, ami thinking of his ^court-house escape, 1 made a break for the back door, and through difficult back yards and over a fence about eight feet high, raced him through a house three doors above, and re-captured Ned near Fifth and^Tatiiall streets, and brought hitu hack to Fa quire O'Neill's office. All this was done while officer Marquess was net in sight." Officer Osborne said he would have said nothingaboiu it,nor would he have thought of claimiug auy credit for as sisting in the arrest had not an attempt been made to give all the credit to officer Marquess. A ( tlored Hlibop Mnapended. The committee of the American Methodist Episcopal /ion Connection, appointed to investigate charges against Bishop .1. W. Hood, at Philadelphia, yesterday report that he absented him self from trial. They find him guilty of a violation of discipline. He assum ed to exercise the episcopal function, contrary to rule, in the trial of Hishon W. H Hillery. He ia therefore suspend ed from all standing in the Connection until the sitting of the Kentucky annual Conference in 1884. The committee, in view of this examination and decision, regard the standing of Bishop Hillery as unaffected by the illegal decision of Bishop Hood, in the Kentucky Confer ence. FOURTH EDITION, of lie uo to to 1 a SirtSdsy i'sMrstlss. Desnite the disagreeable weather last night, about sixty persons, mainly young people, assembled at the resi dence of Mr. Frank C. Stidham, of the firm of L. W. Stidham St Son, auction eers, No. 105 East Eighth street, for the purpose of jotuing his little son, Harry .1. Stidham, in the celebration of his fourth birthday. The house was hand somely decorated with Howers and evergreens and brilliantly illuminated, while the merry prattle of the little ones sent a thrill of joy hearts of all present. Little Harry was the hero of the hour aud was constant ly surrounded by his many friends and playmates, who did all in their power for his enjoyment upon the occasion. When the children were invited to the dining room their eyes sparkled with delight, and when they beheld such a bountiful supply of fruits, cakes, can dies, etc., upon the table, they banished all thoughts of play ami at once pro ceeded to make au onslaught on the good things set before them. To watch them was a sight long to be remembered, and tbe parents of the children, who were also present, en joyed the festivities quite as well as their offsprings, and their minds would often revert back to the time when they were young and unacquainted w ith the sorrows of this world, and some were wont to say: " Would that I were young again." The children, having no thoughts of trouble or sorrow', spent the evening as only children esn spend it, aud at an early hour they were es eorted to their reapedi\ehomes,oueand all well pleased with the event.. Master Harry received a large number of pre sents, such as cards, books, toys, etc., which will remind him of the happy occurrence for a long time. Race Trouble la Texan. St. Louis, October 29.—The Boat* Dispatch in a late edition prints a spe c al from Austiu, Texas, stating that intense excitement prevailed there last night and to-day liecause of a telegra a received by Governor Ireland that 500 negroes were under arms in the tow n of Gause, Milan County, and an ont break is momentarily expected, and asking for immediate help. The late decision by the Supreme Court, regard ing the Civil Rights bill has created a very bad feeling among the negroes in various parts of tbe State, and out breaks have been looked for. Governor Ireland immediately issued a proclamation calling tbe militia to arms. Two companies were mustered at ouce, and before midnight last night over 1,000 men at A us in, Houston, Galveston and other places, respouded to the call, and were ready to march at a moment's notice. These troops were still awaiting orders at 2 o'clock this af ternoon. The precise nature of the trouble cannot be ascertained, but there seems to be no doubt that, a disturbance of some kind is in progress. Governor Ireland has ordered a special military train to begot ready for immediate use. At 2.30 p. in.,when the despatch closed, the writer says the Governor received telegrams frv.tn the Sheriff of the Couu ty, aud from Railroad officials, saying that matters had quieted down, but no particulars of the affair were given. A later dispatch from Austin says the troops who gathered have since been al lowed to disband. 1'arson Grant, a colored preacher, alter consulting with the Governor, went to the scene of the trouble. through th« D.
