H.H76. ,Whete lynch law prevails it is safe te assume that ths Courts are inefficient, or the administration of justice a failure, and it waa, therefore, a matter of surprise to find, a few days ago, that an attempt at lynching had been made in Connecticut, an (rid, thickly settled State, noted for many generations for its adherence to law. Two days afterwards a possible explana tion same in a report of the sentences im posed by Connecticut Courts upon two murderers. One had killed a man who had attempted to prevent the criminal from healing his wife. He was sentenced to pay a fine of one hjndred dollars, and suffer imprisonment for eighteen months. Another, a larern-keeper, bad kicked s customer so severely that he died the next day. He was sentenced to imprisonment for sixty days, and to pay a fine of $600. If such are the lenient sentences imposed upon murderers by Connecticut Courts, an explanation may be found in that leniency fjr a disposition on the part of mobs to wreak vengeance on the heads of brutal murderer* at the lime they are captured. Lynching in a community goverened by law ia never excusable, but it is a fact to be noted,'as such, and not in excuse there* for, that lynching is an almost universal retort whenever the law or the adminis tration of the law affords no adequate pro. tection against other crimes. Opposing Sheriffs in a distant part 0 ^ New Mexico give occasion to President Hayes to issue a proclamation, ordering lawless bands of armed men to disperse, which is preliminary to the use of troops in support of the Territorial Government if the proclamation should not be obeyed. The trouble is fortunately in New Mexico where law and order are sure to triumph in the end. The little United States arm* will be kept busy for the next few weeks, guarding ths borders of old Mexico, and repressing disorders in New Mexico, in addition to the pursuit of the murderous Cheyennes. Our Washington correspondent says: I regret that any allusion to the domestic affair* of ihi family of Geoeral Sherman found its way into my letter of last week Its sending was an accident.
