( Dr. J. S. Bohlt, Bnjade Surgeon, e "Dtaa Sxa : l am directed by Ilia Excel leuc) , the Governor, to request that you will, at your earliest convenience, visit the 31st Regiment of Indisna Yolunteeis, Colonel CruiVoommandiag, at Calhouu, Ky., and ex amine into the condition of the health of the said regiment, and at the same time to sug gest such measures as may be proper to im prove the Hospital arrangement and sanitary ffira of said regiment. Ou your return pleae report the result of your examination to this office. Respectfully, yours. LAZ. NOBLE, Adj't. üea. In pursuance of the above, I proceeded to Calhoun, Ky., reaching thst point oa Tues day last, about 1 o'clock, and presented my sell at Col. Crufl's Headquarter, at once, where I wss cordially received, and every facility tendered me b the execution of my mission by Col. Cruft and hi Medical Staff. I vuited and carefully Inspected the Hos pital, the quarters ot the troop, and other prvbtble sources of disease, and noted as thoroughly as I could, under the disadvan Uges of a recent fall of snow, the general j police of the camp and its location. Col. Cruft, the Brigado Surgeon, and the Regi ccaul Surgeou and Assistant Surgeon, ac companied me ia this inspection, and ex pressed a desire to receive any suggestions I might see occasion to make, calculated to restore aud preae. ve the health of the troops. The day before I reached Calhoun, 41 sick of the 31t, had been sent to the Fo?t lloftpital at EvansviUe, and this included nearly all the seriously ill then ia the regi merit. In the Hospital wore about 2J sick, a majority of them convalescent, and not more than four or five very tick. But one of these seemed to present doubts of h-s recovery. The lle.-piul is constructed of poles, with a Soor and rxtf sufficiently comforublo and ecurc, aud was warmed with several sheet- irou totes. Bunks were placed, one aboc i the other, ulonr the walls, and for the cum ber of patients in it, about 23, tho Hospital was more spacious and convenient thau the uvaal hospital tenia. I obierred the hospital tents which had been used before this ex tempered structure was erected, and occu pied, and thii.k the latter was to be preferred. I looked into nearly every tent on the grout' J, and found considerable variety in the degree of neitness and comfort they respec tively exhib ted Some had built a base from one to three feet high with puncheons 4c, upon the top of which they pitched their tents, which allowed them more commodi ous quarters and a larger breath'ng space. A chimney wa usually attached to tlee, cotmructed of brick or bnrdj, or a ?a ciju section ofaiovc p'pe, connected with an ordinary Are place, or some form ol flue placed inside the tents. The more preten tious had their bunks jttachod to the wail ef the tent., and one or more feet from the ground, atd ethers bad floors of boards upon upon which they had atraw for beds. This class of tents, were comfortable and suffi ciently ventilated and wsrm to be healthful The more hcedles or indifferent planted their tent upon tho ground, run a trench aound it o absorb the superabundant wa ter in ill weather, -pread their tra upon the bare ground, and thus flept upon It.- The upper portion of this as generally duy, the under portion oftcu com;wcl and damp, or mouldy; and in hoioc instances made a rather indifferent hed. Where theie tents had the prevalent chimney an l fire place and flue, they did prettj well; but where they s ere heated with heet iron stores, these tents were generally disagreeable from eUla via, and nftn oppreive fm n high tempera ture, and ucp!esant odor. From four to sis mi placed in thee small tecL", heated in th'u mtntifr, with no ventilation provided for, have too little bresthing space; aud the vitiated stoofphere made more noisome from its frequently high teraperainre, can htrdly fai'. to exert an unfvorab influence upon the helih and vigor of their occupants. Tlee evil are enhance! by the frequently varying degrees of temperature to which they are exposes, ami must create a liability In those subjected to them, of enntrsrtinx diseases ef an inflimitory character. It s proper to ail thst these instances were not the rn'e In the rsmp, bvt the reverse; ani the Colonel proposes to rectifr this far ss practicable. Surgeon Armstrong and AsaUtaut Surgeon llendrick concur iu the opinion that the im- mediate cause of the sickness and mortality, above the uual average, wa trora diptherle. A Kentucky regiment was encamped by the side of the 3lst. and had been much aQlcted ik uum, -rrir..t iW It rerre- seuted to be typhoid fever, of aa aggravated foim, but proved to be diptheria. This was commuuicated to the 31st soon after, and per vsded the camp. It was generally amenable to early trevtment, but sometimes proved to be iutrtcuble, and after protracted continu ance or sickness, ended fatally. About for ty-four deaths occurred in the regiment since ! it entered the service one from a casualty, two frem delerium treraeu.. and perhaps a few from other causes, the others from this contagious disease And while the number indicates a high rate of nurttlity, it is rep rcented to litre been much lew than la the parallel cse of the Kentucky regiment, whuh, from lu acclimation, would offer the probability of a different result. I may notice in this connection, that 1 found a number of men in the quarters who were more or less indispos ed, but few that were quite sick, and this list constitutes the large number of convalescents returned above. While many of these are much reduced, and will be unfit for duty for a considerable period, nearly all will ulti mately recover. I made a hasty visit to those in the 11 o pit- I at Evansville, on my return. and found rct)t of them ia .a fair xray to re cover. Two or three may yet die, the bal snce are safe without relapsing. To the bewt of my ability I have thus at ttmptcd to preeut the sanitary history and existing condition of the 31 t regiment. My hasty observation has probably led me into some errors, but, in the main, I believe them to be truthful and just. I avail myself of this occasion to acknowl eJge the courtesies extended to me by Col Cruft and his Modicsl Staff. I have met no officer in the service thit commands, in a gre tier degree, the confidence and re-tpect of his ofil ers and men, thin Col.
