j—— .him,111 inmrrrnT-~ "Independent. SATURDAY. MARCH 24.1888. Wives in the Old Country. I was captured at Sedan and kept five months in a German prison. > ft was while in that prison that I had a chance to study the social relation between man and wife among the Ger mans. The captain or warden of the prison had a habit of blowing a keen whistle between his lingers, as a man usually whistles for his dog, for his wife to appear. He gave his orders and the dutiful animal had to obey them. Wives arc treated in middle and lower classes in England very much after the German fashion. I remember a remarkable case that occurred in Birmingham. A poor woman, while passing along the street with ajug ofbeer in her hand, got into a quarrel. Without hesitation she threw the jug in her opponent’s face. She was arrested, locked up, and next morning brought before the magistrate. Ife sent for her husband and asked him if ho could not gov ern his wife. The husband said that she had a high temper, and that at times he found it difficult to control her. The magistrate told the hus band that lie would line him 110 ana hold him responsible for his wife’s conduct for six months. The idea of making the husband the defend ant, just as if his dog had done some act and the owner was held respon sible 1 In tiie aristocratic circles of England tho wife is treated more as an equal, but not nearly as much so as in France and America. In France the wife leads the husband around by the nose, and I find that it is very much the same in the United States. In this country men have a high ap preciation of woman and show them a deference that is peculiarly beauti fill and chivalric.—Max OTtell. Coldest Night Ever Known in America. The other day there was in the city quite a distinguished young man, says the St. Louis Post-Dispatch. His celebrity consists of his having recorded the lowest temperature ever observed within the bounds of civil ization. His name is George A. Car den, and he was on his way from Lama, Mo., to Chicago, where be will act as Assistant Observer in the Signal Office. It was on New Year’s morning, 1885, that .Mr. Carden, then Signal Service Observer at Popular River, Montana, sent on the solitary telegraphic wire that connected him with the world out sulc tins Uriel but startling announce ment: “Temperature C2.1 degrees below zero.” “I tossed about all night trying to keep warm,” said Mr. Carden. “The big stove 1 kept nearly red hot, but still the little room would not get warm. It seem ed as cold as the outer air. Upon jne I had piled covering equivalent to twenty thicknesses of blankets, buffalo robes, buffalo coats, cloth coats, everything in the shape of pro tection, was heaped upon 1113- little bed, yet still I shivered under it all. No one can form an idea of the cold that night. I had to wear the heav iest mittens, and ray sealskin cap was pulled down over my ears. Once, when I reached 1113- bare hand out of the bed to throw another stick of wood on the lire it was so benumbed that I had to drop the stick. Mind 3’0U, all this time the fire was roaring and crackling. Terrible Effects of an Earthquake. News from Hong Kong, China, sa3’s that in the earthquake in the province of Yunnan, December 15, the departmental city was reduced to a mass of ruins, scarcely a house escaping damage, and over 5,000 were killed by falling buildings. Man3’ of them were buried under the ruins, while the number of injured is too large for computation. Yamen was destroyed. At the city of La mon an enormous chasm opened in the earth and water was thrown out from its depth. At Lo Chan, in Chucn, a striking change lias been caused in the appearance of the coun try, large tracts of land he swallow ed up and the surface changed into a lake. I11 Lo Chau more than 10, 000 persons are said to have perish ed.
