Editob or Abgu : It is with pleasure that I co report a considerable progress in lfgislativa matters. ;Lait wetk aod this week, op to date, both homes hare beta at work earnestly, and very considerable amount of basinet has, and ia being dona. The Senate, comprised of its 50 member., a majority of whom are lawyers, is getting along very well with its busiuess and is nearly two weeks ahead of the bouse. The Senate has passed quite a large number of bills and has ordered a still greater number to a third reading, whioh is equivalent to its passage. A few days ago, Mr. Roe from committee on State institutions, introduced a bill to create a board of pardon commissioners. It is their doty to visit the peniteotiaries once in three months and there receive applica lions for pardon, and the governor is to ez eroise his own discretion in pardoning those whom they reoommend. Two of the live commissioners provided tor may be women, and no one nan be pardoned except upon tiioir uoaoimoas recommendation. 'i'Mr it a good and wise law and ought to be paed. Under it tba Governor knows nothing of the merits of the person whose pardon is asked, except he learns them from the commissioners. It is an un doubtful fact that there are few men who will ever be elected Governor who can re fuse to pardon a person when the applica tion for pardon is signed by hundreds of his political friends. Under tbe law proposed br the bill, the Governor has only the recom mnuilation of the commissioners to guide his action. There is a "hitch" in the matters of our statu institutions. There are 62 farmers in tho louse and they are generally very heavy tax payers and they propose to know where the large amounts of money called for goes to. They favor all necessary ap propriations, but insist that only neoessary impropriations should be made. The time h ki ooan when appropriations will not ba male ja-tt because a number of sleek-hatted CTitinmen desire that they should be car ried. Toe Senate has ordered to a third reading the Fuiler railroad freight bill, but it will not pass the House. There is a general opinion prevai'iug in the House that noth ing bat a classification of freights and rail r ia!. will do, and that any attempt to make a general railroad law, without classifying laa roals aai freights, is made ia the inter est of the large corporations. This whole railroad business will have to finally go to the courts and there be disposed of. The bill introduced to protect miners has not yet been reported back, and it is a little doubtful if it will be until after the recess. Tbe o'lmmittee I learn are opposed to the passage of the law or rather, a majority of the committee is. The Whitiug do law has been ordered to a third reading in the Senate, but it is likely to meet with considerable opposition in the House. The farmers in that body do not think that is necessary to have the dogs Vullared, 'aod take the ground that if a dog is valuable enough to be furnished with a o it'iar that he is valuable enough to be taxed. VeUoriay two attempts were made to have resolutions considered favoring adjourn ment. One was introduced by Mr. Haines, tbe bath house adjourn sine die on the 21st in-:, and tbe other was introduced by Mr Morrison of Munroe, that they adjourn on the l.V,h until the loth ot May. The others were dead, and the twenty cents were the orininal six they should have paid, with accured interest. A Duluth editor, who has strayed as far eastward as New York, writes in raptures to his paper of the people of that remote rgion. He says: "How different the lolks do act ! How green they look ! The House discussed the salary of Su preme Judges, which was finally made the order fur Tuesday next. S. Washington, March 2. Senate. Mr. Hiil presented a communication from pres ent and former members of the Georgia Legislature, Ordered tiled. Mr. Scott, of the Conference Committee, to which was referred the question at issue between the two Houses, as to the right ot the Senate to originate the measure to repeal the income tax, made a report ordered printed. bills called np and passed. Mr. Wilson : authorize the promulgation of regulations for government of the army. Anthony . for recovering damages for the lost sloop of war Oneida. Sundry civil ser vice appropriation bill reported ; river and harbor appropriation bill proceeded with as in committee of the whole ; committee on commerce reported several amendments, reducing a number of items, including that tor improvement of the Des Moines rapids, from 2j0,000 to $200,000. A number of amendments were then offered and adopted. Sundry civil appropriation bill! was taken np. The House Joint Resolution, repealing the duty on coal, was referred to committee on finance. Tbe bill was variously amended by adding and reduction. Items of appropriation and withont perfecting the bill. Adjourned. House. Mr. Irgersoll offered resolu tion to pay Mr. Connor, of lexas, $ 2,000 lor expenses in defending the right to his seat. Adopted. Mr. Washburue, from the committee on claims, reported a bill to provide for a Board of House Commissioners for the examination of claims of loyal citizens of tbe late rebel States fer stores or supplies taken or fur nished the army during the rebellion, in eluding use aud loss of vessels or boats while employed in the service of the United States. After a brief explanation by Washburne, in reply to some objections, tbe bill ' passed. Mr. limcham, from the Joaiciary com mittee, reported a bill to divide tbe State of Illinois into three Judicial Districts and it was passed under the suspmsion of the rules. Mr. Hooper moved to suspend the rules md pass the bill repealing lucerne tax Rejected Yeai; 91, nays 110. Mr. Dawes: from Conference Committee on legislative appropriation bill, reported that tbe committee bad not been able to agree. Points upon which they had been unable to agrer, were feww but important. The conference report was then adopted, and a new conference committee ordered. The Speaker appointed Messrs. Dawes, 'Holman and Cnllom. Mr. Kerr, of the Judiciary Committee re ported a bill defining the intent and mean ing of the second section of the act of March I!, 1857, to settle certain aocounts between the United States and the States of Missis sippi1 Illinois, Indiana and Ohio in relation to public lands. The House refused to sus pend the rules for the passage oi Jibe bill.
