LETTER FROM LOS NIETOS.
' Rlowing appears to be all the rage
here at present. Yesterday was n very
disagreeable day, on account of a ter
rible blow from the direction of Ana
heim. The sky was clouded with dust
and sand. Some call it a Santa Anna,
if it is named in honor of the hero of
Mexico, we would gladly be spared the
Visits of any more of his namesakes.
Jack Frost lias paid bis compliments
to some portions of our Valley, and put
iv a general appearance among melon
vih.es aiMlgrtteli tomatoes.
We visited the city of Nietos to-day.
Saver*] buildings arv in the course of
construction. The busy hum of the
suw ami hummei' are heard in every
direction. An enterprising liveryman
of Gallatin, Tommy Canovan, lias un
swered our call and bought a lot, and
erect a livery aud
fceoHdable.'wfiere friends visiting us

Mr. Barnett, of the college, goes into
hlaeksadthing. Mr. Graham is build
ing a boarding-house.
While the good people of Compton,
San Gabriel and Los Angeles are hold
ing convent'ons to secure legislation
to increase the supply of water for ir
rigation, the N.CW River are
spending their *'tne' and money in boi
ijuf artesian .wclis, with great success.
Five df six WwU have been completed
in the last few months, all getting a
good. How of water.
We.have read with some care the
liruceedings of the Irrigation Conven
tion held in the bity cm the 25th inst.,
and must admit that we have not been
able to see the ptfnfjuojpn it be to take
from .those*, who httve r tind give to
mowb «t|uU nave not, or else set up an
other system of tndtH'idy to tax one por
tion of the State for the benefit of an
•oirher. >Vhat tlo the people of Siski
you care about the irrigation of Los
Angeles? Suppose we create aii Irriga
tion Bureau for the State with v hatch
of useless ofiicers to be paid out of the
soil of the irrigated districts, (for we
could not in justice' tax any other,
for there is no other benefitted.) Then
And ourselves so heavily
taxedifor wuto*« that we could not af-
to pay for It, for the Bureau
must be. self-sustaining, or, else we
must have State appropriations to sus
tain it; and that would be taking
the money of nouinterested counties.
While there is great opposition to pri
vate companies control ing the waters
at jthisA-ounty for irrigating purposes,
the water can be more
cheaply utilized, controled, and sold to
the farmers, guarded by wise and
equitable legislation than by the
course, proposed by the. Convention.
The present system of each district
,iH*dTphng .R.s "own water, with some
Nvfth some amendments to the present
law, we are sure, is far preferable.

Univkrhity of California, ')
Department of Lanocaofx. >

Herewith leertilV that Miss Josephine Lind
ley bus been a student in my department nf
the University for five consecutive terms, viz:
from September, IK7O, to April :id, 1872. During
this time she studied the I- rench, the Spanish
and the German languages, obtaining always
the highest murks for proficiency und attend
ance, her average credit mark for five terms
being 07 percent.
On entering the University, Miss Lindley
possessed already such knowledge of the
French and Spanish idioms as to he able to
speak them with ease, fluency, e< rrectness,
und a pure pronunciation.
She may now Ik* considered thoroughly fa
milial with the theory nnd philosophy, as well
us witli the application of these two tongues;
and she may safely he recommended as a can
didate of great promise, for teaching the
French and Spanish languages.
