Failure of Thomas Scott to Nego
tiate his Bonds.
The announcement that Thomas
Scott has failed for the present, in ne
gotiating his bonds, will be received
with regret by all in this portion of
the State and country. Now work
will be necessarily suspended. Only
so much will be done as will keep the
contract with the government intact.
It is probable, though, that before
many months the loan can be nego
tiated, and the work carried ou with
vigor.
This blow, of course, will be inju
rious to the present interests of south
ern California, but it will fall more
lightly on Loa Angeles than on the
other cities in this locality.
The Southern Pacific has been rap
idly building its road during the past
Tew months, and has its arms reaching
out from Los Angeles 25 miles in four
directions. They may stop when
their contract with the county is com
pleted; but this will not be injurious.
It will enable the country to grow to
the railroad development, and the im
migration will be confined to more
narrow boundaries in its location.
This will be advantageous in some res
pects, for a close population 1b more
desirable than a scattered one. It en
ables more rapid and complete im
provements to be made. It brings bet
ter schools, more manufactories, better
roads and better developed resources.
As these railroad branches all center
in Los Angeles, the trade of the coun
try and villages, must also center
there. In a day or two the Hekald
will contain a fuller discussion of the
Los Angeles railroad.
Exchange Sauce-Pan
The San Diego World haa two ope
ratic hurdy-gurdies who take well; an
account of the killing of a three hun
dred pound buck, and the involuntary
bath of officer Pierce, of the Orizaba;
says the contract for digging the res
ervoir is let to S. P. Christianson; and
says that San Diego is more talked of
in Chicago than any other "rising"
place in the United States.
The Grass Valley Union says: Dr.
Waukee is a celebrated physician of
Chinatown. He has a large practice
among the Caucasians. He requests
us to say in the paper that the ".uelli
can sick people eattee too d—n much,
aud no gettee well." We have said it.
The Lumber Question.
The lumber dealers claim that it
costs $20 to get lumber and bring it to
the anchorage, and that the additional
cost of bringing it to tho depot is $0,
making lumber cost 526 here, exclu
sive of handling; and that they sell it
at $32, leaving but $6 to cover interest
running expenses.
Facetious.
As the session of the State Grange
draws near its close, the members felt
somewhat better, and adopted tho fol
lowing:
Resolved, that after meeting to
gether and comparing notes, we as
''Grangers" have much cause to re
joice and be glad, at the general pros
perity and healthful condition of our
Granges throughout the State. As a
reason for the foregoing conclusion we
mention the condition of the Granges
in some ofthe counties of the State as
a fair average. The Granges of Napa
rejoiced in spring-time, over their
"Mayflekls " green with the promise
of a plentiful harvest, in which they
were not disappointed, and having
their good "lisher" and plenty of
trout in their beautiful mountain
streams, they have a bountiful harvest
feast.
The Sonoma Granges having good
crops and having received high prices
with smiling faces and loving hearts,
meet together and are " Merry " as
marriage bells.
The Grangers of Solano "Haile"
with joy their "Merriflelds " resound
ing with the harvest song, and are
thankful to the Giver of all good for a
measure of prosperity.
Our patrons around Stockton are
made glad over their success iv mak
ing the "Wolf" and the lamb lie
down in harmony together, so that
their flocks are now secure.
The Grangers of Stanislaus although
failing iv a crop, are still hopeful and
believe that all will yet be "Wright,"
while our patrons of Merced with all
their ups and downs are still, and we
hope always will be, "Jolly,"

NEW YORK.
New Yoke, Oct. 30.—A dispatch
from Wilmington, Delaware, ways
Captain Dougherty, chief clerk of the
postoffice has been held to bail to ex
plain a deficiency in his account.
Joseph Arch will be the guest, to
day, of Demas Barnes and Henry
Ward Beecher.
The failure of Hoyt, Sprague & Co.,
of Providence, R. 1., is announced.
They say they have no statement of
their affairs to make to the public just
yet. The creditors and friends of the
firm are in council, and it is expected
that an extension w ill be given.
The temporary suspension of C.
Mielmann, Schmidt & Co., has taken
place. The firm is in the produce ex
port trade, and the suspension is said
to be of a serious nature.
Phelps' address was concluded yes
terday in the case of the People vs.
Stokes. Judge Davis summed up at
great length. The jury were only out
a short time when they rendered a
verdict of manslaughter in the third
degree. The full sentence of four
years was passed upon Stokes, who re
ceived it with great demonstrations of
satisfaction.
Wednesday next is tho day lixed for
the trial of Win. Tweed on the so
called billed indictment.
Early this morning a misplaced
switch caused two freight trains to
collide near Port Jarvis, on the Erie
road. Both locomotives, with eleven
cars and their contents, were totally
destroyed.
Lloyd & Hamilton have suspended.
They were largely interested in Penn
sylvania.
Judge Davis, in his charge to the
Grand Jury to-day, said a complaint
could be made against petit jurors for
violation of their oath, and court offi
cers for neglect and corruption. This
is supposed to have reference to acts in
connection with the trial of Stokes.
Freehold, N. J., Oct. 30.—A tire
broke out in the Inquirer office this
morning, and was not extinguished
until the Postoftico, Court-house, jail,
offices of the County Clerk, Surrogate
and several lawyers were burned.
Loss, §15(1,000; insured for about one
half.
BT. LOUIS.
St. Louis, Oct. 30.—Patsey Marley,
who was to have fought Martin Brod
erick in the same ring with Allen and
Hogan, was found dead, shot in the
left breast, in front of McCoole's sa
loon last night. He had been drink
ing at McCoole's during the night, and
Edward Fitzgerald swore that McCoole
shot Marley. McCoole, his barkeeper
and two other roughs have been ar
rested on suspicion.
It is said that Allen and Hogan will
meet this afternoon to arrange a right
in Canada for $2,500 a side, iv about
three weeks.
WABHINCTON.
Washington, Oct. 30.- -There will
be no sale of gold or purchase of bonds
by the Treasury Department next
month.
MISCELLANEOUS.
Cincinnati, Oct. 30.—The Timer
Richmond (Indiana; special says there
is no foundation for the report that a
mob had attacked the men guarding
Centerville. No disturbance occurred.
A party of 100 men and teams left here
this morning and proceeded witli the
work of tearing down the jail.
Providknck, It. 1., Oct. 30.—1t is
understood that L. & W. Sprague of
this city will not suspend to-day, not
withstanding the reported failure in
New York of Messrs. Sprague. It is
stated that a committee of investiga
tion into the affairs of the A. A W.
Sprague Manufacturing Company, ap
pointed by the city banks, will be
prepared to make a report at a meet
ing to-morrow morning. It is reported
that Hoyt, Sprague & Co. could have
obtained all 'the assistauee necessary
to keep them afloat. The failure has
caused considerable talk in financial
circles, and the immediate effect will
be the decline of stock in the Stock
Exchange and depression outside.
Considerable paper of the firm is held
in this city, estimated at 18,000,000,
their notes having been discounted by
banks, bankers and individual capi
talists here. Some foreign banking
firing are mentioned us sufferers, prob
ably in the way of cotton operations
for mills.
Omaha, Oct. 80.—The Pucific Ex
press, on the Chicago and Northwest
ern Railway, that left here last night
with eleven of the directors aboard,
was run into in the rear by a freight
train this side of Cedar Rapids, this
morn lag. J. D. Wat kins, Superin
tendent of the lowa Division, who
WAS standing on the rear platform of
the directors' car, was caught between
the platform and a Pullman oar and
killed. No one else injured.
Fall River, Mass., Oct. 30.
Thirty-seven mills of this city, after
Tuesday next, will run but four days
each week, eight hours a day. The
remaining two have no contracts.
These mills employ 14,000 operatives.
The monthly pay-rolls when in full
operation amount to about 9460,000.
FOREIGN NEWS.
LONDON, Oct. 30.— The failure of
a house dealing in Erie stock is an
nounced. It is stated that they re
cently received an order from Jay
Gould to sell 60,000 shares and bought
it themselves.
Madkid, October 80.—The Intransi
gente vessel Fernando II Catenica has
been sunk and four lives lost.

BAN Francisco, Oct. 30.
Professor A. A. Lay took out a mar
riage license for himself and Miss
May Smith this afternoon. They will
be married on Sunday in the balloon,
at the City Gardens, by Justice C. F.
Townsend while nine hundred feet
up. The balloon will then be hauled
down and the wedding repast taken,
during which time the balloon will be
inflated to its fullest capacity, and
then the professor and his wife, ac
companied by professor King will
ascend, and go on their bridal tour.
The balloon is the same in which Aus
tin and Clough lately ascended and
descended into the ocean.
John Russell was arrested this after
noon for assaulting Thomas Kelly
with intent to murder him. Kelly,
who lives on l'oint Lobos road, says
Russell came to his house at an early
hour this morning and accused him of
harboring his wife. Kelly denied that
he did it, and a quarrel ensued, when
Russell tired at him, wounding him
in the arm and shoulder.
The School Department of this city
is out of funds. The teachers will re
ceive warrants, but no money on the
15th of November.
The Hoard of University Regents
to-day paid $27,000 of the $32,000 due
for Agricultural College building.

Destructive Fire at Reno Tbe Busi

Reno, Oct. 30.
At 10:10 last evening the roof of the
Western Hotel, kept by W. Shaw,
Commercial street, was discovered to
be in flames. Owing to the dry combus
tible nature of the adjoining buildings,
in a very few minutes, two blocks,
extending from Sierra street on the
west, to Center street on the east on
Commercial Row on the north to
Second street on the south, with the
exception of a few small houses, were
in ashes. The Superintendent of the
Central Pacific railroad arrived with a
lire engine, followed by another steam
fire engine from Truckee, and the
Carson tire brigade and their steamer,
all doing good service. Bell <Ss Burk
and Thomas Ramos, and Manning &
Ducks, warehouses, and the Masonic
Hall, lire proof buildings, all stood.
It is impossible to estimate the loss.
It probably amounts to $100,000, al
though by some it is estimated higher.
Although the whole business portion
of the town is destroyed, parties suc
ceeded in saving large portions of their
stock. Very few losses are covered by
insurance, the different companies re
fusing to take risks in the burned sec
tion at any rate.
ANAHEIM.
Discharge of au Alleged Forger.
Anahkim, Oct. 30.
M. G. Bailey, who was arrested
some days ago upon the supposed forg
ing of the name of A. G. Rust & Co.,
had his trial before Judge Johnson, of
Santa Ana, to-day, and was discharged
from custody, there being no evidence
against him.

Kighteen carloads of tea und silks
went through hero to-day on the
eastward bound freight train. The
same number will be dispatched to
morrow.
Nine cars of emigrants arrived from
the east to-day, and eight more w ill
arrive on Saturday.
Those who arrived to-day are princi
pally foreigners.
The Sacramento Board of Trade and
Industry is now an established fact,
having been organized at the meeting
held last night.
SAN DIECO.
Arrival ol'the Mohongo Progress of

San Diego, Oct. 30.
Pacific Mail steamship Mohongo,
arrived at 2 p. M., to-day, with 47 pas
sengers and 140 tons of freight, she
sails at 9 A. at., to-morrow, for San
Francisco and way ports.
A propeller passed up about 2 P. il.,
supposed to be the Newbern.
The Military Telegraph Construc
tion party hence to Yuma, are within
30 miles of Yuma, which place they
expect to reach in a few days. Every
thing tends to promise that the line
will be complete to Preseott by the
fifth of November, and to Tucson a few
days later.

Tenchera' Institute An Interesting

HOLLISTER, Oct. 30.
The Monterey County Teachers' In
stitute was convened by Superintend
ent Shearer on Tuesday morning.
About fifty teachers of the county
were in attendance.. Professor Allen,
of the State Normal School, took
charge of the Institute, making the
exercises intensely interesting. In
the evening he delivered an address,
practical and pointed. Professor Bo
lander, State Superintendent, followed
Professor Allen in an address, proving
him to be a man of the finest scholar
ly attainments.
COLUSA.
Destructive Fire.
Colusa. Oct. 20.
Coleinun & Bros, stables burned lust
night. Nineteen horses were burned,
including some very valuable ones.
Coleman's loss is estimated at $9,000.
Devall's marc, Kate Hays, valued at
§4,000; Win. Billips' buggy team and
buggy, valued at 91,800. besides sev
eral teams owned in the country, wore
burned. The cause of the fire is a
mystery. $4,000 insurance on tbe
house.
STOCKTON.
Improved Wheat Market.
Stockton, October 30.
There was a marked improvement
in the wheat market to-day. The
price has gradually advanced from
203 to 220 and this afternoon 222$ was
offered for a lot of 150 tons of choice.
OREGON.
Fatal Accident.
Rock point, Or., October 30.
Yesterday, at MacCollister's steam
saw mills, a fatal accident happened
to a young man named Joseph D.
Cory seventeen years old. He got
caught by the main belt and was
thrown with great violence, striking
bis head against a shaft fracturing his
skull, and striking a pnlley with his
breast. He survived 15 hours.
Victoria, V. 1., Oct. 30.
On Saturday last a coal miner by
the name of John Snooper was acci
dentally killed by the premature dis
charge of a blast in Departure Bay
coal mines.
John Veun was accidentally killed
by a threshing machine falling on
him, at South Soanic, last Tuesday
morning.
