La Vol Del Nuevo Mundo, the or gan of Uie Spanish people of San Fran cisco, has placed the name of Hon. Philip A. Roach at the head of its Columns as a candidate for (iovemor. It ikiw appears that Colonel Jxo. W. Forney of the Philadelphia Pre**, received $25,000 of the Irwin bribe money in favor of Pacific Mail. Also, one Shaw, of the Boston Transcript; also, an ox-editor of Brother Har lan's Washington Chronicle, and Randall, ex-Postmaster General, each round sums. Up to this time no evidence has been adduced to show that the Evening Express of this city was seen by Irwin. Engineer Crawford leaves this morning for Cajon Pass with men and material to push the grading of the Los Angeles and Independence Rail road along speedily as possible. It Is understood that if the "sinews of war" are furnished the road will be graded from oue end to the other within eight months from this dale. A party of engineers will commence at once running lines in the valley. It is not known what route the road will take through the valley, nor have the projectors a clear idea as to how the road will reach Santa Monica. If it passes through the city, as it no doubt will, if our citizens are alive to their own Interests, the right of way must be donated. Altogether the indica tions are most favorable for an early completion of the road. General Howard left yesterday to attend the Supreme Court, as the attorney for Mr. Gityas in the case of Pico vs. Cuyas, which will come op for trial in the Court in a few days. The progress of this case is worthy the attention of those journals that are watching tho course of the Supreme Court. The case has been twice de cided in favor of Mr. Cuyas, by the highest Court in the State.but through the ingenuity of the lawyers it has gone back for the third time and we have heard it said that it is highly probable the Supreme Court will reverse its two former decisions on the third trial. As the facts and evidence are the same now as on the first and sec ond trials any change in the third de cision will afford material for argu ment as to the unstable character of the Supreme Court. There is room for serious trouble to grow out of the Louisiana difficulty. The people as with one voice, in both the North and South, condemn the tyrannous acts of Sheridan, and not one man in ten thousand believes that Sheridan is stating the facts concern ing the situation in New Orleans. Yet the Administration avows its deter mination to maintain the military usurpationists and persists in aiding and abetting Sheridan in a course which the whole people unhesitatingly condemn. The President is virtually defying the United States in this mat ter, and if he may do it in one particu lar why may he not call the army about him and proclaim himself a military dictator. He maintains a dictatorship in one State; why may he not make a national all'dr of it at once? State Telegraphic News. A great deal has been Haul of late about the telegraphic news reports sent to this city, and because the Herald has maintained that they were, as a general thing, worthless, it has been made the recipient of no small amount of abuse. We are not concerned about this and shall not re cede from our position one jot or tittle. So long as the Associated Press will not permit the Western Union Tele graph Company to use the dispatches until after they are printed, just so long those interior journals de pending on the Associated Press re ports for news will bo compelled to put up with dispatches but few hours in advance of the San Francisco pa pers. There is another question to be considered in connection with the telegraphic dispatches, nnd that is no effort is made to send local or State items over the wires to Los Angeles until they are two or three days old. In support of this assertion we will mention two of many instances we might recall to mind. The news of the conviction of the bandit Vasquez was brought to this city by Sheriff Rowland who was a witness at the trial. It was an important event and one would have supposed that it would have been flashed to Los Angeles, the scene of Vasquez's capture, the in stant it was known in San Jose. Al most simultaneously with the arrival of Sheriff Rowland came the Sau Francisco papers with full details of the verdict. A few days ago a de structive Are occurred in the Western Hotel, Sacramento, by which several lives were lost. Twenty-four hours after the occurrence a few words were received here by telegraph relative to it, and a few hours later the San Fran cisco and Sacramento papers arrived with long accounts of the fire. After reading these facts will any person maintain that the telegraphic news reports sent to Los Angeles are worth anything or that any attempt is made to send fresh ones? As a general thing the Sad Francisco Bulletin re ceived here in the moriling contains the dispatches from which the reports are made up that are telegraphed in the evening. Never Changes. Whatever may be said of President Grant in other respects, it cannot he said of him that lie is vacillating in disposition and inconsistent in action. He is certainly a man of fixed and steady purpose, and when he once adopts a line of policy, lie is deter mined to go ahead, though all the world denounced his course. His ad ministration opened witli the exhibi ting] of many peculiarities which did not receive the endorsement of a laryc proportion of his party, and many in fluential Republicans were not slow lo express their disapprobation; but the President held ta lns course. The ex travagance, recklessness, incompeten cy and often dishonesty of many Federal officials became so notorious tliat the President was urged t«> cause their removal, but lv; had nominated them for the places and Would not re consider his action. Ilia reconstruc tion policy proved a failure almost before it was tried, and though the President was urged to try some other plan he refused, and with a degree of firmness, which is qej lofn manifested by any other animal save a govern ment mule, he held to his course until he ran the Republican party on the rock of public opinion and wrecked a craft which really deserved a better fate. True to his stubbornness and in ooodience to his determination to "fight it out on this line, if it takes all Summer," he now sends a message to Congress in which lie sustains the military usurpation outrage in Louis iana, and avows his purpose to main tain the bayonet despotism estab lished in Louisiana by Sheridan. Grant is not a vacillating man. If his humanity and intelligence equalled his determination, he would be a val uable Chief Executive; but as he is wanting in these qualities, we had belter have a new President. SANITARY MEASURES. Editor Herald: Believing that our citi/.cnß nre n«t only willing, but anxious to do nil in their power to re move all causes from their midst for the propagation and spread ot searle tina, as well as diseases in general, I deem it proper, for the sake of Concert in action, to invite attention to a few points in our sanitary regulations passed by the Common Council iast August, ami which, if observed, will do much toward the accomplishment of the desired end: Section four makes it the duty of each physician Iv this city ton-port to ' (he Health Officer the name and resi dence of every patient he shall have within the city limits affected with scarletiua or other contagious disease, and section live requires the same re port from every householder who may not employ a physician where such a, case may occur, that the Health Offi cer may promptly upon such report require proper isolation of the mem bers of the patient's family from all schools and public assemblies aud es tablish all necessary restraining sani itary regulations about the residence of such family until such time as all probability of communicating the dis ease shall have passed. Section seven requires that "no per son attending upon or otherwise com ing in contact with any contagious disease in such manner or to such an extent, as to render him or her liable to communicate the disease, shall, during the continuance of the disease, go upon any public street wearing any infected clothing, or, whilst thus at tired, mingle with others not Affected with the disease." This, it will be seen, does not excuse physicians, who, it is presumed, never appear in the sick room or family of the non-infect ed without having first changed or disinfected theirclothing, after having visited a patient sick of a contagions disease. All other persons who have had contact with such disease are ex pected to withhold thfijg presence from any non-infected families or assem blies of children, until theirclothing is cither changed or purified from the germs of the disease. Seotiou ten re quires the disinfecting, purifying and cleansing of the house and premises where a patient has been sick of a contagious disease. This may be cheaply and nU'eetually done with the spray of solution of carbolic acid, or by file evaporation of a solution of chlorinated soda, saturating a cloth and suspending in the room for some time after the convalescence or re moval of the patient. All physicians agree that the causes for the propagation of disease In gen eral have the effect to aggravate scar letiua, in common with other conta gious diseases. Our city is sorely infested in many places with disease breeding nuisances, and the little innocents of our population, as well as the poor, cry aloud for pure air ami relief from the noisome stench from the neglected accumulations of trarb age, broken drains, cesspools and the constant deposits of uunameable tilth in the zanjas traversing the city. The Council, on the tfth of last Au gust, wisely provided for the preven tion of these nuisances, aud required in section one that all privy-vaults, cesspools, sinks and drains, located on a street having a sewer, should con nect with that sewer aud be provided with a water-trap, to prevent the re turn of foul gases; or, if there be no sewer on the street, that sinks and draius must connect with well covered cesspools, provided with the water trap, as above, aud that privy-vaults must be at least eight feet deep, with escape pipes connected with the air above the closet building. This, be it said to the shame of much of our city, is totally disregarded, and many hun dreds of these illegal temples of de fame stand as monuments of disgrace ami the foul cause of disease and dis comfort, to save the owners of prop erty the paltry cost of erecting a new one according to law. Our city charter, as well as section two of this ordinance, prohibits the discharge of any drain, cesspool, sink, or water-closet into the street so as to create a nuisance, or any such dis charge into any of the zanjas or irri gating ditches; ami yd, many porttoi li of the city are itffesfcetl with nnisfthoes of this cliaracfcr. California Cases before the Supreme Coiut. Washington-, January llth. —The record in the case ©f Alt Fook, the Chinese woman claimed to have been brought to California for immoral pur poses, antl involving the right of the State to return her, has reached the Supreme Court and been filed. It is expected a motion will lie made to ad vance it on the docket before the Su preme Court. To-day the case of French vs. Ed wards etal., error to the Circuit Court of California, was de cided. Tliis was an action for eject ment. The plaintiff conveyed lands to trustees for the use of a certain railroad, providing in the deed that the conveyance and trust should ho void in case the road was not built. The road not being built, a suit- was commenced to recover possession. The Court hold that the legal title con veyed to the trustees was still vested in them, and that, therefore, the plain, till* could not recover. This Court holds that this conclusion of law was an error; that the presumption should have been, on the contrary, that the trustees had reconveyed to plaintiff and the property was invested in him. The decision was reversed. Justice Swayne delivered the opinion. Wool Market. Boston, January 13th. —The genera] tone of the wool market is firm. The California quotations remain un changed.
