tive. As long as Congress delayed to make this
provision, he states could only abolish Imprison
ment for debt sub modo. The States which had
made the attempt had failed in it for the reason
that the State law could not control the process
of the Federal courts.
Permit me, said Mr. Johnson, to remark that
the great error in legislation upon the hazardous
usage ol Imprisonment for Debt, lies in the un
willingness of legislative bodies to abolish the
ca. su. totally, absolutely, and without reserva
j tion. .They make some exceptions, as in case
of fraud, which prevents the total abolition of
the abuse. The gallant State which you, sir,
(said Mr. J. addressing the Chair) represent, has
abolished imprisonment for debt, except in
case of fraud. The State to which 1 belong—I
am proud to state the fact—lias abolished it en
tirely and unconditionally. The law has been
in operation for twelve years, and I will venture
to assert that millions have been paid by debtors |
under that humane system, and that it has been 1
found more beneficial to creditors and less pro- j
ductive of fraudulent insolvency than the barba
rous system of coercion formerly practiced.—
One word for the District of Columbia. This
is the metropolis of the Union. To this place
annually resort a large number of our Citizens,
| from every part of the country, in pursuit of
l business. The operation of this system might
| eventually, be productive of great distress here.
He wished, therefore to have it settled, under
stood and placed upon the Statute Book, that
there shall be no imprisonment for debt within
the District of Columbia. This would be a fair
notoe to all the parties concerned, both debtor
! and creditor.
It would, continued Mr. J., astonish any one
| who has not examined this subject to learn from
| the Reports of the Prison Discipline Society,
| and other sources, which he had examined,
I how vast was the amount of human misery
which grew out of »he savage usage of imprison
| ment lor debt. He should take some proper op
: portunity, if the House would allow him, to pro
d ce before them satisfactory evidence of the
I cruel operation of this law, which would asto
nish any one who pretended to call himself a
i Christian. The citizens of the District look to j
us for protection and enlightened and liberal le
gislation, as they have no legislature of their
own. He hoped the Committe would be allow
ed to take up the subject, and to consider the
propriety of abolishing the cn. su. entirely, or,
at least, for sums under fifty dollars, within this
District.

Flour.—Yesterday the current price of Flour
from wagons was .$4 50, in some cases $4 52.
Gr ain.—We quote Wheat 80 a 94. as in quali
ty—good white has been sold at 94 c. A large
cargo, of five or six different qualities, was sold,
on Thursday, at an average price of S7icts.—
We suppose a fair quotation for good red would
be 90 cents.
NEW YORK MARKET—Dec. 10.
A free business is doing in Cotton, though at
a decline at ^ cent Ib. from the prices of last
week: the sales this week of Uplands amount to
over 2000 bales at 15 a 17c. ib., and very good
lots are sold at 16c. Ib. and some North Caroli
na at 14c.; 209 New Orleans‘at 16| a 17£c. A
good deal of Cotton is shipping to Europe on
owners account. Flour rather droops and is
dull, some Western of the least desirable brands
has been sold at $4 88: Ohio and Troy 81,88;
Qld Northern Corn 70c., new 65 a 66., Mary
land 66c
Western hops 1st sort have been sold at 124
cts. Ib. which is a decline. 250 boxes white Ha
vana sugar have been sold at 11 cts. The mar
ket is generally in the same state as last week;
a few lots of hides have been received coastwise
which are eagerly sought for, and will probably
bring some advance on previous prices.

SALE OF VALUABLE REAL ESTATE.
BY virtue of a Deed of Trust, executed to me
by II. N. Spooner and wife, which is of re
cord in the Hustings Court of Fredericksburg
and the County Court of Prince William—I
will, on Thursday the fifth day of February next,
at 12 o’clock, in the tow n of Fredericksburg,
proceed to sell to the highest bidder, at public
auction, on a credit of six months, the purchas
er giving bond and security.
One third of a Lot, lying in the Corporation
ofsaid town, known as the “FACTORY LOT,”
w hich is on the Rappahannock, at the corner of
Lewis and Sophia streets.
On the Saturday following, at noon, in the
town of Dumfries, in Prince William County—
1 shall, upon the same terms sell a LOT OF
GROUND, containing one hundred and ninety
six Acres and poles, lying in that county,
within lour miles of Di mliies being a portion
of the Chippawanisic ent ile, of-Harrison,
deceased, w liich w as allotted to his daughter Si
gismunda Harrison, (now Sigismuudu Spoon
er.) About one-third of the Tract is cleared,
and the re>t covered with valuable timber. Mr.
Laurence G. Alexander, who resides near the
premises will exhibit them to persons wishing to
purchase. Possession will be given immediate
ly. but no deed until the payment of the pur
chase money. Acting as Trustee, I shall only
convey such title as is vested in me, but which
is believed to be unquestionable. The sales will
be without reserve.

j well known in the county as the seat of the ‘Old
! Court House. This lend is particularly recom
mended by its contiguity to the markets ol the
District, and the facility with which it may be
divided into several parts by the roads above
mentioned, which serve as permanent and well
