After the presentation of memorials, &c., and some remarks from Bention in relation to Gales 1 SeatonV Register ol Debates, the Senate took up the bill concerning French Spoliations prior to 1800, and Mr. Shepley, of Me. address ed the Senate at length in favor of the hill. HOUSE OF REPRESENTATIVES. A debate of some interest arose on the bill concerning extra compensation to Lund Re ceivers, in which the whole Land system was incidentally brought into review by Messrs J. Q. Adams, Clay, Mardis and others. The House then, on motion of Mr. Watmough, went into Committee of the Whole, Mr. Briggs in the Chair, and took up the bill increasing the com pensation of Naval Officers, upon which the rest of the day was consumed. From the Washington Cor respondent of the /Jul limore Gazette. ‘ The grounds surround mg die Capitol present, even at this unfavorable season, a most beauti ful ami promising appearance: the square im mediately east of it is undergoing a thorough and most judicious alteration: the south section has been ornamented by the formation of ovals at suitable distances, within which are other ovals and circles described with the mo-t ge ometrical accuracy: the north section is assuming a similar improvement: the fir>t has been, and the latter will as the weather permits, be planted with an extensive assortment of the most vigor ous, rate and beautiful trees and shrubs, botli foreign and exotic, displaying such a collection as for value and variety has never been seen m the United States, rich as we are in our forest nurselings. The walks have been recently gra velled and directed through the grounds with a very pleasing effect: here adorned by acute an gles beautifully delicate—and her sweeping off in bold curves judiciously suited to the extent of die grounds, and in admirable keeping with the entire. In front or the Capitol, and s retching | around the base of the gentie declivity at either side of the >jrand entrance, a number of healthy trees have been planted, and the walks newly gravelled: they lorm an excellent promenade; but that of tbe square just alluded to, is, or rather •ill be, in the summer season, one of the finest inexistence, and must prove to our citizens and voters a splendid and healthy resort. Be it enacted by the Senate and House of Re presentatives of the United States of America, in , Congress assembled, That, hereafter, it shall be incumbent upon the District and Territorial Judges of the United States to reside within the districts and territories, respectively, for which I they are appointed; and that it shall not be law ful for anv Judge, appointed under the authori ty of the United States, to exercise the profes sion or employment of counsel or attorney, or ! to be engaged in the practice of the law. [communicated J Mr. Snowden:—By this morning's paper, I perceive that a meeting will be held on Tuesday evening, 23d instant, for the purpose of re-j viving the Fire Company formerly attached to the “ Old Street Star Fire,” commonly known by the name of the “ King Street Star Fire.”— It is well known that this is the only engine west of Washington-street. I hope every man living ; in the upper part of the town will come to the meeting to-night; and our young men should shew their enterprise by taking an interest in the formation of the company. Dec. 22. An Algerine. McLaughlin’s Lottery.—This Lottery was drawn this forenoon. The first prize consist insr of the Patap-co Hotel, at Ellieutt’s Mills,with the addition upon the Rail Roatl; the large Stone Stables, Carriage and Ice House, and the splen did Garden of neurlv 3 acres, which is the Ca pital Prize, valued at $36,500, was drawn to No. 5086. and Joseph Barling, of Baltimore, is the fortunate owner. No 90 drew the dwelling house, S3000, and the owner of the ticket is Uodeut Campbell, the lamp lighter at the City Hotel. No. 4.866 drew the elegant Angelo Cottage, valued at 82.650, and the ticket is owned by Lieut. C. Ring old of the Navy.- Ball. Bui. Am Unnatuhal Child.—On the afternoon of Wednesday last an application was made to one of the Police Magistrates of New York, in a case which for the Imnor of human nature, is of rare occurrence. The particulars are given at I length in the Courier and Enquirer. It was a suit instituted by the Commissioners of the Abus House to compel G. J. Van Wugemen to contribute to the support of his aged parents. From the testimony, it appeared that some time since a judgment was obtained against the father, who was in possession oflanded property worth between six and seven thousand dollars, f.»r the sum of two hundred dollars. Under this judgment the property was sold and purchased by Ihe son, subject to the equity of redemp tion. The confiding parents, happy that their child had it in his power to relieve their embar rassments, suffered the time precribed by law to elapse, without using the necessary means to free the property from the judgment under which it had been sold. Scarcely had the period arrived,whet t eson applied to the Solicitor w ho issued the judgment, for a writ of possession, but that gentleman, struck with the enormity of the request under the circumstances of the case refused to meddle in the business, whereupon Van Wagenen made application to another attorney,who obtained the writ and served it. The first measure which \ an Wagenen, resorted to after he was in full pos session of the property, was to thrust both his parents out of the house, to starve or live as best tliev might, refusing them even a single room for their residence. Before being called upon for his defence by the magistrates, the defend ant plead that he was unable to contribute to the maintenance of bis parents, but when the Bible was tendered for him to swear to the'fact, lie declined doing so. not we suppose, because | he respected its mandates, but from fbe tear J of coming under the punishment which the law awards for swearing to that which is not true. I The Court decreed that Van W agenen should pay a weekly allowance of$l$ lor the support of the father, and in the course of another hearing will determine the sum he must allow’ his mo'lier.
