Sundry unimportant resolutions were offered, memorials presented, &c.; after which, the bill plating the pay of the officers of the Navy of the United States was taken up. Nearly all the amendments of the Committee of the Whole House were concurred in; among the few rejected was the section relative to Pciwess. The subject of the pay and perqui to this class of officers gave rise to an ani goted debate, in which Mr. YVatmough of Pa., yr Wise of Va., and others participated. In {!* course of the remarks made by Mr. Wise, lie stated the almost incredible fact, that the pursers in our Navy were better paid than al most any officer of the Government, civil or military; that a Purser of a line of battle ship in y arMl perquisites, received the enormous sum of $1 t.UOO per annum, and in a cruize of three years made a clear profit of from 30 to 840.000. Without netting through with the details of bill, the Mouse adjourned._ VIRGINIA DELINQUENT LAND LAW. TO THE EDITOR OF THE ALEXANDRIA GAZETTE. The Delinquent Land Law of Virginia, pass ed the 10th March 1S32, is as gross a violation 0f the Right of Property in a citizen as ever coaid have been conceived by the most despotic tvrant. Bv this law, the Sheriff is empowered ^ ^11 a man’s land without even knowing there it K and w hen at the very time it is te nanted with one hundred times more property on it than would pay the taxes.—(See brick j^use and lot sold for 67 cents, occupied by a j^rge family always willing fo pay the taxes.)— Others could be mentioned. He makes no ad vertisement in the papers which circulate in the vicinity, so that non-residents might see to their property. He goes on to sell, for the taXCs aionej viz any person who will pay the tax, perhaps on ly 50 cents, may have A. B.’s tract of land, con taining 100 acres: A. B., perhaps, is in the Ar mv or Navy—has not been at home for many ytars; when he comes, he finds his only hope ■oie for a song:—he has lost his property, trough the injustice of the State, by reason cf the time he was absent in its defence. The operation of this law will cause endless litigation, and, in many instances, t»lood>hed and strife: for, what individual could restrain himself under such a wrong? To see his pro perty, by the rapacity of his government, and ignorance and neglect of its agents taken from him on false pretences! I for one, sir, w ould nullify such a law as unjust, oppressive, despot ic, and unconstitutional, at all risks. The 5th j art^Amendments Constitution U. States; gua- | ranters the right of property, thus: “ Private property shall not be taken for public use with- ; out just compensation.” Here is a plain, direct, and positive prohibition by the Constitution, anti yet it is violated w ith impunity. Put what con duction on it you will, the law is unjust. Why i not suffer the taxes to go on—and if no ow ner , comes for the land in twenty years, let if be cs tktaltd and sold. Besides, no real benefit re sults to the State of Virginia from the operation of this law; the expense of an office, with a sufficiency of clerks at high salaries, in Rich mond, with stationary and other incidental ex penses. will take every dollar of this ill-gotten revenue 1 will close this communication by declaring my serious conviction, that no go vernment ever devised a more complete system of unjust taxation, or, rather, of legal robbery.
