Will not Congress at last see the necessity of en acting such a law as will put a stop to this continued sacrifice of human life? Shocking Occjervence.-Yesterday even ing about six o’clock, as the steamboat Chariton had just put out and proceeded a small way up stream, one of her boilers burst, dv which nine or ten persons were more or less badly scalded—three were shot by the explosion over the starboard side of the boat into the Mississippi, one of them was reported to have been drowned. We could not, however, dis cover the truth of this report with suffi cient accuracy, and trust that it is not the case. As we hurried dowm from the office to the river, upon hearing the noise of the explosion, we first saw’ one poor fellow, a black man, just brought to shore in a boat which had picked him up— lie was badly scalded and deeding. Two white men naci been taKen asnoie | a little higher lip die landing, one of them \ shockingly scalded; the skin anil flesh of his face and every pait of his person that was exposed, were crisped and curled on his body and the mucus and other liquid of his frame forced out of his mouth, nos trils and ears—he faired worst of ali we believe. On the boiler deck of the Chari ton, lay two men one of them the Engi neer, badly scalded, the latter especially —they were the only persons we saw at tended to. and applications of oil, &c., were made to relieve them. Four or live more were injured, but not so severe lv as the above. Only one passenger, a deck one, was scalded. We conversed with a very sensible man, a cabin passenger, who was sitting at the time of the explosion, between the doors that lead in li'mn the sides to the Social iiall—tie showed us where the I boards were torn away from under his j left, as he sat, and expressed himself ! temperately hut strongly, w it!) regar 1 to ! the necessity of providing some suitable ! penalty “lor such culpable negligence” | that en lungers the lives of so many peo ple. We hope that it there was a want ol ! care on the part of the officers, they w ill ' be made to answer for it. I l\ $. We learn that the 2d Engineer of the Missouri Fuiton, who was thought, io be only slightly injured, died this morning, the others it is supposed willre ! cover. A slip from the Bulletin, of the 29th, | says— Three of the ni^n who were scalded ye>terd »y. as announced in the Bulletin, | ou board the Chariton, ha vesince died— two of them the cooks of the bout, we j are iitlurme-!, and the third the second J Engineer ol the Missouri Fuiton, who had i ~ , 1 gone on boar 1 the Chariton at the tunc | Mie took the Fuiton in tow. The Engi | ueer of (he Chariton, it is r- ported, is u.t i expected to live. There has been much surmise, and u g»eut deal said with regard to whom blame is attributable in tmscas**; but sus picion principally rests upon the miscon duct of il»e Engineer. who su‘fered the ! water in the boilers to diminis.'). - . . -— — Correspondence of the A at. Indeed it is necessary, fu* in the Hoarding op ut the g Id and silver, and ; m the absolute scarcity of money enough 1 tor circulation, some kind ut a promise \ to pay must be had, so as to etiect the ! common exchanges of life. The Loco Focosami the 1 ammanv Be- ! gulars are rending asunder more and moieeveiy day. The Loco Focos have the “democracy of numbers,” hut the Turn many Begulars have the omnipo tence of tne ‘'Almighty dollar,” as it is called. The Evening Post advocates a ! clearing cut from theTammany wigwam. j and the Times says, '*iet them go.” The j Times is attacking “the natural rights,” | the Fanny Wrights, and the Loco Foco j right-; and the Po>t is preaching Jack ! Cadeism, abolitionism, and ati sorts of fanaticisms. The breach seems now to be irreparable; and, if irreparable, the days oi the Administration are number ed, for the Van Pure i party in this em pire State is peculiarly constituted, made up as it is ot the yerv rich, “the Bank De mocrats,” “the Bag Barons,” as the Post j culls them, and the very poor—the Irish of the Sixth Ward—the Thunderbmd geons, and the Brockhvsens, up and down he Hudson — with the inter-sprinkling of nany aa honest-hearted, noble, hum busrged* and glory-dazzled fellow here and there. Now, when i have written that New York humbugs. but never per mits herself to be humbugged, 1 mean tht Slatei not the People of the State, for I when {‘the Rag Rarons” can humbug, humbug they will, but they never permit themselves to be humbugged. Hence the late bolt from Tammany of Tammany thunder; hence the Albany Regency Ad dress. The experiment “worked admi rably,” till the Safety Fund Banks were blown up; and then, adieu to the exclu sive metalic currency! I dwell thus long on New York politics because they sway the Union. Mr. Van Buren, from the moment he fathered the Safety Fund System, knew the omnipotence of “the almighty dollar;” and l know, now, that he w ill protect that system if he dare; and, if he dare not, all the leading powerful V. I uren men, in every part of this great State will desert him in a cohort. He has temporized, ever since Tammany spake. He must obey, for Tammany was “born to command”—him. United States Bank stock, to-day, was at 119. There is nothing remarkable in the money market. Rents being due now, and jobber’s paper, approaching mutuity, the pressure upon the money market is severe, which is increased by continued curtailments on the part of the banks. - MARRIED, On the 25*h ult., at Retirement, Prince William County, Virginia. M, ’ aug 8 BY THE EXPRESS MAIL. NORTH CAROLINA ELECTIONS. From the Fayetteville Observer, Avg. 5. Good News.—A letter from a friend at Waynesborough, dated yesterday, gives us the result of a vote of Wayne county, for representative in Congress. The ma jority for Shepard (Whig) was 31 votes^ with two precincts to be heard from, ‘•which would probably increase his ma. jority to 50, but at any rate could not al. ter the result so as to give Moseley a ma jority in the county.” Our correspondent adds— ‘*the Admin istration party claimed 3V) majority, and the opposition admitted 150. The result has disappointed all. We hive now no doubt of Shepard’s election.” This is a glorious result. In 1335, Jesse Speight’s majority for Congress in the county was 526. In August last, R. U. Spaight’s majority for Governor was 5S0, and in November, Van Huron’s majority was 400, at a very thin election. From this it will be seen what a wonderful change of public sentiment has taken place. In IS35. Speight’s majority in thp whole District (7 counties) was 767, of which it will be seen that Wayne alone lias neu tralized nearly 600 votes. Steam ship Cuba, Swiler, arrived yes ter from Havana, which she left on the 2Sth ult. By her we learn that the city con tinued very unhealthy; especially to stran gers, although late cases of the yellow fever showed a considerable diminution in the virulence of the disease. Mr George sugar refiner, formerly of this city, and late of Matanzas, and Mr. Brown, of the ice establishment in Havana, had fallen victims to the fell destroyer. Gen. Tacon si ill continued to hold t tie reins of Govern merit in a manner that had won him the warm support of every well disposed member ot society—he has, it appears, brought the police system of the city to a degree at excellence that appears per fectly miraculous to those who have known the place in other times. The markets were looking up—white sugars were selling at 12 a 13 rials; brown du 7 a S; flour S'2o, stock short; rice 1-i rials, | sales;—several arrivals from this port had j completely stocked the market with lard, i since which there had been lut few sales at nearly old quotations. We are very much pleas»d to learn that ;he Cuba, in this, her first voyage behav- j ed admirtibly, and showed herself to be j a first rate sea boat.notwithstanding that i her coal was found not to work well; she made the run in three and a h ilf days from ci*y to city, which, under such cir cumstances, was acquitting nerself very well indeed, considering the length ol the trio.— .Win Orleans Cow. llullftin.
