Cincinnati, Dec. 2.—The Louisville pa- ‘
pera of this morning contain a statement of
au exciting circumstance which occurred at :
Cairo, 111., a day or two since. A colored ;
man, who kept a grog shop on a flat boat at :
Cairo, having been sued for £60, and judg
ment rendered against him. threatened to ,
shoot the magistrate if he refused to let him I
off. Afterwards he armed himself and took
his stand on the boat. The latter was ipiick- ;

four persons. The boat was i in mediately ,
set on tiro by the crowd and cut loose.—
Whilst out in the stream the negro tied a
weight around his neck, jumped overboard |
and drowned, thus escaping the more terri
ble death intended tor him by the excited
crowd. _

Would it not he a good plan for our city
Council to increase the number ot our night
watch? The force now employed is entirely
too small, as is apparent from the numerous
frustrated attempt*5 of the Watchmen, to
catch the prowling vagabonds and thieves,
who are nightly trying to rob our citizens in
the Southern part of the city. It may seem by
some to he unnecessary; but there are thieve*
in our midst, and it becomes our citizens as
well as our night watch to be on their guard.
We have heard of sacral instances during
the past two or three weeks, where attempts
have been made to break into the houses,
and in one ease they were shot at. hut t*»
what effect i> not known. 1 hese rogues, as
rumor lias it, are strangers; one of them is
raw-boned, rather tall, and has two compan
ions. whoareabout medium height. 1 hey have
been seen on several occasions, but have thus
far escaped the vigilance ot our night watch.
We say again, ought not our night watch to
be increased, and then with tho aid ot our oi- ,
tizeus, we may be abi« to arrest these prowl
ing vagabond*. 1 he citizens ot a cerfaiii
portion of our town are on the look-out. to- ■
gether with tho night watch, and w»e be un
to them if they succeed in their capture! —

The Senate met yesterday, and Mr. Cass
was elected President pro tern, Mr. Atchison

In the House of Ileprentatives, 107 mem
bers answered to their names.
The members drew tor scats.
The usual resolutions were passed, inform
ing the President that Congress was in ses
sion. shortly after which the President trans
mitted his Annual Message, which was read
