The pressure from the iuside will effect w hat no exterior influences have been able to accomplish, the complete abandon ment of secrecy as au element of faith and organization. Oaths will be abolished, and a declaration of principles will be made by competent authority. The wonderful effi ciency of the new order has doubtless been in part attained chiefly through the privacy of its councils, aud the abseuce of disputa tion among themselves ou min r points of ; political contention, such as temperance, Uriff, internal improvements, aud slavery— contenting themselves with the great issue of Americanism against foreigners/' The instructions of the Postmaster Oeueral to the Postmasters relative to the registra tion of moneyed or other letters of value pas- j sing through the post office is published. JSo j additional responsibility is devolved upon the post office except for extraordinary care in the safe transmission ot registered letters. If the letter is lost or abstracted the corres- j pondent has to bear the loss, but if the rules laid down by the Postmaster General are rigidly carried out, losses will be next to im possible and roguery will be so guarded against as to render its practice exceedingly difficult. The system is an improvement upon the loose mode of transmitting valuable letters heretofore in vogue, but it is still tar below the efficiency ami safety ot the English money-order system. The British Government has introduced a j new regulation in regard to ships, which up- j pears to be a good one. According to the 1 Merchant Shipping Act, after the 1st ot May next every British ship is to have a distinct number assigned to her, by which she may be known and recoguiscd, irrespective of her name or other description. lhe series of numbers will begin with 1 and proceed in regular arithmetical progression; a number once appropriated will never be applied to any other British ship. The Fredericksburg Herald says:—We learn that it is currently reported, in distant , quarters, that 100 persons withdrew from the Know Nothing Council in this place, ' within the last ten days. The number that ; withdrew is between five and nine, aud the I admissions for the same time throw'that num ber quite into the shade. Baker, who has been on trial the last ten days, in Orange County Circuit Court, for the murder of two men with whom he had been gambling, has been found guilty of un lawful, but not malicious killing, and his punishment fixed at six months confinement in the county jail. In the City Council of New York it was proposed in jest to appropriate $1,500,000 for building a jail capable of containing 10, 000 persons, who will be created criminals by the new liquor law. The proposition was laid on the table. -- — — - The American party it is believed have a very decided majority in die county of Spot sylvania, including Fredericksburg, yet it is understood that they wi.I present no opposi tion to Maj.O. M. From Californio. The Steamer Illinois arrived at New York on Sunday morning from Aspinwall, bringing about 700 passengers and $1,115, 000 in treasure. Iler advices are to the 17th ultimo. The disaster to the Steamer Golden Aire is ; reported by Purser Hall, as follows: — On the 29th of April, at 2 o’clock, A. M., the Steamer struck on a sunken rock off the southwest end of the Island of Kicaron, and commenced leaking badly. It was then deemed advisable to run the ship ashore, which was accordingly done. A smooth san dy beach was selected for the purpose, and there was a stroug probability that she could be got off. After a detention of two days, the passengers, mails, and treasures were transferred to the Steamer John L. Stephens and landed at Panama on the 2d instant; every thing safe, and all the passengers in good health. The steamer Sierra Nevada froiTi San Juan, arrived up at San Franci co on the *Jth of April, and tl;o steamer Golden Gate, from Panama,on the 12th. Business in California was very dull.— Money was tight, and several mercantile houses had failed. Seventeen vessels from Atlantic ports had arrived at Sun Francisco in two days. The mines were doing well, but owing to a scarcity of coin, very little dust had reach ed market. The mint had not resumed op erations. Rain had fallen steadily in the valleys for a week, and on the mountains snow had fall en to a great depth. The unsatisfactory state of commercial pursuits was driving large numbers of clerks ami merchants to the mines. The news from Kern river was as contradictory as ever.— ! The diggings were represented r\< being by uo means so rich as at first reported. The Know-Nothings had been successful j in the municipal elections all over the State, except at Sau Jose, where they were defeated by a fusion of the two old parties. Bran ches of “Freedom’s Plalanx,” a secret so ciety, have been organized in different sec tions of the State. The Press Club of Sail Francisco have taken steps for the erection of a monument to the memory of Edward Gilbert, one of the pioneers of the press in San Francisco, and the first representative in Congress from California. The steamer Surprise and one of the stea mers of the California Steam Navigation Company were to have a race shortly fur $5,000. Both branches of the Cali form ia Legisla ture had fixed the 30th ult. for a final ad journment. The revival ot the Senatorial question was considered very doubtful. An anti-gamb!ing law ot a very stringent character had been passed by both houses. It is ealeulated to close all gambling houses. Pates from Portland, Oregon, to April 7th, mention that the Know Nothings had triumphed in the municipal election there. Sandwich Island dates to April 21 had been received. The United States slo»>p-ol war Peeatur arrived there on the 8th ot March, and the British sloop-of-war Pido on the 9th. A party of five gentlemen sailing in a small boat at Panama were drowned lately. Among the number wags purser Carter of the Mail Steamship Line. Amongst the failures at San Francisco are Messrs.
