Local.?A North East storm set in last nisht. audit continued to rain heavily all night, and this morning; a great quantity of water has fallen, and there will be, probably, a rise in all the streams,?In all the adjacent country there is now almost an entire absence of all fencing or enclosures around the farms, and many of the houses are deserted.?The wife of Mr. Elijah Horseman, met with a serious acci dent yesterday afternoon, by falling and breaking her arm; she was getting some milk from a wagon, in front of her residence on Royal street, when the horse started, and .Mrs. H., in attempting to step back, fell.? There are at.present confined in the county jail two females, one white and one negro two boys, two white men, and one negro man, for larceny and other civil offences, and a Federal soldier confined by military order.?The Dog Laws are to be enforced?and all dogs found in she Market square are to be destroyed, and per sons taking dogs there to be fined five dollar:;; the dog tax is to be paid on the 1 st of August. ?All the Alexandria prisoners taken in the j recent battles before Richmond, have been sent from Governor's Island to Fort Warren, except Hector B. Eaches, John Horseman and Thomas Cross, who were left on Governor's Island.?The health of the prisoners is good. The name ofW m. Gregory, was included in i the indictments found by the Grand Jury, at its recent term, upon the presumption that he was a director of the Alexandria Water Com pany. which is a mistake. At the first interview of representatives from the border slave States with the President, the latter stated substantially that, in his judgment, the Confederates held out in hope of ultimate co-operation from the border States, and that had they entered upon a system of emancipa tion as suggested by him at the beginning of the session, the h wt of the rebel!iou would be broken. To this ex-Go v. Thomas responded, that the position assumed by the President put the border slave States in an injurious position before the country and the world, and inasmuch as no appropriation had been made by Con gress to carry out the policy of the Executive, it was fit that one should be urged upon Con gress, and if made, the people would have something to rely upon in any action they might propose to take. The President replied that, nnle.ss something in the nature of a per manent appropriation was made, then "the bottom would be out of the tub." Colonel Madison MPler, of Missouii, and Major Stone, of Iowa. Union prisoners captur ed at Shiloh. have returned to Washington from Petersburg. Ya. They came to Wash ington 011 parole some weeks ago, by consent of the Confederate Government, to negotiate a general exchange of prisoners. They failed, and went ba:-k to the Confederates to give themselves up, General Dix was subsequently directed to accept the Confederate proposition, which onlv requiied that General Buckner should be included by the U. S. Government in its list of prisoners to be surrendered.? When this news reached Petersburg, Col onel Miller and Major Stone, at the instance of the Confederate Secretary of War, returned to Washington to facilitate a matter so de sirable to suffering prisoners on both sides.? Miller says there are twenty thousand Union prisoners in the South, and that their food is deficient and their sufferings great. He says further that the Confederates are jubilant over their late tight; that conscription is rigidly en forced. and their army at Richmond very large, though, none of Beauregard's army is there.
