I Accident.?On Sunday night last there was j a coliisioL on thg lower Potomac river, between I the transport Massachusetts and the propeller Black Diamond, by which the latter vessel was so much injured that it sank immediately, with five or sis men from the Quarter Masters' Department in this place, who were drowned. The steamer Massachusetts had on board some 300 soldiers for City Point, and, it. is said, some 40 or 50 of these were knocked overboard when the vessels struck, and were lost. The cities and towns in the country are making sanitary regulations, earlier this year than usual. The portent of the .plague in Europe gives such a notice as cannot, or rather ought not, to be disregarded. We understand that the authorities, military and civil, here, will take steps for the adoption of health re-1 gelations.
