\7 did not .show it, and, compared wirh the distinguished
efforts of those who in times gooe
6y have reflected honor aod reoowo upon Americio
oratory a>:d statesmanship, it fills a most
ignoble r!ace in ?he annals of His country.?
Though delivered wi.h all the confident assurance
tor which the author is noted, and with a
iouinoss and distinctness essentia! to ths qualification
of a swineherd, aDd was perorated with
a quotation from Maoiu'.ay, it contained cot a
stable fceolesco that was remarkable titber for
originality cf idea or expression, or that was io
the slightest degreo above inferior mediocrity.
It was a narrow coin Jed and transparent attempt
to keep alive sectionalism for selfish
purposes, and, when contrasted with his speech
deiivcred at the MeCulloch reception in Washington,
last Saturisy night, affords one of the
most extraordinary instances of rapid tergervisaiion
ever known. If the speech itself did
not show the inferiority of the man who delivered
it, Mr. Blaine's pettifogging attempt to
trip 31 r. Thurruan on the trse Gf the word
''property," when that gentleman said that
"property, intelligence aod education would
rule io ;he South a< they did everywhere else,"
was su&oic-nt to exhibit it in glaring colors to
evtry reasonable man.
Ilerr Bosch, in his interesting book on the
life and character cf Prince Bismarck, say3 that
General Pniiip II. Sheridan, when dioiog one
day with the Prince, remarked thai the civil
population in an enemy's country had no right
to espjd any o.emenoy irom an tavauiog army,
and that, for his Dirt, be "w;uM leave them
nothing but ibcir eyes, with which they might
weep ever the mieeiits of war." These are the

compatible with the sentiment of a man who
mercilessly s'aughtc-rcd the worn;a and children
of the Picgan Indian tiibt; who iriide a gallant
charge upon the bald headed members of the
Louisiana legislature when siuiog io their
state bous:; who stigmatized all the democrats
of Louisiana as baceiiti, and who, when asked
about Lis responsibility for such aotioos, responded,
"I ain't afraid." The more that is

f.ubferi tho who la judicial ejstem of his State,
though he kojvfa that in tho selection of jarios
the State judges ere required to choose oompe

the case it is vastly easier to find such jurors
among the while than emoug the colored people.
Strange is it ni'.y appear, i* socms really
true that every native Virginian who his be*
come a republican has also become an enemy to
his owu Siato and s.e.ion. It can only bo accounted
for upon tho ground of the law of
human nature, that theso hate us who have
injured us.
The uothera newspapers seem to be vastly
concerned as to whethir or Dot Mr. Devens is
to remain iu I he Cabinet. Mr. Dovecs, like all
Americare now a dajp, has ceased to lookup
on official position as an honor, or to regard
it in any otlicr vi jw then as a means to acquire
pc:f. Acting upon this principal, ho proper
ly deems a .ifeloog position as U. S. circuit
judge more profitable than two years more
in the Cabinet, and as there is a-vjcmcy in the
U. S judgeships now, but may tot bo at a
later date, ho exercises commccdable prudenoo
in desiring to secure it. It is of no consequence
to the ccuotry ai large whether ho shall go out
of the Cabinet cr remain in it, for thero is no
reason to believo that, bad ts he iJ, a better
man wculd be appointed to the vroancy.

osed up the iw.afy thousand dollars appropriated
to it, wj trust an application for more may
be rejected, and that if the members want to
spend the holidays in New Orleans they do so
with money out of their own pockets. They

shall decide upon contested presidential eh-olioo

upon the undesignated court to decide
upon the correctness of the returns previous to
the sending cf thosj returns to the presideot of
the Senate, Amendments to secure these two
provinces should, iu the opinion of Mr. John
s:.;r:, be made to Mr. Edmund's bill io order to
place the s.-nding or a contested return to the
Senate beyond a prcadvontare, as the Senator
believes that the federal OoogrtSi lias nothing
to do with presidential electors except to count
them.
It is believed here that the proposition of the
foreign bondholders ?o compromise the Virginia
deb: wilt be accepted, as by it the State will
save six hundred thousand dollars a year in
interest.
If it also believed here that the legislature
of Virginia w;li agree to the transfer of the
James River and Kemwha (J3ml to tho Richmond
and Allegany Railroad Company, as the
canal is now really worthless, and that even if
it were extended to a point that, would increase
its freightage to a paying rate, the whole eastern
portion of it would have to be wideoed.
