An adjourned meattng of tho City Council was held last night. in the board ok aldermen a quorum did uot appear uulil after nine o'clock, but when the board was called to order the business before it was transacted expeditiously and without debate. The tax bill, which came in from the lower board, was passed minus tho amend? ment proposed at last Tuesday night's meet? ing, allowing taxes to be paid in two instal? ments?on the 1st of July and December? with a discount of Gve per cent, on each payment, tho Finance Committee having deemed it impracticable, and the license bill, which also came in from the Common Coun? cil, was adopted. The only change this year is tbe tax on insurance agents, which places $35 on each company represented in? stead of $40, as heretofore. The board, after being in session about ten minutes, adjourned. common council. The lower board had a quorum soon after S o'clock, aud took up, on its second read? ing, tbe license bill laid over at the last meeting, and at the third reading the bill passed unanimously without amendment or debate. When the Finance Committee reported adversely upon tho Aldermen's amendment to the bill giving 5 per cent, discount for one-half the tax if paid by the 1st of July, and same on one-half the tax if paid by 1st of December, Mr. Snowden said that the Finance Com? mittee had, after consultation with the Au? ditor, come to the conclusion that the whole financial system for this year had been based upon the large receipts in July last, drawn by the 10 per cent, reduction. To postpone half until December would 1>9 to stop the collections during the fall months and would require the payment of tho sec oud half at the lime wheu tbe State taxes came duo. For these reasons it was deemed inexpedient to make a change at this time. The report was adopted. The subject of abating the nuisance cause d by the low lots on Royal and Queen and Princess streets coming up, Mr. Fisher urged the importance of acting upon the matter at once, as the need was urgent. The President : "Can you give us the cost of the work ?" Mr. Fisher said that under the proposal as made by him the cost would fall entirely ou the property owners aud it would cost some $300 or $400, but on this subject (be matter of expense ought n.)t to be oonsid ered. After further debate tbe Superintendent of Police was ordered to abate the nuisance, under tho supervision of tho Committee on Streets, and charge the expense to the abut? ting real estate. When the subject of releasing tho Alex? andria Infirmary from taxes ou water stock came up, it was stated that tho per? sonal property of benevolent institutions was alreatiy released from all taxes by the State law. The Mayor this moruing disposed of the following cases : Samuel Napper, a colored boy, arrested by officers Ticer and Ogdou for an assault on Charles Bell, was lined $3. Isaao Hackloy, colored, arrested by ollicer Grady, for an assault on Eph Loe, was lined $2. A young mau, charged with being drunk on the street, was discharged. Dead.?Captain Lucian Alexauder Davis died at his residence, in Brentsville, Prince William county, on Saturday last in his 49th year. The deceased was popular and well known to the people of his uativo county. He was a gallant soldier during the war, and in 1S71 be wa3 elected by an overwhelming majority to the position of clerk of the county and circuit courts of Prince William, which position he was holding at the time of bis death. Children's Fair.?A number of young ladies and gentlemen held a fair in the gar? den of Mrs. Kintz last Saturday evening, for the benefit of the Alexandria Infirmary, and realized $8.10. Evarts, of New York, was in the city to day. Col. Snowden, of Philadelphia, Gov. Mc Enc-ry and Col. O'Brien, of Louisiana, and Cape. Thompson, of Texas, accompanied by a number of their lady friends, came here to day from Washington, on the yacht Spray, and visited the shipyard. They were much pleased with everything they saw, particularly with the model of the"Po cahontas." Later they went to Mt. Yernon. Col. Robt. Andrews and Mr. F. A. Reel returned last night from West Yirginia, where they went on an inspecting trip over the route of the proposed Mineral Railway between Strasburg and Moorefield. Tbey say the country is rather rougher and the grades heavier than they expected, but are not discouraged, and think that if the road is built the volume of business which would come to it would be very large. Father O'Keiliey, of Winchester, will preach at St. Mary's church, in this city to? morrow, and make an appeal for aid ia building a church at Woodstock. Col. Tom and Capt. Fred. Smith, surviv? ing sous of the late ex Gov. Smith, reached Warrenton this week. Rev. John H. Pearcy, receutly of Louis? ville, Ky., is iu the city, the guest of his brother in-law, Rev. I. M. Mercer. Johnston, for clerk, which had not been decided at 4.30 o'clock this evening. T. H. Sypherd & Co. have sold for N. S. Eddy ten acres half a mile from the aque? duct bridge to Messrs. The commissioners of election of the city met, according to law, at the office of the clerk of tho Corporation Court, this morn? ing, and certified to the returns of the elec? tion held on Thursday for municipal officers, the result of which has been published. Hattie LucketJ, colored, of this city, was seriously hurt in the railroad accident near Altoona, Pa., last night. Her right leg was broken, her fuce cut and her scalp wounded.
