The West Virginia Slate Senate on j
Thursday took up and passed the joint i
resolution which was passed by the j
House of Delegates on the 12th of Jan?
uary, declining to appoint commission?
ers to treat with the commissioners ap?
pointed by the General Assembly of
Virginia for the settlement of a. part of
the Virginia debt, held to be due fioji
West Virginia, ou the basis proposed by
that State?namely, that West Vir?
ginia should pay one-third of tiie pub?
lic debt of Virginia existing at the be?
ginning of the late war.
Referring to the dispatch seut to the
President of the Senate last mouth by
the Virginia commissioners, iu which
they agreed to enter upon the settle?
ment of the debt on no other basis than
that proposed in the resolution creating
the commission, Chairman Whitaker, of
the finance committee, said the Virginia
commissioners exceeded their powers
and authority when they proposed to
settle the debt on any other basis than
that stipulated in the resolution ap?
pointing them, and for that reason a
settlement with them on any other
basis would be considered null and
void by Virginia.

Senator Finley moved to amend the
res dti'i .ti by adding a statement show?
ing 'h-' reasons for which this State din?
clined to enter upou negotiations with
the Virginia commissioners, but th^
Senate refused to amend the resolu- j
ti which members thought was ex?
plicit enough to bo perfectly under?
stood.
The resolution recited simply that
the Legislature of West Virginia de?
clined to treat with the Virginia com?
missioners for the settlement of the
debt on the basis proposed?namely,
that West Virginia should pay oue
third of the debt. The amendment of
Mr. Finley was rejected, and the reso?
lution a fopted without a dissenting
voice.
