Fir gier, chief of the Bureau of Orduance, iu his anoual re? port says that "so loug as the princi? pal dependence in this country in time of war is a large voluuteer lorce it is impracticable to keep on hand larpe supples of cavalry, artillery aud horse equipments, as these in the course of a few years will not only deteriorate but will have to be materially modified to keep pace with improvt merits. The major part of such material can be sup plied by arsenals as rapidly as troops can be raised, mustered into the service and prepared for campaign. There should, however, be on hand field and siege artillery, a supply of 100,000 riti-f and the arsenals kept in a condition eo as to produce 2.500 per day. General Flakier does not claim 'or the 45-calibre Springfield rille an equali? ty with the new 30 calibre maghziut rifle of the army,;but says that it is a very good arm :and possesses many merits. The department turned on; 90,000,000 rounds of ammunition for the war. Smokeless powder only was manu? factured for field and siege artillery. The fact that the field and siege artil? lery was to be employed was not de? termined until the time that war was declared. The preparation of smoke? less powder commenced at once, but batteries sent to the front had only char? coal powder ammuniiion. The reports cf the war experience gained, says the general, tend to con? firm the opinion that the fire from ships cannot silence the fire or seriously cripple the armament of our modern batteries: that the ships could not with? stand the fire of our modern butteries and that therefore the ships cannot attack the batteries successfully.
