The Interparlitmentary Union in ses? sion in St. Louis whose uiission to the United States is to advance the causo of peace, and bring about, if possible, universal iuternational arbitration, took up in earuest yesterday the itnportanl rnattera before it. The aeasion waa held iu the Hall of Congreates, at the World's Fair, which was superbly decorated with the flags of all nations and palins and ferns. It was planned by the executive coun? cil to present to the conference three of the six important resolutions awaiting action. These three nieasures have to do with intervention in the Russo-Japanese war, iuternational agreemcnt and tbe calling of anothor session of the con? ference held at The Hague. The latter propositiou possessed the most far-reach ing possibilities. It had alrcady caused heated dehate in the council, aud ita phraseology was decided upon only after a compromise in which American word ing preponderated. Congressman Burton, of Cleveland, jraj the spokesman of the coitucil on The Hague resolution. The propositiou to undertake to securc interveutioti in the far Kast was presented by Le Oonte Gtoblet d'Alviella, of Belgium, and Dr. Gobat, of Swiuerland, stibmit tad a report dealing with the iuterna? tional agreemeut.
