The information, if accurate, affords the first explanation of Carranza's order releasing unconditional. ly the American prisoners captured at Carrizal. It also explains the rapid withdrawal of the Pershing expedition in the direction of the border. Carranza, it is said, was .given to understand that the release of the prisoners would be accepted by the administration as an act of friendliv ness that would make peace negotiations possible.
