t< SECRET- PEACE PACT
Say Wilson and -Carranza Made J
Agreement Several Days Ago |
?: i
El Paso, Tex., July 7?A secret
understanding, of which the public
had no knowledge, was reached between
the White House and First
Chief Carranzal several days ago, ac
cording to a telegram which has been j
V ?
forwarded to a powenux DroKexayv j
concern in New York by its special
agents here.
The information, if accurate, affords
the first explanation of Carranza's
order releasing unconditional.
ly the American prisoners captured at
Carrizal. It also explains the rapid
withdrawal of the Pershing expedition
in the direction of the border.
Carranza, it is said, was .given to
understand that the release of the
prisoners would be accepted by the
administration as an act of friendliv
ness that would make peace negotiations
possible.

NOTE SATISFACTORY j
j Mejaean Question Will Be Settled
Without Intervention
Washington, July 7?Secretary of j
State Lansing informed Ambassador '
designate Arredondo yesterday that}
Carranza's note is acceptable to the J
United States and that this govern- j
jnent's reply will be delivered today, j
Its form has already been agreed j

policies yesterday that indicate the j
President is determined to carry out '
his plan of settling the Mexican j
question without, intervention. They
were:
First, that the National Guardsmen
with families dependent upon them
will be exempted from service on
the Mexican border. All steps to exempt
members of the militia were resisted
when the President, after call- |
ing .out the troops, was preparing to
intervene. V
Second, that Americans remaining
in Mexico will be denied the pioteetion
of the United States. If killed
this government will consider it their j
own fault for not heeding the warn- j
ing to come out. *
The next step is expected to be the '
issuance of a formal order to Gen,!
Funslon to withdraw; the Pershing!
expedition from Mexico.. Mexican
Embassy ofT-cials are 'confident the
final withdrawal movement will te
ordered within a week.
Another steo considered in futhernnce
of the President's desire to
ciliate Carranza is the full reaogni-1
j lion of Mr. Arredor.de as Ambassador
| from Mexico and the dispatch of
Henry C. Fle+cher to Mexico City to
I assume his post as Ambassador of.
Mexico.
President Wilson. and Secretary j
I Lansing are understood to have agreed j
i at their conference yesterday thac the i
j American reply will be brief, approx-.
imating the length of Carranza's'
short note.
The main points on the reply to (
Carranza were outlined as follows: ;
The United States agrees to dis-j
cuss future relations with Mexico di-!
rectly between the State Department'
and Carranza.
I TV,~ TTnifn/4 will nrlmif. that !
| v. ? " - "
the presence of American troops is!
not justifiable if, as alleged in thej
Oarranza note, the Mexican govern- j
ment can maintain order on the in- '
ternational border.
Mexico City, July 7?The newspa- i
pers print dispatches from Washings j
ton saying that the United States gov- j
ernment has definitely abandoned j
"the armed intervention which it had i
in project". Jubilation is expressed!
over the statements of Secretary I
Lansing, which are considered as very !
favorable to a peace solution of the
difficulties between Mexico and the
United State.
? o
Secretary of War Baker, by an
order issued last night, brought re- j
lief to the families of thousands of I
militiamen .throughout !the United j
States who have viewed with alarm j
the departure of the troops for thej
border.: In substance the order re-1
1 leases from service all - member ofj
the National Guard who are married
and who have families dependent
upon them for support. Commanders
will pass upon the merits of
each individual case for exemption
from active service.
