In making the text of the alleged
treaty public, the Far Eastern Bu
reau States that tihe text was secured
by a represen'tativt of the Soviet
Republic in Berilin foHaving the Ger
man' revolution; the Bolshevist Am
bassador telegraphed it to Russia
and that a copy was found among the
Biitehevist archives at Perm, Siberia,
following the capture of th!at place
by anti-Bolshevist forces February
2,-1919.
According to the Far Eastern bu
reau, knowledge cf the alleged tran
saction came from the Chinese Gov
ernment, which,cabled' its contents tc
the Paris Peace Conference.
The pact is siaid tc. have been nego
