BUIL]) A HOUSE A short time before the battle off Cape Trafalgar Admiral Nelson placed a signal on the flagship "Vic tory" bearing the legend, "England c'.s:pects every man to do his duty." Those words are'often quoted in po litical campaigns, patriotic move ments, and various drives Which are" occasionally sprung upon us. Ip 1914, after Germany precipita ted- the late war, the southern cotton grcvPer realized that the foreign rnirket had been cut off, and his crop of this staple could not be moved. He had incurred obligations in raising cotton which had to be n*ot. and under conditions prevailing at that time bankruptcy stared him in the face. At this crisis the cry was draied ''Let every American in position to do so purchase a bale cf < otton and aid the southern mower." The suggestion, as we know, was adopted and the souther ner's credit was saved. The Gazette yesterday directed at tention to the fact that our present over-crowded city will soon be com pelled to face much greater demands fur housing from the rapidly in creasing population. This crisis will ho upon us ^efore we realize its ap proach. The government torpedo plant is rapidly approaching com pletion, and nine hundred men will !>e put to work as soon as it shall have been finished. This force it is said wil' be augmented later. We repeat what we said yesterday that it is r.ot likely syndicates will bo formed for meeting require ments of the near future, and it is up to every citizen of this commun ity tc do his individual part. Five years ago, when ?he cotton planter wnr. facing disaster, every man could not buy a carload of cotton, but manj' could and did purchase a bale and tihus relieved the situation, -very man cannot build a row of houses, but many arc in positions to erect one, and probably two and in numerous cases three. In a conversation today with a well known and practical business man of our city, who had called to give his affirmation to our sugges tion ho told us he had built three dwellings during the past year from his surplus savings. Wages are higher at present than at any time in the history of the country. Many persons who never had funds in banks before now make deposits. These sums are being in creased all the time, and it should take but little nerve on the part of such depositors to erect a house. The movnient will entail no risk and ths profit upon the investment is in sured from the start. 1 Miring the past four years we have at times been called upon to purchase Liberty and Victory bonds. The great mass could not purchase !>' of these securities, but many y' !'ig and old, white an 1 colored, wi re able to acquire single bonds of the smaller issue, which in the ag gregate produced sums almost be yond calculation. Here ;s another opportunity for the person who has comparatively small savings. (Communicated) Editor. The Gazette: It is patent to every one who takes an interest in our city's wel fare that, the city council as at rres ent constituted is lamentably lack ing in civic pride and I have now come to the conclusion that a ma jority of the members of that august body' do not know the definition of the word "shame," otherwise they would take some steps to restore the fountain at Cameron and Royal streets, now a disgrace to the city instead of an ornament. I would suggest, if I may take that liberty, that the city council, which acvept e: the rift with many expressions cf gratitude and promises to cherish it forever and the dav after ask that the patriotic; women w.io gave if tr.!:e it back. I am quite sure that the city council would sell it for old iron without a qualm of conscience a::d I am equally sure that these wo men would take charge of it and r.:--ke it a thing lobe proud of in stead of a thir.-r that every either. ] \' ? with arty pride whatever looks at i with a blush. While on the subject of civic pride, may I take a few lines of your space to call attention to a number of bedraggled, rags that were once "old glory" displayed in' Various sections of the city. Ono of the worst offenders in this respect is ! that very patriotic and always ac- | commodating organization' kriqjwn as-j the Washington-Virginia Railway Company, which is doubtless proud of the "flag'' that adorns one of the j doors at its Royal street station. By the way, Mr. Editor, do you not think we should be quite proud ' of our -grass crop this year? L: would 'be glad if you would tell me to whom bids should bs submitted i for this luxuriant growth, especially j that on the sidewalk in front of the armory and on Prince street, be- : tween Pitt and Royal ? streets.
