DWYER Editor Entered at the Poatofflco at Alexan dria, Virginia, as second class matter. ?'A CRIME AGAINST CIVILIZA TION" It is the consenus of opinion of ' most of our contemporaries that President Wilson summed up the moral side of the Boston police stride when he declared in an ad dress at Helena, Mont., that for the guardians of law and order to leave a city *'at the mercy of thugs is a crime against civilization.'' As the Baltimore Sun says, "po licemen and firemen are trustees of the public welfare. They occupy positions of special trust and re sponsibility. Communities look to them as the protectors of life and nroperty. They accept that respon sibility when they undertake such service. To deliberately abandon a community to its enemies of the un derworld is as grave an offense morally as for a soldier to desert his post. Practically it is au even greater cffense. because it ex even greater offense, because it ex poses women and children to all the perils involved in subjecting the com munity to mobs of criminals and out laws. It is a flagrant breach of trust, a tacit partnership with ele ments which the police are pledged to suppress. "There can be no compromise with those who commit this crime, no tol erance in considering it. Men who do it break faith with their fellow citizens and ally themselves with the foes of government and society, they are no longer to be trusted They have shown that they are lack ing in the sense of moral responsi bility and loyalty. ('We are glad to see that these are member? of the Senate who have the courage to speak the truth bold ly on this and kindred subjects just now. Senator John Sharp Williams delivered a notable warning in the Senate last week (published in the Gazette) against labor excesses, and "When the railroad men some weeks ago threatened to take the country iby the throat Senator Thomas, of Colorado, spoke out like a man and an American. The deliberate effort to place all American cities under the virtual control of the American Federation of Labor is to be deplored. If it is not sternly checked at once, no or.e can foretell what the end will be. "It is as impossible for a police force as it is for an individual to serve two masters. The only reason for unionizing the police is to put them under the protection of the federation and to enable them to defy the constituted authorities. That is the issue in a nutshell, and nothing can tfive it any other significance. It is an issue of sovereignty, and we do not believe the American people are ready to renounce their sover eignty in favor of any class or any organization, be it organized labor or organized capital.'' As far as vital motivations go, these fellcws are not Christians at all, but merely more or less decent young pagans. NEIGHBORS' JARS Mrs. Nellie Ilickey, a widow of Baltimore, who has five small child ren, was accused by Mrs. Ida La than, before Justice Putee one day this week of disturbing the peace and vilifying the name of her de parted husband. Mrs. La than denied the charge, and said the whole trouble was over a baby carriage, which her neighbors didn't want on the pavement. She also said the "children often made faces" at he?. In the investigation of the case it was shown that a minister of the gospel had endeavored to bring about a better understanding be tween the ''Capets and the Monta gues,' but to no purpose. The charge was dismissed. ?' Neighborhood rows are the most trying matters that come before po lice courts. This is realized by all who have ever been called upon to mote out justice in such temples. Complainants and defendants conic to court flushed by excitement and each believes she is right and should be sustained. It may seem strange, hut it is a fact nevertheless, that occasionally infants in arms have be'.*n the primary cause of the dis turbance of relations between per sons living near each other. It was charged in the Police Court of Alex andria several years ago that a fourteen months old baby made faces at th(. complainant. The basis of a ca."e last week was the allegation that a woman had said her neigh bor's child was>'"no good." In the great majority of cases fines are not imposed, but the in censed parties are told to go home and live neighborly toward each other.
