MINNESOTA LEfIISLATWEE. Friday, Jan. 9, 1857. COUNCIL:—The Counoil met pursuant to ad journment and was oalled to order by the Presi dent. Prayer by Rev. Mr. Penman. A quorum being present, the journal of yester day was read and approved. Mr. Freeborn offered the following resolutions: Resolved, That each member and officer of the Council be and is authorised to subscribe for and take ten daily, or the cquivel&nt in weekly news papers, to be [selected by such member or officer respectively. Resolved, That the use of the Counoil Cham ber be tendered to the Rev. J. W. Penman, Chap lain, for the purposes of divine service, once each Sabbath during the present session, and that the fireman be instructed to warm the chamber on sueh Sabbath days as the samo may be used as aforesaid, * Which were adopted. On motion of Mr. Stone, the Council adjourn ed until Monday next, at 2 o’clock P. M. Friday, Jan. 9th HOUSE.—At ten o'clock the Speaker called the llouso to order. The Chaplain addressed the throne of Grace. On calling the roll there was found to bo but 7 members present. There being no quorum an entire suspension of business was the conse quence. After about two hours suspension, enough ab sent members returned to constitute a quorum, and business was resumed. A motion was made to proceed to the election of Chief Clerk, which was intercepted by a mo tion to adjourn. Lost. The previous question was then moved and sus tained. The House then decided to proceed with the election of Chief Clerk by ayes 20—Nays 17. Mr. Edwards (Rep.,) and Mr. Warner (Dem.) were nominated for that office. There were 37 votef cast, of which number Mr. Edwards received 19 and Mr. Warner 18. Mr. Edwards was doclared elected. John L. Jones, (Rep.) was then elected assis tant Clerk, he received 19 votes and his rival Johnson (Dem.) 15. Ou motion of the House to proceed to the el ection of Seargeant at Arms, Thomas Burton (Rep.) receiving 20 votes was declared elected; — Richard Ireland, (Dem.)receiving 8. On motion to elect Enrolling Clerk, 30 votes were cast, of which Propper, (Rep.) received 16, Pierce, (Dem.,) 10, Browley 4. Tho Speaker then decided Mr. Propper elected. Mr. Adams moved that the House elect a Fire man. Carried. Josiah Otab receiving 19 votes, was declared elected. * Election of Messenger.—On motion the House proceeded to the election of messenger. Messrs E. Hays, and C. J. Wikoff were nomina ted. Mr. Hays receiving 7 votes, and Wikoff 12, the latter was declared electod. Election of Chaplain.—On the election of Chaplain, Mr. Cressey received 6 votes, Mr. Kin ney 15 and Mr. Van Ingen 1. Mr. Kinney was declared elected. Moved: That the House proceed to the election of incidental Printer. The following gentlemen were nominated for the office. T. M. Newson, Owens & Moore, Dodge of Wi nona, Dow of Hastings, Hotchkiss of Minneapo lis, C. G. Ames of St. Anthony, Parker U. French of Watab, and G. H. Phillips. The roll was then called and the vote stood as follows: For Dr. T. Foster, (Rep.) of Hastings! Adams, Branch, Berry, Case, Foster, Howell, Ilayden, McVey, Noble, Plumer, Ramsey, Stannard, Tho mas and Thompson. For T. M. Newson, (Rep.:) King, Keith, Smith and the Speaker. For G. 11. Phillips, (Dem.), Whitlock. For Hotchkiss, (Rep.) Chase and Hetchman. Whole number of votes cast, 21—of which Foster had 14, Newson 4, Hotchkiss 2 and Phil lips 1. The Speaker then called on the officers elected to appear and be sworn. Mr. Murray objected to Mr. Propper taking the oath of office, on the ground of non-citizen ship. Moved that a committee be appointed to in vestigate the matter. Messrs. Hetchman, Keith and Murray were appointed that committee. The other officers then took the oath of office, and the House adjourned to Monday at 10 o’olock A. M. Monday, Jan. 12, 1857. COUNCIL.—The Council met pursuant to ad journment. Prayer by the Rev. Mr. Penman. A quorum being the journal of Friday was read and approved. Mr. Setzer moved the Coun cil adjourn, which motion was lost. On motion of Mr. Balcombe, a call of the Council was or dered—Messrs. Bailly, Freeborn, Lowry, Rolette, Setzer, Stone, and Tillotson, were found to be absent. On motion, the further proceedings un der the call was dispensed with. H. L. Edwards, Chief Clerk of tho House, appeared and announced that the House was ready to meet in joint con vention to hear the message of the Governor. Messrs. Chamblin and Thompson was appointed a committee, by the Speaker, to act with a simi lar committee from the Council, to wait upon the Governor and inform him that the two Houses were ready to receive any communication that he might make. Tho President appointed Messrs. Setzer and Lowry as such oommittee, and then the Council adjourned till 10 o'clock to-morrow. Monday, Jan. 12, 1857. HOUSE.—This body met pursuant to adjourn ment and was called to order by the Speaker.— Prayer by the Chaplain. The journal of the last meeting was then read. At the request of mem bers, the record was altered as follows: on the 6th page find “ Mr. Stannard moved that the IIou«e now proceed to the election of incidental Printer.” For Mr. Stannard, read Mr. Adams. 4th page, for Robert Barton read Thomas Barton. On 2nd page, Mr. Paine is erroneously recorded in the affirmative. On 3d page, tho journal, in stead of 20 affirmative and 20 negative, should read 17 affirmative 20 negative. The Speaker then announced, as the order of business, resolutions, appointment of committees, and giving notice of bills to be submitted during the session. Mr. Whitlock moved that the Speaker appoint a committee of three to draft and report a set of rules for the permanent government of the House. Carried. Messrs. Whitlock, Thompson and Black were appointed that committee. Mr. Whitlock gave notice that he should intro duce during the session a bill for the preserva tion of gamo in this Territory. Mr. Branch gave notice that he should submit at some futnre day, a Bill for the organisation pf the County of Isanti. Mr. Ramsey offered the following. Resolved, That a committee be appointed to inform the Governor that the House is per manently organized by the election of its officers. Passed. Mr. Murray submitted the following. Resolved, That the Clerk be instructed to sub scribe for such Territorial papers as may be de sired to the number of eight copies to »ach mem ber. follows: Mr. Brown offered an amendment that the num her be increased to ten. Amendment accept ed. . Ayes and Nays callod upon the motion. Re sult, Ayos 31 nays 4. Mr. Chamblin offered a resolution that a com mittee bo appointed, to act in conjunction with a similar oommittee from the>Counoil, and that they be instructed to wait on His Exeelleucy tho Gov ernor, and inform him that the Legislature is ready to receive his message and any suggestions he may have to make. Carried. Messrs. Chamblin and Thompson wore apoiut ed this Committoo. Mr. Murray moved that a ooiumitteo be ap pointed to wait upon Secrotary Rosser, and as certain if ho has made airangenients for the pos tage of members during tho present session, and if he has not, that he be requested to do so at once. Carried. Messrs. Murray aud Koith wero appoieted that committee. Mr. Howell gave notice that on some future day qe would introduce a bill to revise the Statutes in reference to assessors; and also to ovorseers of highways. Mr. Wilson gave notice that he would introduce a bill providing for the incorporation of the “Minneapolis, Montioollo and St. Clou d Turn pike Company,” and also to grant a charter to Mr. to run a ferry across the Mississippi River. The committee on Postage beiug called upon, reported through their Chairman, that tho Socre tarv had made arraugaments with the Post Mas ter of this city to furnish each member with fivo dollars ($5,00) worth of stamps, which will be delivered to each, upon application at the of fice. Report accepted and committo discharged. Mr. Adams gave notice that he would at some future time introduce a bill to incorporate the city of Hastings. Mr Berry gave notico of his intention to intro duce a bill relative to the county officers of the County of Mower. Mr Brown gave notice of his intention to sub mit duriug the session, a bill to incorporate the town ofShakopee in the County of Scott. Mr. Whitlock gave notice that he would intro duce a bill to appoint commissioners to establish a territorial road, leading to Mankato and Trav erse dcs Sioux. Mr. Murray oflensd a pesolption providing for the payment of Assistant £lers?, Fireman aud Messenger, who havo served temporarily during tho organization of the House. Carried. Mr. Bassen gave notice that he would intro duce a bill to incorporate the town of New Ulin. Mr. King gave notico of his intention to intro duce a bill to incorporate the town of Winona. Mr. Bassen gave notico that he would intro duce a bill for the establishmuat of a territorial road from Mankato, YK* {9 Fort Ridgely. On motion of Mr. Murray the HoutS then a< ** jouned to 2 o’clock. 2 o,clock P. M. The House then met according to adjournment, and on calling the roll it, was ascertained that nil the members were present except two. The Clerk then stated that the House was per manently organized. After a temporary suspension of business, on motion of Mr. Adams the House adjourned. ANOKA. LOCATION.» This new and busy little town is situated seme 30 miles above St. Paul, on the Mississippi Riv er, at the mouth of Rum River. Its position is certainly favorable to the growth of a large and thriving place, and possessing, as it does, the facilities of a steamboat Acwmuoication, another season may be expected to doable its projept pop ulation. The agricultural country it is of a most excellent quality, and already exten sive farms have been put under first-rate culti vation. This place is the outlet to ail the vest lumbering interests of the Rum River {bat seek a market below. POPULATION. The town has a population of between four and five hundred, represecting nearly all parts of the Union. Sobriety, industry and intelligence characterize them in &□ most remarkable de gree. EDUCATIONAL. The Anoka School District contains sixty schol ars between the ages of four and twenty-one, o * whom over filty are in regular attendance at school. A competent teacher has been provided, under whose ear* a first class system of education is rapidly developing, and another season will witness tho erection of a large and comfortable school-house. RELIGIOUS SOCIETIES. The Methodists, Baptists, and Congregational ists, each have an organized society, and the two latter will erect churches early next spring. At present they alternate in the use of the school house for devotional services. BUILDINGS. There aro now upwards of 70 buildings in the place, some of them costing from three thousand to five thousand dollars. The style of architec ture, as a general, thing, is far in advance of that generally seen in a new country. IIOTELS. Two well kept hotels minister to the conveni ence and comfort of the travelling public, both of which aro constantly crowded with guests. A third one will be erected early next season, when greatly increased facilities in this respect will be afforded. WATER POWER. The water power is immense, and has already been converted into practical use, by the con struction of a dam across Rum River at a cost of SIO,OOO, and the erection of an extensive flour ing mill, grinding on an average six thousand bushels per month, and is probably one of the very best in the Territory. Its cost was $14,000 and is furnished with all the most improved ap pliances for cleansing and grinding corn. Flour from this mill is inferior to none in the Territo ry* SAW KILLS. Three first class saw mills, two steam and one water-power, are constantly sawing, and the lumberiDg market is well supplied at cheap rates. Buildidg material being thus rendered Cheap and abundant, who can doubt the rapid growth of the place ? MERCANTILE. Three dry-goods, two hardware, ene- clothing and one grocery store make np the full number of mercantile firms. Double the number would do a lucrative business. MANUFACTURING. There are indeed few, if any points in the Ter ritory that can claim greater manufacturing fu tilities than this thriving little town. Here we find aa extensive establishment for the manufac ture of all kinds of agricultural implements, two for the manufacture of door, sash and window blinds ; one for tin and sheet iron; and in a few weeks there will be put in operation the drat es tablishment in the Territory for the manufacture of friction matches. In this connection it may also be mentioned that the manufacture of brick will oonstitute an important branch of the in dustry of the plaoe next season. XXCHAMCS. Two shoo shops, employing ten or twelve workmen, are constantly overrun with work, and n third shop, well stocked with both material* and workmans would do a thriving buintmi Two blacksmith shops, one with three and the othor with two forgo*, constantly “ blowing and striking,” aro unablo to meet the great demsnd in this line of business. Several good oarpen ters live in the plaoe, non e of whom are ever out of employment, and sever, il additional onos could find abundance to do. LOSSES.. This little town that no w presents improve ments surpassed by source ly any plaos in the Territory, has also been pociiliarly unfortunate. The proprietors being unuoqu'-ainted with water power, procured the construction of a timber dam,.at u cost of SIO,OOO, a considerable por tion of which weut out at thn first freshet and was repaired at a cost of SB,OOO. Shortly after this misfortune to the dam, a flouring mill, orect ed at a cost of $7,500, together w.ith2,ooo bush els of whoat and 500 of corn, valued at 3,500, was destroyed by fire. On the foundation of this the largo and costly one mentioned above was soon erected. The last spring freshet car ried off the remainder of the old timber dam, but by an expenditure of .$7,000 moro one has been rebuilt that will bid defianoe to the floods. Within the past summer*n hotel, in one of the rooms of whioh a stove was kept, was destroyed 'by fire, with almost its entire contents. The energetio young firm mooting with this s evere loss, immediately built a store and brought on a new supply of goods. The hotel has also been re erected, but not yet onttrely completed. It will thus be seen that in spite of all its los ses its progress bos been constantly upward and onward. As evidence of the “ goaheaditiveness” of Anoka*s business men, we refer our readers to the now advertisements in this morning’s paper. — Minnesotian. Tho honor of having first projected a sub * marine telcgraphio line across the Atlantic ocean, belongs exclusively to General Horatio Uubbel, of Philadelphia. In a memorial presented to Congress, eight years ago, in January 1849, by Jefferson Davis, Gen. H. asked government aid for the enterprise. The memorial was referred to the committee on commerce. The reference was moved to the lion. Jefferson Davis, who re marked that the world was not yet prepared for this project, but might be soon.
