They were defeated in ! .1.. 1..... u..,. . . e .1 . 1 1 the latter State, on account of the complex- , ion of the bank queation, but the triumph of j the Opposition ia no criterion by which to predict the result of the Freaidentinl Klec tion. The entire State ticket line been elected in Kentucky by a majority of from 81X0 to 10,00U by the Democrats. They will likewise hare a majority in the next Legis lature and will elect an United States Sen ator to succeed John J. Crittenden. Hon, Linn lioyd will probably be hie competitor. Although the opposition hare gained three members of Congress ia Tennessee, I sham (1. Harris ( Democrat) is re-elected Goveis nor by upworda of 0000 majority. In North 1 I Carolina and v irginia the Democracy have been entirely successful and have elected their candidates by increased majorities. These results in the south are encouraging and show in what light the ultra abolition element ia looked upon there. In those States, where Dlack Republicanism has gained the firmest looting, the defeat of the Opposition haa been the most overwhelming. The freedom shritkers of the north are do ing ue good service and by their assistance, we expect to oarry the next Presidential election triumphantly. The Lease of the Public Works. 1 ne 0111 lor leaaing the fublie Works or the Slate which originated in the last Le((ilalure, ia the moat complete act of the kind ever passed the General Assembly. The Republican parly were unceasing in their complaints concerning thu uselesa expense entailed upon the State by th terms of the Slate by the terms of the con. trsclB previously entered upon, and when the power c.me into their hands they placed the canals and roads of the Stale in the charxe of the Board of Public Works. They asserted that the terms of the contracts were loose and indefinite, that the contractor took advantage of defects in them to the detriment of the pub lie, and tbey renaured severely thecarelessneaa or incompetency of the legislators who framed the act. But under their ayatem of management when they came iuto power, it wae found that after all their boasting, the Public Worke of the Sta:e were an expense of over I0U,(I00 yearly more than they had been while iu the hands of conlractors. This fact decided the last Legis lature to lease thecaoala and Stale roads, and to enclose the articles of contract by all the safe, guarda which could possibly be placed around them. A committee, one of which waa Wra, H. Saf ford, the present candidate for Lieut. Cover, nor, wsa appointed to frame the bill, and they did the work assigned them in a masterly man, nor, which obtained the universal praise of all parties. The art aa itnow alands. Is as perfect as an act ran be. The contractor ia bound up in audi a manner that there ia no opportuni ty to take advantage in the slightest particular The lease ia to take place on the steps of the Stale Houae on the 15ih or Auguat 1859; and on the 25th of August, the contractor whoae bid is accepted, will be compelled to give se curity to the amount ot two hundred thousand Hnllam nn u -1. nf ih. Am. thousand dollars on the last of the three too tiona into which the Public Works are divided. Half of this amount shall consist of State Slocks or TJoiUd dials Stuck, and ia to h. de posited with the Auditor of State. Thua effec tually guardiog the Stat against imposition in the matter of securities. Another provision of me Din is, that every bidder eball previously deposit with the Auditor of Stats, ten thoua . aud dollars iu the afore mentioned stocks, which shall be absolutely and whully forfeited, if he refuses to take the leas of the section bid upon by him, if itshallbeaasignediohim.
