; That Order. It may be of little conse
uence what general. wrong we. may, in our

be qpnlen without denouncing as illiberal,
unjust and outrageous, the Order of Oen.

petty tyrants e-fibe Darlt Ages, aaiiereau

was for once charged with a meanness of
which it was not guilty. Oen. Grant stands
revealed as the author of the outrage upon
large, industrious, and respectable class of
citizens.' ' - " i'i'-
There have been instances doubtless many
of violations of Orders by individuals in ev
ery Department of the Army ; and it would
have1 been far better for the service Lad tuck
cases been promptly punished when detected.
But a whole class of people should not be
madf responsible for th misconduct charged
on'individuatuembers.' The utler 'injui (ice
of such a course is so manifest to an honora
ble man and a fair tribunal thai we osn hard
ly credit that it has been done.
I .We e)4pe 'to hear of the prompt withdrawal
of tbe odious Order, and that the Govern
ment will take such cognizance of the affair
a to make its repetition unsafe. If any
Class is to be excluded from the lines of the
army, la it be the legions of thieves of high
and low degree who are robbing the Govern
ment, and plundering the soldiers. If fresh
vigor is to be directed against abuses, let it
be brought to bear upon the cormorants we
