IltiPQUiRTKRj Onto Militia Volontrke Military, Coi.ixbus, 0., October 24, 1863 To the People or Ohio : I take pleas ure in announcing to you the gratifying fact that oar Slate has furnished its quota ot troops under the first call of 18C3 by voluntary en listments, and thereby is relieved from the first order for a draft. You are aware that a second call has re cently been made by the President for three hundred thousand troops. Ohio's quota of this number has not yet been fixed or deter mined. It will vary but little, however, from thirty-two thousand. Time is given us until the 5th day of January next to raise this quota by voluntary enlistments, on which day a draft hus been ordered tor any delicti that may then exist. It is believed, that with proper efforts, the entire number can be inade up by volunteering. The troops now called for will be assigned to regiments in th Geld, hence no new organization will be made. Recruiting oilicers from the old regiments are now being sent home, and I respectfully ask the hearty co-operation of the several County Military Committees in aiding them to fill their respective commands. Washington, October 25 The State De partment has been orlicially informed that rnm and after the tilli of September last an eifect- ive jlvclcade will be established and maintain ed by the French naval forces of all the ports, rivers, harbors, roads, creeks, Ac, aloni; the coasts of Mexico, which are not occupied by Ibe Freucb troops, and which still acknowl edge the authority of Juarez, from the Lagoon ten leagues south of Mutamoras, to and in cluding Campeachy, between 25 degrees 22 minutes north, 91 decrees bi minutes west, and 19 degrees 52 minutes north, 92 decrees 50 minutes west of the meridan of Paris, and tbut friendly and neutral vessels will be ullnw ed the period of twenty-five days to complete thuir loading, and leave the blockaded places. The points excepted from the blockade are Tampico, Vera Cruz, Alvarado, Coalzacoul cos, Tabasco and Carmen. A vessel attempt ing to violate said blockade will be proceeded against in conformity with international law and the treaties in force with neutral powers. LATEST NEWS. AFTERNOON DESPATCHES. This enemy's infantry crossed the Rappahannock this morning upon two pon toon bridges near the Orange and Alexandria Railroad bridge, and driviug back General Gregg's cavalry division, wbich lost heavily, had a short engagement with two brigades of our infantry, one belonging to the Second Corps and the other to the Third Corps. The enemy now occupy the line, the left of wbich rests near Burley Ford, crossing the Railroad near Balton, oud extending towards Stafford Court House. Colonel Devans brigade of Bu ford's command, had a severe fight this morning near Bolton. The enemy showed only infantry to the front Among the killed Gregg's command is Major C. T. Taggart, Sec ond Pennsylvania Cavalry, formerly of Gener al Kilpatrick's stall. Major Taggart was shot through the knee, which was so badly shattered as to render amputation necessary. Deinu ensued immediately after amputation was per formed. The deceased formerly resided in Philadelphia. Ha was considered the best swordsman in the army. ARRIVAL OF THE NORTH STAR.
