If tho report ia true, the removal has not Leon made a moment too soon, as, tu his new position, ho, had boen. playing many "fantastic tricks." Among other acts ho actually issued an order setting aside the marriage laws of Virginia, aud commanded that no mar riuges should take place except on condi tions laid down by him. This extraordi nary proceeding was too much for even some of the journals which have hitherto been among his advocates, and one of them the New York Times, is constrained to say : "The restrictions upon matrimony in Gen eral Halleck'a order are absurd, and revolting to human nature. They are in antagonism with the laws of God and of man. They are K,tax upon chastity, an invitation to illicit in tercourse between the sexes, an encourage ment to adultery and lewduesa. Itaey are an abomiuation that should not be tolerated in a Christian land. They are an insult to tbe spirit 6f enlightmeut, and exhibit tbe most disgraceful illustration of tyranny that ba ever degraded a nation. Pretty Good. The Suffrage Question in Tennessee. nesstt. The re-adjustment of the Suffrage Ques tion in Tennessee is now claiming the at tention of the Legislature and people of thnt State. A bill ntion the subject has already passed the Senate. Under its pro visions the following persons are permitted to vote : First Every free white man twenty one yeara of age, a citizen of tho United 8lat('H, and publicly known to have entet taincd unconditional Union sentiments from the breaking out of tho rebellion un til tho proRcnt time, Second Kvcry whito young inhabitant of the Stato and citizen of tho United States, and arriving at tbe ago of twenty ono since March 4, 1805, provided ho has not engaged in armed rebellion against tho authority of the United States j and every free whito man of lawful ago, coming from Bttothor State and a citizon of tho United States, on proof of loyalty to the Government of tho United Slates, and being a citizen of tho county wherein he may offer his voto, six months pi cccding an election. Third Every free white man, an in habitant of this State and citizen of the United States, w ho has served as a soldier in the army of the United States, and who has been, or may bo, honorably discharged. Fourth Every free white man who voted at tho Presidential election of 18C4, or voted ou the 22d of February, 18G5, or 4th of March, 1SG5, in this Stato. Fifth All thoso who can prove, by two good and true Union witnesses, that they were, at the last election, true friends of the Government of the United States. All other persons are excluded for six years aftor the passage of tho act and may then bo readmitted to franchise by petition to tho Circuit or Chancery Court, ou proof of loyalty to tho United States, iu opeu court, upon the testi mony of two or more good loyal citizens. Sectiou fourth provides for the registra tion of voters. Section fifth provides for challenging voters and the administration of the oath to support the Constitution of the United States and the laws and proclamations made in pursuance thereof, and the amended Constitution of Tennessee, with the acts of the Legislature in accordance therewith. This bill is substantially the same as that before the House, reported by Mr. Arnell from the minority of the Judiciary Committee except that in the lutter, the fifth class of voters named above is not recognized, and the exclusion of those temporarily disfranchised is limited to live years instead of six. There is in this bill no evidence that the people of lennessee desire negro suffrage. "Too Fond Of Glory." Siducy Smith's advice to Brother Jona ban, written upwards of twenty years ago, will be not inappropriatcjut this time, and as flowing from the same cause that of being "too fond of glory" : "We can inform Jonathan what are the in evitable consequence! of being loo fond of glory ; taxes upon every article wniun enters into the mouth, or covers the back, or is placed under the foot ; taxes upon everything which it is pleasant to see, hear, teel, smell, or taste; taxes upon warmth, light, and locomotion; taxes ou everything on earth, and the water under the earth; on everything that curries from abroad, or ia grown at borne ; axes on the raw material; taxes on every fresh value that is added to it by tbe industry of man ; taxes on the sauce which pampers man's ap petite, and the drug that restore him to health; on the ermine which decorates the judge, and the rope which hangs the criminal ; on the poor man's salt, and tbe rich man's spice ; on the brass nails of the ootlin, and tba ribands of the bride; at bed or board, eouobant or levant, we must pay. Tbe school-boy wipa his taxed top; the beardless youth manages his taxed corse, witb taxed bridle, on taxed road ; and tbe dying Englishman, pour ing bis medicine, wnicu baa paid 7 per ceut., into a spoon that haa paid 16 per cent., iliugs himself back upon his cnintz bed, which has paid 22 par cent., and expires in tbe arms of au apothecary who baa paid a licence ol a hundred pounds for the privilege ol putting him to death. Uis whole property is then im mediately taxed from i to IU per cent Besides the probate, large lees are damauded for burying him in the chancel ; his virtues are handed down to posterity on taxed marble ; and he is then gathered to his lathers to be taxed no more. It is a matter of pride to Western men to read the accounts telegraphed from Wash ingtou of the ovation which was accorded to western troops and western generals during the lata review of the national forces. They have richly earnest all that was given them, lor their services in the war have equalled any other ever performed by the very best troops iu history. They have marched fur ther, fought more battles, and met with fewer defeats, aud have won more victories than any other class of men in this or any other age. While the army of the Potomao eon fined its labors for four yeara to a small area in single state, the armies of the west have fought over the territory of a score of states. All the honors which au enthusiastic crowd could pay to our gallant fellows would be small compared to the worth and magnitude of tbetr achievement. Ohitagv Timti. Trade with Texas—Golden Opportunites. portsjt.it.- " -' [From the New Orleans Picayune.] If our information be correct, no State of the old Union bas a.ldrd more largely to its material resources and solid wealth thao Texas, and yet it ia probable no portion of the country ia yet more destitute of tba necessa ries of lilo. These ought to be immediately supplied from our city, the natural son roe if supply for Texas, and in compensation we hall receive a rich return from her accumu lated wealth. Much has been said of late of the success of the blockade runners at Galveston and the quantity of goods they are said to have car ried in. But we have good reason to believa this has been much exaggerated. In any case the vast teiriloryof Texas, with a pop ulation, both black and white, double that bo lore tbe war, will afford ample market for all the manufactured goods, machinery, Ac, that can, by any possibility, be sent into tbe State during the next twelvemonths ; and the tide once sot.it in will never cease to fiow, with ever increasing vigor and volume. Trade with Texas will hereafter be no venture. It will have variety and profitcommensurate with tho vast territory of the trans Mississippi country, and rest on a foundatiou as solid as the old Union restored. At for the stocks of goods at Matamoras, wo know they are said to be very large, but they will be but a drop in the bucket when tbe great well is opened. The lew counties bor dering on tbe Hio Grande, and which have a eatural opening there, will take them op at last as they can be sent lorward after the door is opened, aud they will, in no considerable degree, lessen or interfere with trade th-ough the Gull ports. Ia fact, the trade between Matamoras and lie large interior towns ef Texas ceased months ago,not only on account of tbe decline in gold and cotton, which bo longer paid tbe cost of transportation over a long and dreary road to the border, but in expectation of thia very return of trade to its old and natural channels which we are now anticipating. Negro Suffrage and State Rights. The Ohio State Journal, the central organ of Republicanism, in speaking of President Johnson's ideas of negro suffrage, and State rights, aays: President Johnson's views of "secession,'' aud bis plan of reconstruction, take the ques tion of negro suffrage out of the National politics, and consign it to its true relations as a question of legitimate Stite rights. The sober judgment of the people will very gener ally approve this reference. The Hartford Courant says that a Connec ticut mnn, who has boen in the employ of the Government fur the last four years as a pur chaser of beeves and other slock, haa lately returned from the West, and says that the Western country is completely aurfuited with live stock. Beeves and sheep are more plenty man ne naa ever oeen Known before, and in his opinion prioes mnst come down.
