SuQL-e it, for the pres ent, to say, that the representatives of the Republican Parly in the Board of Publio Works lave had a fair opportunity to vin dicate the reputation of that integral por lion of the State Government of the odium which publio sentiment now attaches to its very name, and that this indication of its becoming subsidiary to the palitical powei1 that have io years past controlled its ac ion, is a step that must call forth the ae verest reprobation. . In removing Rev. Samuel Carpenter from the post of Engineer of the section of Publio Works referred to, Mr Commission er Waddle perpetrated a grievous wrong upon the people immediately interested a wrong they had no right to expect at his hands, and one they will not submit to in silence. It is a fact well known to every person in this portion of the Stale, that Mr Carpenter superintended these works with signal abih'y and fnilhfulnes), and that as an Engineer he has not a superior in the Stato, the rectitude of his official conduct, as that of bis private relation i, has never been brought in question, nay, not even so much aa suspicioned, in the whole course of his life. He is, in fact, a model Eogineer.and one iu hose hands the peo ple hereabouts felt perfectly safe in confi ding the interests of this section of the Publio Works. Independent of the confi dence repro&ed in his professional ability, there was a peculiar fitness in his appoint ment on account of his resident interest in keeping a watchful eye over the works confided to his oare. This is a matter that should' not be lost sight of or overlooked, and in all instances, (hose Engineers only should be appointed whose petsona inter ests are known to le identical with the interests of the works they are tp superin tend But how dees this rule apply to the case in question? Mr. Carpenter is supplant ed by Mr. Blichensderfer; and for what? Is it on account of Mr. C.'s professional inferiority to Mr. B? That is not claim ed. On the contrary, it is acknowledged by Mn. Waddly himself, that Mr. C. is in every rense of the word fully competent it, then, on account of the greater expe rience of Mr. B. over Mr. C? Nol Mr Carpenter, professionally, is Mr. 13 Lies ensderfer s senior. Well, (hen, is it be cause the personal interests of Mr. B. are more closely identified with thePublioWork of the State in this Division? So far from this being (he case hia interests are direct ly antagonistic, and lie in another portio of (he State. What, then, in common honesty, were the secret motives which prompted this substitution of Mr. Blick xssderfer for Mr. Carpenter? This is delicate question, a faithful reply to wbio might not be calculated to reflect muoh honor upon the disinterestedness of the Commissioners. It would not always- be flattering to these who wield the ' power and patronage of high official stations to let the people know just exactly from what source, when, where, and for what pur pose, the principles around which 'hey ra ly were derived; and it might possibly im pair the dignity of this Republican Board of Commissioners in this case to stato by what particular coterie, and for what ob 'jects their system of decapi ation has been iuvented, which culminated io the removal of on of the mot competent and faithful officers in the Slate. It is a suspicious circumstance, in connection with this vbola mattor, that Mr. Carpenter has been re placed by a man who has been most em phatically repudiated by a large majority of the voters of the State, and whose life, in a cnat measure, has been consumed in a series of attempts to get control of the Publio Works of the Stale and make them subservient to his privato ends. If, by this appointment, he can suooeed in crea. ting a publio sentiment adverse to the one formally expressed at the ballot-box last October, he may hope to retrieve the mor tifying verdict of that campaign. The suspicious circumstances which con nected Mr. Bliokensderfer -with certain fraudulent contracts, induced the voters of the State to pronounce him unworthy and unsafe as a member of the Board of Pub lio Works, and yet in the very face of this maiked repudiation, the Republican Commissioners have boldly, and in an open, manner, made him part controller of the very works the people would -not trust in his hands, And these works be long to the people. Was evera greater in gult offered to their intelligence? We have spoken in plain terms upon this sub ject, and ydt we have not spoken .any too plain. There is no use in filling up the holes with putty and smoothing over the surface of this corrupt' syslera with paint. The' people have asked for a reform in the control of the Publio Works nothing else can save them from disaster. The Repub lican majority of the Board are iri a situa tion where they can administer this reform.
