Topeka Women Indignant Over Mrs. Nation's Leaving; SHE NEVER WAS SO HAPPY. Topeka, Feb. 11. According to ar rangements made fifteen women spent a night in the office of a woman physi cian, Mrs. Nation among them. Each bad a hatchet which it was proposed to use upon many saloons, the attack to open at 3 a. m. Before the hoar arrived a delegation from the Home Protectors, an organization composed of men, appeared on the scene. A. C Rankin, a paid temperance lecturer was the spokesman. He had arranged with Mrs, Nation for a lecture tour in the large cities to the east, and he protested that should she enter upon the crusade again those plans would be broken up: surely if she got hurt. There were several ministers with Rankin. The women became frantic, calling Mrs. Nation a coward, after she had been induced to give up the morning's work. It all resulted, after much indignant talk, in sending messengers to many who were to have joined in the raid that the expedition was off. When leaving Topeka for Kansas City to commence filling lecture en gagements Mrs. Nation was inter viewed regarding the apparent discord in the ranks of the Home Defenders. She said: "The night meeting we had was more than inspiring. I actually never had my heart so full of joy as I did last night. My experience in Topeka was the first time since I started put on my crusade against these 'hell holes' that I ever had to exert all my influence to get the women started. They are now, however, warmed up to the right pitch, and will carry out the work with the Lord for their leader. ' At the meeting the women were sharpening np their nails and they are nearly in trim. I honestly feel com passion for those poor jointists." Negotiations at P.klu. Pekin, Feb. 7. The Chinese pleni potentiaries, Prince Ching and Li Hung Chang, had a protracted meeting with the foreign envoys. In certain cases the Chinese pleni potentiaries gave reasons why the punishment inflicted should be banish ment and not death, asserting that in these cases they particularly desired banishment, because the persons in question were so closely related to the throne. - Li Hung Chang, who is very weak from his recent illness, had to be car ried in and out of the British legation. He is unable to walk, but his head seems to be as clear as ever. The for eign envoys were impressed with the evident desire of both Prince Ching and Li Hung Chang to come to terms. Important Arrests in Manila. Manila, Feb. 8. Theodora Carranza, a wealthy Spanish merchant and hemp and cocoanut buyer, was arrested charged with furnishing supplies to aid the insurgents. Carranza is also a partner of M. Carman, an American, contractor and owner of boats, who had considerable transportation con tracts with the government. Both the insurgent presidents who claim to have dealt with Carranza and Carman, are now imprisoned in Manila. One of them, Fabella, fears hanging because he was captured as an insurgent after having sworn allegiance to the United States. . Carman is one of the best known Americans in Manila. General Otis has confidence in Carman. Other Ma nila merchants are being investigated. Heavy Snow In New York. New York, Feb. ft. Five inches of snow had fallen in New York during 24 hours. The street cleaning force is working hard to clear the streets. The snowfall was heavier np the state than in the city. Local trains arrived at the Grand Central station on time, while the expresses were late. For an Anti-License Territory. Springfield, I1L, Feb. 9. A bill known as the "Anti-Saloon League bill," Was introduced in the house by Mr. Franklin of Iroquois, providing for the creation of an anti-license territory and to restrict the powers of counties, cities, towns and villages in licensing dramshops in such territory. . . Advance in Cat Nails. Pittsburg, Pa., Feb. 15. The cut nail company announced an advance in price of 5 cents a keg to go in effect at once. Cut or all style iron nails have been selling at 81.95 a keg in carload lots to jobbers. The new price ad vances the - quotations to J2 a keg. In less than carload-lots the price of S3. 05 and to retailers $2. 15 a keg. F ire at Everest, Hans. Atchison, Feb. 1 L-r-Everest, Brown county, has had a 813,000 fire. A bakery, hardware, general merchandise store, and barber shop, and all the plate glass in the front of the Everest State bank and the Geiger block was broken by the excessive heat from the other buildings. This is the second large fire Everest has experienced within a year, prac tically the entire business portion of the town having been burned last summer. Puerto Rlean Legislation. Washington, Feb. 6. Governor Al len, of Puerto Rico, has reported to the state department that the first legislative session had ended. The session occupied 60 days. Some thirty eight bills and resolves were enacted, among them one providing for trial by jury. Important tax laws on property and for internal taxation, which it is thought will supply revenues for the next fiscal year and other important measures were enacted. The session is considered as a great object lesson. Arkansas River Water. Topeka, Feb. 7. For some time suits have been pending to prevent the peo ple of Colorado from diverting the waters of the Arkansas river and thereby depriving Kansas of the effect which plenty of water in the streams has on the rainfall. Senator Vincent introduced a . resolution asking the Attorney General to - institute, such legal proceedings as may be necessary to protect the rights and interests of the citizens and property owners of Kansas. FIFTY-SIXTH CONGRESS. Pensioned Widows Who Became Widow .Again Restored to Rolls. FOBTT-SIXTH DAT. The senate after the first hour talked about the shipping bill. The opposition is talking to fill time in the belief that they can force the senate to drop the measure to pass the nppro- r1ation bills and the war revenue bills, before arch 4. so as to avoid an extra session. Senator Spooner reasons that the senate should finish work on bills which have already passed the bouse such as the Oleo bill: instead of spending time on the shipping bill which, if passed by the senate, would cot have time to get through the bouse. The Senate Indian committee reported a sub stitute for the bill to put In force certain laws of Arkansas in Indian Territory. The bous? committee on invalid pensions voted 6 to ; not to report the bill to create a pension ourt of appeals.- The postoffice appropriation bill filled the time in the house until 3 o'clock. The discus sion was upon pneumatic tube service and upon reduction of railway mail pay. The rest of the session was spent upon tribute to the memory of the late senator Davis of Minnesota. FOBTT-SEVENTH tAT. Night sessions of the senate commenced on Wednesday, for the purpose of tiring' but the filibustering against the shipping bill. The nUht sessions t be from 6 to M. The District of Columbia appropriation bill was taken up and some time spent on it. The Sampson-Schley controversy entered the senate upon a resolution Introduced by senator Chandler for a list of members Mimpson's fleet sent to the senate for promotion. A bill was passed for one additional circuit judge in the second judicial district. The house passed the senate bill to create a commission to adjudicate claims of United States citizens aaainst Spain, after amending It so as to place Ihis work with the court of claims instead of creating a commission. Tbe senate passed the District of Columbia appropriation bill and took up the West Point appropriations The shipping bill lost its place as unfinished business, bat its friends say it is sure to pass: that night sessions for filibuster speeches will wear out the opposition. T'ae senate asks for a conference on its bill creating a commission to adjudicate claims against Spain. The military academy bill was passed. It strengthens provisions against hazing. The war revenue reduction- measure was passed. The tax on bank checks, telegraph messages and express receipts were not touched : a tax is placed on bucket shops. The night session was taken up with tillbus. taring over the shipping bill. 1 here was barely a quorum present. The recommendations of the committee to in vestigate hazing, in tbeir report, are very strin gent, embracing expulsion, and also increased responsibility of the officers for tbe actions of cadets. The house nearly finished its debate on pes' tnl appropriations. The published reports of certain acts of the Missouri legislature have created a sentiment against the proposed appropriation for the St. Louis exposition. There are several matters criticized, but the most weighty one is the re port that the legislature refused to place an American Mag upon'the state house in Jefferson City. FIFTIETH DAT. The senate passed the pension api-ropriattoD bill, carrying iUJ.UHXOOJ. The bill putting In force In Indian Territory Arkansas laws re'ating to corpor -tions was passed. The pension bill carries I.51X) names of soldiers disabled in the Spanish war, at an an nual cost of about tno.X)U. The shipping bill was reaefce! during the day session occupying much of the time as well as all of the night session. There was a delay of 45 minutes in the opening of the debate at the night session caused b the lack of a quo rum. Tbe galleries were full during the night session. The house passed the postal appropriation bill. The usual amounts are provided for spe cial mail facilities between New York and New Orleans and between Kansas City and Newton. The speaker laid before the house the elector al votes of the states, to be counted before the senate and tbe house on February 1', and tellers on tbe part of the house were appointed. The house passed the senate bill to allow travel pay to officers and men who re-enlisted fn the Philippines upon their discharge from volunteer service. The military academy bill and tbe bill to adjudicate Spanish war claims were sent to conference. The diplomatic and consular appropriations bill was then taken u. F1FTT-F1RST DAT. An effort was made in the senate to agree upon a time for voting on the shipping bill but the effort failed ; and tbe naval appropriation bill was taken up but not finished. The house passed private pension bills by the score. The house during this session has pass ed about lift) of these bills, which is considera bly more than the previous highest record. A general pension law was passed to restore to the rolls widows who lost their pensions by remarrying and later become widows again. Tbe benefits of this bill are limited to widows who were wives of soldiers before the cloe of the rebellion and who are now dependent upon their own labor for support. The house committee on elections has taken np the charges against delegate Wilcox of Hawaii. He denies nothing but pleads change of sentiments coming from changed conditions. Select a Kansas Han. Washington, Feb. S. At a caucus re cently . held by the members of the de partment of the Potomac, G. A. R., it was decided to elect Israel W. Stone, commander of the department for the ensuing year. Mr. Stone was a former resident of Lawrence, Kansas, and is at present one of the chief statisticians of the agricultural department. He is now the junior vice commander of the department and will jump his senior. llroke) their Promises. Topeka, Feb. 8. Chief Stahl said: "The jointists violated their word of honor given me to close. All of those who were approached . promised faith fully to do so Only two places were closed. During the day I sent men to investigate the diffeient places to see if they were running. At every place, save those mentioned they were selling. I made up my mind that I would keep them so busy coming to the station and giving bond that they could give only a portion of their time to their busi ness. They did not keep their word to me or to Sheriff Cook. England on the Canal Treaty. London, Feb. 11. It has been learned by a representative of the Associated Press that a reply will shortly be sent to the United States Nicaragua project. It will not comply vgith the senate's de mands. Neither will it be in the na ture of a flat refusal, though for pur poses of immediate construction it will be tantamount to such a refusal. It will consist, mainly, in a counter pro posal, or proposals likely to necessitate extended negotiations. The proposals are now being formed. Emigrants for Porto K I co. Ponce, Porto Rico, Feb. 9. The Cali fornian has sailed for New Orleans with 800 emigrants, cheerful at the prospect of working. They are abund antly provisioned. The local press and public applaud the arrangements and sanitary conditions, which are excep tional Governor Allen and Secretary Hunt inspected the ship and proclaim ed her to be in good condition. A physician accompanies the party. Eight hundred more emigrants have been recruited and are awaiting a steamer. Battleship Wisconsin. San Francisco, Feb. 7. The battle ship Wisconsin, which was constructed at the Union Iron works, has been placed in commission, Captain Reider taking command for the government and Irving M. Scott acting for the Union Iron works. About 300 marines were placed on 'tb Wisconsin and in the next two weeks she will leave for her first crnise under the flag, her destination being tbe Mexican coast, where she ' will en gage in drill and target practice. Mich., is the oldest telegraph op erator and agent in the employ of the Pere Marquette railway. He has Le'-n in the employ of the company at that point thirty years. He is now 58 years ; old. , ..
