The contracts are to be executed and relumed to the department by or before the 1st day of June, 1874, other wise the accepted bidder will be consid ered as having failcd,and the Postmas ter General may pjrocecd to contract roith other parties', according to law. Transfers of contracts, or of interest iu contracts, arc forbidden by law, and consequently cannot be allowed. Nei ther can bids, or interest iu bid, be transferred or assigned to other par ties. Bidders will therefore take no tice that they will be expected to per form the service awarded to them through the whole contract term. 18. Section 249 of the act of June 8, 1872, provides that contracts for trans portiou of the mail shall be "awarded to the lowest bidder tendering suffi cient guarantee for faithful perform ance, without other reference to the mode of such transportation than may be necessary to provide for the due ce lerity certainty and security thereof."' Under this law bids that 'propose to transport the mails with "cdcrity,ccr tainlyand security," have been decided to be the only legal bids, arc construed as providing for the entire mail, how ever large, and whatever may be the mode of conveyance ncctstar'y to in 'xure its ''celerity, certainty and secur ity, and hare the preference over all oihcrs,nii no others are coiisidci ed,cx cept for steamboat routes. 19. A modification of a bid iu any of its essential terms is tantamount tb a new bid, and cannot be received, so as to interfere with regular competi tion. Making a new bid, with guaran tee and certificate, is the only vx ay to modify a previous bid. 20.
