In view of the Black Hills tioubles and treaties, and the probablo effort to send the Sioux in south of us, the letter is very timely, and Gov. Osboru is enti tled to the thanks of the people of Southern Kaufcab for the bold and fear less manner in w Inch he comes forward . in his official capacity to put a stop to a scheme that would still fuithcr bar us from obtaining a southern outlet, and m.iy bo postpone llio-opcni'itr up of thelndir.n Tenitory for many years. Postal Suit. Tho constitutionality of tho fraud committed last winter by doubling up the price of postage on third-class matter is about to be effectually tested in Xcw Yoik in tho United States District Court. A gentleman offered a book for mail transmission to Phila delphia fioni that city, the postage, at the old i atcs, being offered. Being re fused, he applies for a mandamus to compel the postmaster to lcccive the package. The argument of the appli cant is that the sundry civil appropii ation bill, into which tho amendment increasing the rate on third-class mail matter was iuscilcd, was not a bill for raising the revenue; that tho amend ment did provide ways aud means for raising the nnonuo. -Tho Senate has no constiti al authority to origin ate measure .or that purpose, that being tho solo prerogative of tho House, and that the postal amendment haying been grafted on a bill which was net one for revenue purposes, 53 unconstitutional. Tho Agrioultrual Roport. The monthly rcpoit of the depart ment of agriculture for May and June has been received, fiom which wo learn that "the condition of winter wheat is still low. Theic has been material improvement in some of the "Western States, aud Kansas especially, seems determined to maintain her high reputation as a wheat district. Tho averages for condition in the winter wheat distiict beyond the Allcghanics areas follows: West Virginia, CO; Kentucky, 81 ; Ohio, 67; Michigan, 80 ; Indiana,"!; llliuois,Gl; Missouii,55; Kansas, 97. In "West Virgiuia freezes have been followed by dionth. Im provement has been maikcd in Ken tucky, but the losses have been too serious to be repaired. In Ohio the remnant still alive is generally late, aud in some places has been injured by the fly, chinches, and by drouth. Tho prospect i better in Michigan than elsewhere except in Kansas. Tho crop is light and patchy in Indiana, but is improving. Tho crop of Illi nois was too badly injured for more than partial i ecovcry." It is said a fast train will bo liin this fall from Pueblo to Kansas City, which of course leaves "Wichita with a side train and a change of cars. Several Kansas newspapers have sus pended in the last few weeks, others are cutting down in size, or consolidat ing aud pronouncing for a cash system hereafter. Newspapers have for three months past, been fully realizing the effects of tho .grasshopper calamity. There is not ono newspaper in ten in this Stato that has made both cuds meet this summer, aud many more must go by the board if their patrons tail to como to the rescue. The Dayton (Ohio) Journal sajs tho "Demociatic journals of Kansas arc abusing Gov. Osboru, of that State, for want of attentivencss to the edit ors on the late ciutoiial excursion. This is purclv partisan malignancy. Gov. Osboru was one of the most affa ble gentlemen of the party, who made himself agiccable on all occasions, and seemed always glad of an opportunity to impart information. The Demo cratic papers arc hard pushed for a chance to say something mean. Gov. Osboru impressed tho guests of that occasion from other States, as a man of ability and most agiccable char acter."' County Centennial Board. To the Teoplc of Sedgwick County: Tho Centennial ofAmeiican Inde pendence will be apnroriatcly cele brated by an International Exposition at Philadelphia, commencing May 10th and closing Xovembcr 10th, 187G. This Exposition is enlisting the inteiest of tho whole civilized woi Id. The prepa rations now being mado for it mo on a scale commensurate with the impoi tanco of the event it commemorates, with tho remarkable development of art, science and industry in the United States, and with tho genius and chai actcr of Amciican institutions. The buildings in progress at Fairmouut Park will far exceed in extent, beauty and impicssivcness any ever bcfoic erected for suc'i an exposition. And it is an established fact that, immense as these buildings are, coveringan ai ca of neaily fifty acres of ground, they will bo filled to overflowing with the choicest products of the soil, the mine aud tho wotkshop, from all paitof tho woild. The LegisJaluic of this Stat at its last sossiou apiiropiiatcd $5,000 for the purpose of collecting and exhibiting the pioducts of Kansas at this great World's Tair. Tho Stato Managers have entered upon the woik entrusted to them, and pledgo themselves to do everything in their power to have the productions aud industries of Kansas piopeily ropiesentcd. Aud Ihey ask, in this important woik, the zealous co-operation of their lcllow-citizens generally. It is especially desired that auxiliary organizations bo formed iu every coun tv of tho State. Tho details of such organizations the State BoaidIeaes to the people of the lespcctive counties, its only object being to scenic efficient co-operating societies with which offi cial communication can be opened, and whose members will bo interested ac tively aud earnestly in the woik of gathering togcthor and preparing for exhibition a full aud fair collection of all articles that would add to the value, attractiveness or interest of tho Kan sas department. Tho Director General has consented to the election, in a most prominent location on the Centennial giouuds, of a building for the exhibition of Kan sas products. Tho value of such an exhibition to our State will be appa- l out to every citizen. A suitable plan has be.cn prepared. Tho structure will cost aoout $10,000. Each county will bo credited at tho Exposition with such specimens, sam ples, etc., as her people may forward to the Stato Board at Topeka; hence the importance of moving in this mat ter at this matter at once, that Sedg wick county may be at least fully abreast with tho other counties of tho Stale in tho quality aud quantity of her agricultural aud other productions at tho great Exposition. To that end a meeting of such of the citizens of this county, as feel an in terest in this important work, will be held at Eaglo Hall, Wichita, on Thurs day. Editor Eagle: Many of your readers have, doubtless, at different times, as thoy have seen tho wagon loads of buffalo bones drawn through the streets of 'Wichita, wondered what is done with them at tho cast. The writer, on invitation, visited, ono day last week, tho largo establishment of II. Preston & Sons, m the vicinity of Newtown, Long Island, where annual ly are consumed a thousand tons of Kansas bones, besides five thousand from the .great cities in this vicinity and from the plains of South America. The sight of a largo pile of bones from your prairies, in tho yard, at once car ried mc, in imagination, back to Kan sas. These bones, which fetch the Jiark-working gathcter $5, cost $.29 ncr ton in New York tho fi eight and the commissions iucrcasiug tho orig-1 inal cost nearly six timos. The bones aic carefully sorted over, tho harder being used for knifo handles, and the softer for manure, after a thorough drjing. Tho mill for gi hiding the bones consists of a hollow iron cylin der filled with transverse bars revolv ing at a high rate of speed in opposite directions. After tho bones have been reduced to dust it is carried to a ma chino called the mixer, where the ra tions ingredients which make the fer tilizer, called the supci phosphate, aro incorporated with it in the following proportions: Giouud bouo, 33 por cent.; Sulphuiic acid, SO; fish guano, 20; bene black, 10; South Carolina phosphate, 5. Thousands of tons of this maniac are used by the farmers and vegetable gai doners in this and adjoining States. Tho planters iu the cotton States aro also sending for largo quantities to use upon their exhausted soil. It has been found to causo a wondoiful difforenre inthnricld, in many ca3cs doubling the usual crop. In another part of the establishment men were busily engaged in filling largo iron vessels with bones of all sizes, and scaling the lids with a mix ture of clay, tendering them almost air tight. These arc placed in hugo furnaces and subjected for a number of hours to an intense heat. Tho bones thus treated aro said to be caibonizcd and when examined aro found to re semble so much charcoal. They aic then ground to vaiious degrees of fineness, and as thus reduced aro used by the refineries in clarifying sugar. Brown sugar is dissolved in water and the liquor thus formed is filtered through the hone black aud is discol orized, and when the wafer i evapo oratcd tho snow whito sugar in jour stoics i the final result. The finest bono black w hen mixed with oil makes the best paint for coaches, or is used as the chief ingredient in shoo black iug. Your readeis would havo been much interested iu witnessing the men at woik sawing tho bones into knifo handles. About a dozen men thus cmplo cd, stood by as many small cir cular saws which aro partially im mersed iu vessels of water placed bencalli the tables. Tho bones, having been picviously cut to tho piopcr length, weio soaked in water and then sawed iu strips to make the two pieces which mako the oidiuary knifo handle. This information, interesting as it was to your concspondent, was not secured without considerable personal discomfort. Coleiidgo speaks, I be lieve, of the more than thiilccn hun dred distinct smells which he detected in the city of Cologne, though my ol factoiy organs could not discern as many on my visit to this establish ment, yet what was lacking in num bers was more than made up in the intensity of the odors. Hard by was a swill milk factory, where several hundred head of cows aic kept in filthy stables and gorged with the refuse matter of tho brewer ies. The milk ltoni this place is sold in New York and Brooklyn as "fine mill: from Oraugc County." Just across a small creek was a large petro leum refinery. As a consequence of the unhealthy odors, the vegetation in the immediate vicinity has ceased to exist, aud the fish that used to abound iu the stream havo cither died or left, and the wonder to me is how men can subsist in such an atmosphere. Tho presence of gas and slaughter houses, varnish and soap factories, and such establishments as I have already men tioned aro often a serious annoyance to the people in the larger cities, and causes them to long for the ficsh in vigorating air of the country. The weather in this city is very warm and oppressive, tho temperature of the nights differs but little from that of the davs. J. I'. Haiipen. For the Eigle. Letter frotn Illinoie. SritiN'GFiELD, July 4, 1875. Editor: After being absent the gloiious old Valley of the Me. from Aikansas for three-fourths of a year, I thought pcihaps a lino fioni here would not be amiss. To my friends at home I would say that although we havo passed tluough a great calamity, and suffcied much, yet wc arc now ap proaching another era: the daik clouds of misfoi tune aie breaking away and the bright rays of futttro prosperity aro gleaming through the valley. "Wc all know that the tide of emigration is towards the west, and that those moun tain slopes and valleys and beautiful praiiies are yet to be settled andswarm with countless mjriads of people. Tho United States is destined at no distant day to become tho most popu lous powciful and greatest nation on the face of tho earth ; and did you ever think that the Atkausas Valley forms its center? Tho fertility of its soil, the salubrity of its climate, tho purity of its waters, its health invigorating breezes and delightful summers will be an inducement to thousands, and give it a dense population. You look at your valley to-day and think of the nice farms and villages j ou left when you first tinned your face to the west, and no doubt wished joursclf back again. Do you ever look forward to tho day when your owu beautiful country will be thoroughly settled and cultivated, and adorned with residences and groves, and long lines of hedge? when it will wave with rich fields of golden grain, and orchards bend be neath the weight of iipc,mellow fruit? Ah, you say these things aro in the fu tuic, whilo they aro in perfection in the cast. Do you ever think that even if you were back they would not be yours, and a long lifo of labor must bo spent to acquire them? 1 see hun dicds here in poverty, baiely ablo to live, reduced again to l enters and working for the benefit of others, who once owned a rich piece of laud in our valley. Do they not wish they wero homo again? Remember boys, your land is the foundation upon which you arc to build ; it is ready laid and sure; with proper ciiorgy and pcrseverencc vou must succeed. Thice removes aro as bad as a fire; and it is a general thing here to point to those who have come back and say they are poor they havo been west aud lost everything. Do you wish to return and live in a similar-condition? There is a vast difference betwora owning a crop, aud having to give from one-third to one half to the landlord. Nothing but en ergy, pcrscvercnco and determination will ever make you rich. Then brim: your land into cultivation, start you an orchard, plant shade trees to beau tify your homes, aud be prepared for the time when tho flood of emigration again comes rolling to the west. The prospect hero for crops is not now good, although the f-easou may be favorable hereafter. The farmer is discouraged by the immense amount of rain. The low flat ground cannot be cultivated, and the corn s yellow and weedy. Should it coutinuo wet horcafter, tho price must advance, and Kansas'farmers will receive a fair com pensation for last year's losses. Many parties aic again talking or going west, and say that last year's calamity is only temporary. I, for one, xpect to lemain a citizen of Sedgwick county, and shall hail with gratitude the day when tho old steam engine shall bear me rapidly to the west. Bespectfully yours, S. A. V. Haktwell. Editor : Yourromarks in last week's Eaole in logard to my being a candidate for tho Legislature, has alarmed mc; as Henry Hodge says, "I am a gittiu' skcered." My idea is that the oflico should seek the man, unless he is out of a job, iu that caso ho xhould slide into the first vacancy he seos. I thought I knew enough of pol itics to know that an office in pursuit of an occupant would travel so slowly that a man possessed of half the ener gy displayed b a toad in pursuit of a bug, could keep out of the way. But there is no knowing how fast an office liko that of Representative might travel, (it is uol loaded down with pay.) 1 would be willing to do much for the success of the Republican par ty. I love the Republican party, and I hav'nt anything in particular against tho Democratic party. Thoy don't cither ono owe me a cent, and I don't intend they cvcrshall. Notwithstand ing all this, I would still bo willing to servo Sedgwick county in tho Lcgisla tuic, and give my undivided attcntiou to all "castor oil bills," and other pro found measmes, such as usuuallyoiig- inatc iu that august assemblage, if it weio not for the fact that all the time I should remain in Topeka, aud away froni home, Tom "Williamson and C.C. Bushing would bo letting their "Ar kansaw" shoals run in my wheat field, and I never can stand that. Therefore I will not thi3 fall be a candidato for Representative, or any olhor office. He pledged himself to give what aid he could in this direc tion. It is icfrcshingtoknowwehac a working man of Mr. lugalls' ability in the United States Senate. When Kansas can ship her surplus to tho woild's markets by way of the Missis sippi, or by rail to Galveston, as she chooses, the transportation problem will be solved and our j oung State will be an empire With such communica tion with the great woild around us, our farms would be worth as much as those of Ohio or Indiana. Wo could ship our produce as cheaply as they, and wo could spaio moic. Wc can raiso more of whoat and corn and cat tle; besides wo can raise cotton, hemp and tobacco, and many other articles which do not yield well thcie.
