Tor too Eagle. Oh My Country. What a Blast 1 Tho Centennial Buildings. Voile on the Centennial buildings is progressing very rapidly. The Memo lial Hall is neatly finished. About half of the frame woik of the main building is up, and tho wookmen are busy with the other half. Thebiick woik is well advanced, the roof is be ing put on, and tho sashes placed in position as fast as possible. The ma sonry of the Horticultural building is ail finished, and (lie brick work of the interior is being pushed forwaid as rapidly r-s possible. The iron libs forming the oval pait of the roof aie all up, and it will not be long before tho building is inclosed and ready for delivery. The Machine building is neatly completed; the stone work is finished, tho roof is on, and many of the windows aro already glazed. A great portion of the iutcilor wood woik has been painted, and the stiuct uro now presents a very tasty and creditable appearance. Work on the Agricultural Hall lias just been com menced, but the material is all on the ground, and the building will be fin ished in good season. Important to Settlera on tho United States Lands. Mr. C. A. Walker, chief clcik of tho Receiver of the United Stales Land Of fice at Wichita, informs us that in making up the late revision of the United States statu tcs.-rulings hereto fore made by the department, as also Supremo Court decisions, have been reudcted nugatory, and tho Commis sioner has been compelled to make new rulings under such codification. In response to a request from the edit or of the Eagle, Mr. AV. makes the following statement in wiiting. Wo fear the new ruling will work a haul ship and injury to many of our honest and industrious settlers. For the in formation of all such, as for the infor mation of those contemplating settle ment, we make the publication: "From the leviscd statutes of the United States: "Section 2261. ''The Commissioner of the Gcncial Land Office makes the follow ing ruling on the section referred to: 'Section 22C1 of the revised statutes prohibits the second tiling of a declar atory statement by any pre-emptor qualified at the date of his liist, wheic said filing has been in all respects legal. These three petitions in numerous instances, vvcio all placed under one head, that for the iemoal of the county offices, and in this shape presented before the board. This fact was made manifest to tho Cominis sioncis on the day of its presentation, names duplicated being pointed out to them. A portion of that body,only too glad for a subterfuge to carry out their xcrsonal desires acted on tho pe tition, voted to icutovo the offices, and on the same day of the picscutation the petition was clandestinely i cmo ved from the office oftho County Clcik. This officer stated under oath, while under examination in a suit atisiug out of the removal, that he'did not know who took it out of his office, but it was subsequently brought back by the Chairman of the Board of County Commissioners. Tho lemoval of any lecords from tho caie of its proper custodian is made a misdemcauer by law. I cannot think that gentleman guilty of committing so iienious an offense a? taking this petition. Per haps he vv ill kindly state how it was. An inspection of the above men tioned petition will convince the most skeptical that fraud and misrepi oscil lations have been made in making it up. Xcucscah township, last Uovcm ber, cast foity-six votes. The petition from this township shows twenty-four names duplicated, two of these signers being icsidcnts and votcis in Sumner count-. Tho petition from Waco bears the name of Fritz Snitzler twice, aud tiie Wichita petition the same name again. There maj bo three per sons of that name in this county, if so there is a tnostcxiraordinaiy similar ity in their chirograph, so much so that one is undi3tinguishable from the other. Another noticaUlo feature of the petition is the absence of the names of tho principal business men of lhtscity,and espcciallyof the names of the leadeis aud most ardent friouds of tho so called "up town" interests. This mav be easily explained. Tho wt iter called attcntiou to this fact to one of these men. 11 is leply was, "We had a fair chance, wo put in our bid with the down-town fellows and wo got beat. It was an honorable contest and as honoiablc men we aie willing to abide the couscqueuccs." This is true of liuudieds of honorable men in this county, v. hose names appear on the petition through misiepiescnta lions and In placing them under a heading they never saw. Wc will now consider the question of economy. The Commissioners say : "Count the entire cost to the cotintv and it will not exceed 500, while the value of the use of the offices aud com t loom for the period of two ears from January 1, 1S7C tho time that tho free use of tho plaintiff's rooms would ex pire will not be less than $2,000, aud it docs not require a mathematician to ascertain the gain to tho county in this attempt to carry out the w ishes of the people as cxpicsscd by their petition." Mr. Kohu offered the rooms over the bank, fiom the expiration of the lease of the building, for two ears, for the sum of $600 per annum. The owner of Eagle Hall offered that for $100 per annum. The Chairman iulormcd the vviitcr relating these offers, that "Were it not for my want of power to make a contract for so long a time after the expiratiou of mv term of office, I would accept them at once." Here wc have a total of $1,400 for two cars, with an admitted expen dituieof $500 by reason of removal etc., and -vet thev claim a saving of $2,000. Shades of Grceulcat and Davis ! look to your laurels. Here we have an at ray of mathematical talent por trayed, uncqualcd in ancient or mod ern times. One who had not i cached the exalted sphere in the mathematical realm, attained by these learned gen tlemen, would, no doubt, from mere force of habit, but perhaps foolishly, figure as follows: Cost of looms for two years $1,400; amount expended $300; ballance saved $300. Figutcs never lie. Our worthy Commissioucrs sum up a saving of $2,000. It is a conceeded fact that cal eulnlion holds good in increased or diminished ratio, hence, before these mathematical prodigies lctitc into tho shades of private life, they can do the count an incalculable service. Now for the facts of the case. The Commissioners advertised for bids for rooms for the use of the county for one car from January 1st, 187o. In accordance with this two proposals were tendered, one by tho Occidental Hotel company, at four hundred dol lars per annum, the other by the Wich ita Savings' Bank, who tendered the use of their rooms ficc for one year. Mr. Grilfentien, likewise, offered the use of Eagle Hall for court room pur poses, for one year on the same terms. Much as two of the Commissioners (lushed it otherwise they weie bound, under the terms of their bids, to ac cept the offer of the Savings Bank, and did so with as much grace as they could muster under the circumstances.
