WEEKLY JOURNAL-MINER, WEDNESDAY MORNING, OCTOBER 18, 1911 5 PROPOSES HOVEL PLAN mm FOR PAYING PENSIONS; F Only Twenty-five Per Cent of Soldiers Who Were in United States Service In Civil War Are Now Living WASHINGTON, D. a, Oct. 16. - A saving estimated at $1,000,000 an nually to the pensioners of the Unit ed States and eventually about $1S0, 000 a year to the government in con tempated. by a simplified plan for the payment of pensions without vouchers, which Commissioner of Pen sions Davenport submitted to the secretary of the interior in his annual report made public today. Paring tho year $157,325,160 was paid in pensions, .a decrease of $3,49S,164 from last year, making the total amount 'paid in pensions since the foundation, of the government $4, 230,3S1,730. There were 55.5S0 names dropped from the roll and 26,200 added, leaving a net loss of 28.9S5. The total number at the end of the year was 892,098, the smallest since 1S92. Methods of economy re sulted in a decrease of the cost of administration by $104,546, the amount being $2,517,127, the lowest since 1882. Commissioner Davenport's plan, whleh "was devised at the request of congress and which will require the passage of a law, will greatly simplify the methods of paying pensions, re sulting in making a pension check upon the day on which the pension falls due, eliminate the cost to the pensioners, in a large majority of cases, of the execution of pension vouchers, which varies frpm $1 to $3 yearly; decrease to a considerable extent the work of mailing checks and eliminate the sending of 4,000, 000 letters yearly through the mails, saving $SO,000 thereby. The plan contemplates payment di rect by check mailed to the last ad dress of the pensioner. Covers were laid for Captain and Mrs. Miller, Colonel and Mrs. John C. F. Tillson, Mrs. Richard E. Sloan and Mrs. Morris Goldwater. Saturday afternoon Mrs. Morris Goldwater entertained at bridge in honor of Mrs. Richard E. Sloan, who leaves Sunday for Phoenix. After the serving of delicious refreshments the high score prize for the afternoon was awarded Miss Lila Hawkins. Those who thoroughly enjoyed Mrs. Goldwater's hospitality were Mrs. Richard E. Sloan, Mrs. Jean T. Eads, Mrs. Robert H. Burmister, Miss Ther esa Fredericks, Mrs. William H. Doyle, Miss Lila 'Hawkins, Mrs. Thomas G. Norris and Miss Olive Fisher. Mrs. Arthur P. Watts entertained Wednesday at a delightfully appoint ed luncheon, when she had as her guests Mrs. P. M. B. Travis, Mrs. Samuel T. Mackall, Miss Ruth Oliver, Miss Harriet Jean Oliver, Lieutenant James G. Lockett and Lieutenant Meryl P. Schillerstrom. Mrs. Samuel T. Mackall was a din nes hostess on Saturday evening when she entertained .at a prettily appoint ed dinner and hadaaa her guests Mrs. P. 3d. B. Travis, Mrs. Arthur P. Watts. Miss Ruth Oliver, Miss Eliza beth Keefer and Miss Harriet Jean Oliver. Mrs. M. Scarborough, of Flagstaff, is visiting in Prescott the guest of Mr. and Mrs. Thomas G. Norris. Mrs. James A. Hope returned home Saturday from a month's visit in southern California. Monday Club. It was with a sense of personal rejoicing that the members of the Monday Club attended last Monday the opening meeting of the year, in the newly-acquired club home. During the summer, the board of managers of which Mrs. E. II. Meek is chairman, labored faithfully and untiringly to have all details in read iness for this occasion, and the en thusiasm and appreciation of the many members present must have proven a source of satisfaction to them. The club house consists of a large assembly room, with polished floors and walls papered in embossed brown paper, the ceiling being done in can ary and the wood work in cream. There are two sunn south parlors suitable for committee work or Test Tooms, a kitchen with range and a room for a resident caretaker. A beautiful new Mission-case Emer son piano will soon grace the large hall which is to be offered to the identity. In a few instances, Daven port said vouchers still would be re quired. Commissioner Davenport told or his efforts to ascertain the truth fulness of reports in the press and elsewhere that the pension roll was honeycombed with frauds. He sent field men from pensioner to pensioner in the Washington agencyand is now doing the same in the Knoxville agency. Out of a total of 47,SS1 pen sioners who were seen and questioned only 26 cases of improper pensioning were revealed. The number of sailors and soldiers on the pension list at the close of the fiscal year was 570,050; dependents and widows 321,642, and army nnrses 406. There were 529,534 survivors of the civil war, 35,293 having died during the year. It is believed that only about 25 per cent of the 2.213.3S5 individuals in the United States service dnring the civil war aTe now living, the death rate of the survivors being now slightly in excess of 6 per cent yearly. The last pensioner of the revolu tionary war, Mrs. Phoebe M. Tal meter, daughter of Jonathan Worley, who served in a New Hampshire com-1 pany, died at Brookfield, N. Y.. April 2.1. 1911, aged 90 years. Mrs. Brittania Kennon of Wash ington, D. C a great granddaughter of Martha Washington, and who died during the year, drew a pension as a widow, longer probably than any oth er person in the history of the pen sion office having received $50 a month for almost 67 years. After a short adjournment a musical program was given by Mrs. Harry Heap, Mrs. Fred Kessler and Mrs. Ed S. Wright. Mrs. Cline acting as accompanist. Refreshments were then served by Mrs. Nathan Levy and her committee. The ladies of the execntive- board to whom many thanks are due are Mrs. H. D. Aitken, Mrs. W. D. Baler, Mrs. C. H. McLane and 3Iiss Fredericks. Tuesday afternoon, the Music sec tion entertained its members, and many friends with an elaborate pro- pram ot Kevin's charming music, un der the direction of Mrs. W. A. Cline. The program as heretofore pubished, was given in its entirety, with the exception of the vocal solos, by Mrs. LeRoj- Anderson, who much to the regret of her many admirers, was too ill to be present. The several piano soos played no delightfully by Mrs. Cline, received unstinted applause and in her numbers Mrsi Kessler also won her share of approval. Mrs. Nathan Levy, Mrs. W. C. Loss, and Mrs. Kirkpatrick were all in good voice and gave lnueh pleas ure by their singing. Mrs. Harry Heap sang both her selections, with charm, and taste especially "Little Boy Blue." Accompanied by Miss Ed wards, Miss Bitnar's sympathetic voice was heard to advantage in lroth of her solos. "The Rosary," sung by Mrs. E S. Wright was warmly encored. "Current Events," prepar ed by Mrs. E. H. Meek was read by Mrs. J. W. Milnes and a 'ketch of the life of Ncvin was read by Mrs. Wooster. On Monday. October 10th. Mrs. T. H. Bate, chairman of the Literature section, will hold her day. While searching for a woman of supposedly shady character, Policeman Dan Hos mer forced himself into the room of Mr. and Mrs. George Blue',' at 243 West Madifon street, Thursday even ing, according to a story told by Blue today. Blue is exceedingly wroth over Hosmer's action and is threatening to take legal steps against the officer. "He forced himself into our room and threw an electric flashlight on my wife, who had just gotten into bed," said Bine today. "Instead of waiting until she could dress or draw a sheet over herself, as any gentle man would ' have gone, he immediate ly turned the light on and kept it there till he was sure that she was not the woman he was looking for." The story is a, long and sordid one. It seems that a brother of a man who assaulted his wife some time ago and is now waiting trial in the county jail, went looking for the wife, evidently with the idea that she was not living as she should. Though told that she did not live at 243 West Madison, he seems to have believed strongly that she did have a room there. Thursday even ing be tried to get in to look for the woman but Mrs. N. B. COLORADO SPRINGS, Colo., Oct. 16. This evening the awards closed with additional prizes for Yavapai county at follows: Blue ribbons were awarded to Thos. Wynkoop, J. F. Allred, Mrs. Jennie Crapo, and En-. gene Penman tor rope peppers, squashes, peaches, pears and apples respectively. The second prizes were Wynkoop, "two for Hubbard squashes; Nenman and Mrs. Crapo for apples. The thirds went to James Davis for Milo maize and Tom Brock for cab bage, making a total for Yavapai county of twenty-three prizes. INSTALLING MACHINERY" (From Sunday's Daily.) All buildings of the Harvey House dairy at Del Rio, are to be lighted by electricity and the installing of a large plant is under way, about 250 incandescent lamps being required in the twelve buildings that were com pleted a short time ago. A pumping plant is also being erected, and be fore the first of November the en terprise will be Supplying the Harvey eating houses along the Santa Fe with dairy products. The machinery was purchased from the Arizona Mine Supply company yesterday and will be shipped today.
