Coming Monday, April 15th (From Tuesday's Daily.) Dr. George M. Gaylcy who lec tured to a capacity liousc at the Elks theatre last night, told his audience a number of startling facts about the big war, and made the prediction that the world conflict will not end before July, 1921. Mr. Gaylcy would seem in a position to speak authori tatively, having spent two years A.ithin the sound of the big guns on the Flanders front, and having rubbed elbows with the evidences of the sort of kultur which Kaiser Wilhclm is at present endeavoring to inflict upon the whole of civilization. The war will not be won, said the speaker, until every man, woman and child in the United States has reached an acute realization of the fact that .America has at present on her hands a job of such proportions as has . never been equalled in the history of the world. And every man, woman and child is going to be brought face to face with the terrible prospects of a ten or twenty-year war if the na tion does not rally to the support of the Allied cause, cither by physical or financial means. It was not an address that Gaylcy gave last night neither was it an oration. Rather, it was a straight forward story of the ways and where fores of the war, the story as told by one man to another in an informal but convincinsr manner. I here was a punch in every statement, a "kick,1 as it were, that resounded throughout the spacious hall and echoed and re echoed as the listeners slowly went their ways after the meeting. The matter was fully discussed and taken under consideration by the board. Mr. H. D. Dowcll, Asst. Manager of the Thicl Detective Service Co. ap peared before the board with reference to certain bills against Yavapai County, presented by the said Thicl Detective Service Company, same having been' disallowed by the board of supervisors at a mcccting held on February 4th, 1918. Mr. Dowcll stated that these bills had now been ap proved by the County Attorney and the Sheriff and asked that the board reconsider the matter and pass said bills for payment. The matter was taken under consideration. The reports of Chas. H. Kinsman, constable; Humboldt Justice Kc cinct, W. R. Fitzgerald, constable, Prcscott Justice Precinct, and F. L. Campbell, constable, Seligman Justice Precinct, were received checked and ordered filed. The report of C. A. Randall, Justiccof the Peace, Congycss Junction Justice Precinct, for the month of February, 1918, was received, checked and ordered filed. A letter was received from the Arizona State Fair Commission with reference to the appointment of a County Fair Commissioner and the matter was taken under consideration. A letter was received from Mr. Lamar Cobb asking that the board of supervisors recommend him for the position of receiver of the U. S. Land Office. Upon motion, the following resolution was duly passed and adopted, and the Clerk was instructed to advise Senators Ashurst and Smith of the action taken by the board: WHEREAS there is a vacancy in the office of the receiver ofthc U. S. Land Office, and WHEREAS Mr. Lamar Cobb is an applicant for sma position: NOW, THEREFORE, BE IT RESOLVED that the board of super visors of Yavapai County, Arizona endorse, and recommend the appoint ment of, Mr. Lamar Cobb as receiver of the U. S. Land Office. A letter was received from Mr. LcRoy Anderson stating that resi dents of Pinccrcst were in the habit of dumping garbage and refuse along the roads just outside the city limits of I'rcscott, and asked that sonic action be taken to stop this practice. The matter was referred to the County Hoard of Health. A letter was received from the State Engineer with reference to the construction of the proposed direct route road between Prcscott and-Jerome and upon motion, same was ordered filed. L'pon motion, it was ordered that the county road outfit, now engaged in road work on the Hillside-Santa Maria road, be loaned to the Arizo na Hillside Development Co. until further orders of the board. Upon motion, duly seconded and carried, the Treasurer was authorized and directed to pay to Leopold Walloth, the sum of $8.40, being the amount of the unclaimed estate of Nick Schlumbcrgcr, deceased; said Leopold Walloth having been appointed as administrator of this estate. In the matter of the abandonment of the county road between Iron Springs and Skull Valley. This day having been set for the hearing upon the petition praying for the abandonment and discontinuance of the county road between Iron Springs and Skull Valley: And notices having been posted in accordance with the provisions of paragraph 5057, revised statutes of Arizona, 1913, civil code, due proof of the posting of such notices having been filed; the board proceeded to take up the subject of said petition. A protest against "the abandonment of said road, signed by a nuf.ncr of residents and taxpayers, was taken up and considered, and, after dis cussing the matter, it was moved by Mr. Jaeger, seconded by Mr. Stukcy, that the petition praying tor the abandonment of the road between Iron Springs and Skull Valley be denied. The roll being called Mr. Jaeger voted " Aye," Mr. Stukcy voted "Aye," Mr. Stephens voted "Aye." The motion was declared carried, and it was so ordered. The matter of the bills of the Thicl Detective Service Company against Yavapai County were again taken ,up for consideration, and after a fur ther discussion of the same, it was moved by Mr. Stukcy, seconded by Mr. Jaeger, that said bills be disallowed on the grounds that same were not properly authorized by the board of supervisors. Upon motion, duly seconded and carried, it was ordered that Rogers & Ashton be authorized and directed to finish room No. 304 in the new court house, in order that same may be uscd as a jail for female federal prisoners, the cost of such work to be $2791.33. Upon motion, duly seconded and carried, it was ordered that no pro visions be made for the Post Office in the new court house.
