Ordinance No. 97.
TOWN RECORDER—DUTIES OF. Be it Ordained by the Town Council of the Incorporated Town of Mena, Arkansas: Sec. 1. The Town Recorder shall have the custody of, and be responsible for the safe keeping of all laws and ordinances of the Town, and of the books and monies of his office. He shall keep a regular and correct journal.of the proceedings of the council at all regular and special meetings. He shall keep all such books as may be neces sary for a right and proper understanding of the financial condition of the Town and shall submit monthly to the Council at its first regular meeting in each month a full and detailed statement of the financial condition of the town showing receipts, disbursements, and balance on hand, together with all liabilities of the .town. He shall have a seal as required by law which shall be affixed to all warrants, certificates, transcripts and orders which it may be necessary or proper to authenticate under the pro visions of law. Sec. 2. He shall open and keep accounts with all town officers who have the collection or disbursement of town funds in which ho shall charge each one with all funds collected by them or coming into their hands and give them credit for all authorized payments. Sec. 3. On his accounts with the Town Treasurer he shall charge that officer with all amounts reported to the Council with proper vouchers as having been paid over to him by any officers of the town and credit him with all authorized payments and disbursements for which he may have the proper vouchers. Sec. 4. The Recorder shall also keep an account with hitnenlf nu lin<>nnlBr in whit-h ahull Mlflroffl hllllSplf with all monies and funds received and give credit for all amounts paid over to the Treasurer as evidenced by that officer's receipts. The Recorder shall receive all funds coming to or being paid to the town, giving proper re ceipt therefor to the officer or person paying him the same, and immediately turn over all such funds to the Town Treasurer, taking his receipt therefor. Sec. 5. It shall be the duty of the Recorder to issue warrants and certificates of indebtedness? by order of the council to all persons entitled by law to receive the same, which shall be issued by the Recorder, signed by the Mayor and countersigned by the Recorder, and to which shall be affixed the seal of the town; the Recorder shall keep an account of the same with the number, date, amount and name of the person to whom issued and the fund on which the same was drawn, in a book to be kept by him for that purpose. Sec. 6. The Recorder shall carefully credit and ex amine all bills and accounts against the town and shall compare the same with the order therefor and note all objections at the time of presenting the same to the Council. Sec. 7. He shall also record at length all ordinances, by-laws, orders, resolutions or contracts of the Council in a book to be kept by him for that purpose as soon after their execution and passage as may be, and shall authen ticate the same with the signature of the Mayor or pre siding officer of the Council; he shall also as soon after their passage as may be cause all by-laws, resolutions and ordinances of a general or permanent nature or which may impose a fine, penalty or forfeiture, properly authen ticated to be published in some newspaper published in the town by one insertion except by order of the Council. Sec. 8. The Recorder shall issue all licenses to parties as provided by law on payment to him of the tax therefor and charge a fee of twenty five cents for each license issued as perquisites of his office. Sec. 9. The Recorder shall keep a record showing for what a piece of scrip was issued, amount, to whom issued, date of issue,number,date of appropriation by the Council, and to whom delivered, and for all scrip received from the marshal or street commissioner or any other person, for tines, licenses, etc. He shall keep the number and date of issue and shall write his name across the back be fore turning it to the Treasurer. Sec. 19. That the Recorder of the Town of Mena shall receive as compensation for his services for such work as he may be required by law and the direction of the Coun cil to perform, the following fees, to-wit: (a) For entering of record in the journal the acts of the Town Council and all matters of record required to be recorded, ten cents per folio for each one hundred words, (fc) For all transcripts made and certified to by him as Recorder the same fees as are allowed clerks of the courts to tie paid by the person applying therefor, (e) He shall also be allowed the sum of five cents for every piece of scrip issued by him in accordance with the law. (d) That the Recorder shall not lie permitted to issue more than one piece of scrip for one account, unless paid for by the party having same issued. Skc. 11. That all laws and ordinances or parts of laws and ordinances in conflict with this ordinances be and tKe same are hereby repealed. Sec. 12. Whitley, Recorder, Ordinance No. 98. TOWN TKEASUKKK—DUTIES OK. Be it Ordained by the Town Council of the Incorporated Town of Mena, Arkansas: Section 1. It shall lie the duty of the Town Treas urer to receive and receipt for and safely keep all monies paid into the Town treasury and shall pay and disburse the same on warrants drawn in accordance with the reg ulations of the Town Council. Sec. 2. He shall keep a true and correct account of all monies received and disbursed and a regular abstract of all monies paid by him. Sec. 3. He shall make duplicate receipts in favor of the proper person for all monies paid into the treasury and keep the books, papers and monies pertaining to his office at all times open to inspection of the Mayor and Council. Skc. 4. He shall whenever required furnish the Coun cil with any account of the receipts and the expenditures of the Town not before accounted for. Skc. 5. He shall make and report to the Council a monthly statement of the receipts and disbursements of his office, which shall be filed with the Recorder and spread upon the journal of the proceedings of the Council. Skc. 6. He shall settle with the Council his accounts at the first regular meeting in each month, and oftener if required. Skc. 7. The Treasurer shall open and keep a separate and distinct account with each of the several funds into which the finances of the Town may be sub-divided and such funds shall be kept separate and distinct and neither one shall be drawn on for or on account of the other except by order of the Council. Skc. 8. That the books of the Town Treasurer be so kept that they will show as to every piece of scrip taken in, date of issue, to whom issued, number, what fund drawn upon, name of party, from whom it was received, and a blank for the person to sign from whom received, and the person from whom received shall indorse the scrip on back and date, and the Treasurer shall immedi ately write “cancelled” across the face in red ink with date of reception. *4TV* ' • A IAV AJL 1 1CUOU1V.1 OUU11 A VVV1 » V W sation for his service two per cent, on all monies paid out and disbursed by him. Skc. 10. That all laws and ordinances or parts of laws and ordinances in conflict with this ordinance be and the same are hereby repealed. Sec. 11. RELATING TO OFFICIAL REPORTS. Be it Ordained by the Town Council of the Incorporated Town of Mena, Arkansas : Section 1. It shall be the duty of the Mayor to make a written report to the Council at each regular monthly meeting thereof, showing a complete list of all cases tried by him since the last monthly meeting, showing the amount of fine imposed in each case and what disposi tion has been made in each. Sec. 2. It shall be the duty of the Recorder to make a full and written report to the Council at each regular monthly meeting thereof, showing all amounts received and paid out by him, for what and in what kind of funds received and paid out, the amount of all scrip issued since last regular monthly meeting, to whom and for what issued, amount of scrip cancelled and destroyed at said last monthly meeting and balance to the debit or credit of cash and scrip amounts and the amount of out standing scrip. Sec. 3. It shall be the duty of the Recorder to keep an account with the Marshal, Deputy Marshal and each Policeman, charging them respectively with the amounts of all fines due upon each commitment issued to them and crediting them with all amounts paid in by them, together with the amount of all fines shown to have been remitted or served out, provided that the Marshal shall be responsible for the official acts of his deputies. Sec. 4. It shall be the duty of the Marshal, Deputy Marshal, Night Watchman, and each Policeman to make a written report to the Council at each regular monthly meeting showing the amount of fines charged upon each commitment issued to them since the last monthly meet ing, amounts collected from, served out by or remitted in favor of each person as committed. Sec. 5. The Marshal, Deputy Marshal, Night Watch man and each Policeman shall show in his report each amount received in currency and each amount in scrip, and pay over to the Recorder the several amounts in the same kind of funds received by him. Sec. 6. It shall be the duty of the Town Attorney to make a written report to the Council at each regular monthly meeting therof, showing all cases prosecuted and defended and all official acts done by him since the last regular monthly meeting and the condition of all suits pending for or against the Town. Sec. 7. Any of the officers named in this ordinance who shall be convicted of violating any of the provisions of the same shall be fined in any sum not exceeding twenty-five dollars. Sec. 8. That all laws and ordinances, or parts of laws and ordinances in conflict with this ordinance be and the same are hereby repealed. Sec. '). ' And it shall be the duty of every member of the police t department to report all arrests made to the Town Attor ney, with all facts connected with the arrest and the of- 1 tense lor which the arrest was made. Sec. 3. It shall be the duty of any Marshal or Police* -i man who may in any manner receive scrip belonging to the Town to indorse his name on the back thereof and the date of receiving same, also the name of person from whom received, and for what purpose received. Sec. 4. Each member of the police department must be quiet, civil, and orderly in his deportment, and in the ^ performance of his duty must maintain decorum and at* v tention, command of temper, patience, and discretion, must refrain from coarse, violent, profane or insolent f language, but at the same time must act with firmness | and decision. And all police officers shall upon all occa- | sions when on duty conspicuously display their stars or I other insignia of office so that they may distinctly be 1 seen. Sec. 5. Intoxication or the drinking of intoxicating - liquors, disobedience to orders, laziness or inattention to | duty, lounging on beats, or sleeping while on duty, shall | work suspension or dismissal from office.
