From the London Dally News Oct. 7, Exeter Hall on the Proclamation. President Lincoln’s proclamation on slave emancipation has not, as far as at present appears, the importance which some persons in England are disposed to attach to it. Like most of the acts of the executive of the United States, it is feeble and halting. If it was right and wise to declare free the slaves of rebels, it should have been done out right and not as a conditional threat, to take effect three months after date. Had it been issued a year ago, or when the federal armies advanced on leaving win ter quarters, it would have saved the government of the Union much discus sion. and would in all probability have seriously crippled the enemy. Now it cannot take effect before the federal ar mies are ready to advance and execute the projected movement upon the slave states. Had it been issued when Presi dent Lincoln had the support of an unit ed and enthusiastic public, its effect in imprinting a policy on the war would have been incalculable. Issued now, when the pro-slavery party in the North is taking courage, it may prove but one more element of weakness. Mr. Lin coln’s great mistake from the first has been not to perceive that revolution could only be met by revolution. No doubt it was the mistake also of a maj ority in the North; but a year ago the people would have followed a leader who knew his own mind. The issuing of the proclamation will prove a wise or a vain act, according as it is backed by more or less energy in the field, dlicie is, however, one kind of praise which, although not very complimentary, may be given to it. The proclamation can not make matters worse. It cannct ag gravate the condition of the negroes. — At the South the black man will still be valued, as he has always been, for use as long as he remains in his mas ter’s power. As to those who have es caped or may escape, the confederate government cannot use them worse than they do now. At Harper’s Ferry there were a mixed multitude of free negroes and escaped slaves when the place was taken. Jackson —“the Puritan Jack son,” as we have seen him styled —swept the whole lot off, and sent them into slavery. After the last of Pope’s bat tles a party of negroes went out under the protection of a flag of truce to bury the dead. When they had performed their work a corps of confederate in fantry advanced upon them and made them all prisoners and slaves, and a shout of exultation burst up from the whole South, the chivalrous South, at this treacherous violation of the laws of war. This truculence must be provided against in future. If Mr. Lincoln af fects to give liberty to men he must give them arms with which to defend that possession, and give them officers. To make soldiers of all the blacks who show their courage and energy by escap ing is the surest, perhaps the only way, to prevent servile war. A Husband Consoles His Wife on His Departure to the War. The Philadelphia American sends the following forth : A good thing came off on Thursday, when the Corn Exchange’s last crops left Philadelphia for Harrisburg. Among the men was one who had a young wife. While they were waiting for the order to march, the young wife was taking leave of her husband, in accents broken and eyes that lay bedewed in tears, like violets in a summer shower. The man caressed her, but the tears still started ; he told her of the patriotism and mu nificence of the Corn Exchange Associa tion, yet the crystals continued to fall; he told her of the country’s danger, but her anguish was not soothed. At last, weary of his endeavors, he tried another tack ; “Sally,” said he, “quit crying. You see what the Corn Exchange has done. They’ve paid you my bounty, fitted me out, and every-thing?” “Yes,” the girl sobbed; “but—” “But what?” “But if you get killed, what then?” “Why,” —the man hesitated a mo men, until a lucky thought struck him —“Why, then, the Corn Exchange will —find you another husband ! I ” The ludicrousuess of the idea chang ed the current of the girl’s feelings, and a smile wreathed her pretty mouth and dimples in a manner that was ples ant to behold. The last tears rolled away, as the word “forward” was given, she gave the young recruit a last kiss and departed in good cheer. Timely Thoughts. Extract from a Sermon, on Proverbs, chapter 70, verse 10, by Rev. Hugh Blair, D. I)., a Scotch clergyman, of the last century; “While the wrath of man thus praises God by the advantages which it is made to bring to good men as individuals, the Divine hand is equally apparent in the similar effects which it is appointed to produce to nations aud societies. When wars and commotions shake the earth, when factions rage, and intestines divis ions embroil kingdoms that before were flourishing, Providence seems, at first view, to have abandoned public affairs to the misrule of human passions; yet, from the midst of this confusion, order is often made to spring, and from these mischiefs lasting advantages to arise.— By such convulsions nations are aroused from that dangerous lethargy into which flowing wealth, long peace and growin* effemiuence of manners had sunk them They are awakened to descorn their true interests, and taught to take proper measures for security and defence against all their foes. Inveterate prejudices are corrected, and latent sources of danger are discovered; public spirit is called forth, and larger views of national hap piness ara formed ; the co ruptions to which every government is liable are oft n rectified by a ferment in the polit ical body, as noxious humors in the an imal frame are carried off by the shock of a disease. Attempts against a wise and well established civil constitution tend in the issue to strengthen it. and the disorders of licentiousness and fac tion teach men more highly to prize the blessings of tranquility and legal pro tection.” A Challenge. —Mr. Darusba, of the town of Friendship, in this county, has six sons and five daughters —the latter all married. Last week the six sons and five sons-in-law enlisted in Alexan der White’s company. One of them was rejected on account of physical dis ability. All the rest were accepted. AVe challenge the world to produce another such instance of universal pa triotism, or another family which has furnished ten recruits for a single com pany. —Fond du Lac Press. We give property sellers this chance and we believe it a fair, honest chance, and have the opinion ilia: in this way selleis and buyers can be brought together better than in any other way. Seme copies of our paper go to New England. New York, Illinois and into the lake shore ngion of this state, and even into Canada.
