The primary and essential purpose of the doctrine expounded by Presidtnt Monroe and consistently followed as an American principle la *o keep inviolate from European invasion all territory on the American continent so that this country shall not be thereby menaced or endangered. The doctrine was not promulgated nor is it maintained to shield Mouth American republics in any effort to shirk their just obligations con tacted with foreigners If this were so the United Htates would be in a imrpet nal state of irritation to say nothing of the utter absurdity of such a protector ate. The simple question at issue is: the Venezuelans contracted debts with German and British subjects and the cieditors have waited for years for a settlement of their claims. They have made rejieated demands for payment but every effort to collect the debts have been tnmed down and it appeared as if the Venezuelans were attempting to repudiate them. The claims Were then made an international question and the governments of Germany and England began negotiations with the government of Venezuela which were unsuccess fully carried on until at last the breach was so widened that the two European powers sent warships to the ports of Venezuela, charging the officers of them with- the presentation of an ultimatum to President Castro. In the event that Castro still remained obdurate orders were that an active effort should lie set in motion to bring Venezuela to time. That is practically all there is to the question. It is absurd b* presume that either Germany or England have any sinister designs on Venezuelan territory. If they had. either singly cr jointly, then would the United Htates government lie n-ade a party to this disagreeable busi ness. But until such overt act was con templated there is no need of inferring that this government of ours will step in to vindicate the Monroe doctrine.
