Charges of Peonage.
Macon, Ga., June 19.—1n the United
States court Thursday Judge Emory
Speer, in hh* charge to the federal
grand jury, sprung a surprise, lie
called attention to the fact that it had
been charged that a system of peon
age existed in certain parts of the
southerndistrict of Georgia. He quoted
article 1, paragraph 21, constitution of
Georgia, which provides “there shall
be no imprisonment for debt,” and
that the constitution of the United
States provides that neither slavery,
nor involuntary servitude, except as
a punishment for crime, whereof flic
party shall have been duly convicted,
shall exist in the United States, or
any place subject to this purisdlction.
He called the attention of the jury to
a ease presented to him where an em
ploye left an employer and engaged
with another, and the first employer
and others armed themselves, took the
employe while at work, tied him, car
ried him back to his former employ
er’s place, whipped him, forced him to
work, and he is now being held prac
tically in servitude. He charged the
jury to make diligent inquiry and if it
found the statement true it was its
duty to return an indictment against
the guilty parties.

Wilmington, Del., June 29. —George
White, the negro who last week Mon
day assaulted and murdered Helen
Hishop, the 17-year-old daughter of
Ilcv, E. A. Bishop, of Brice’s Corner,
was burned at the stake shortly after
midnight this morning by a mob of
4,000 men. His bony was afterwards
riddled w ith bulle.s. lie confessed his
guilt as he was tied to the stake.
The negro was not taken from the
workhouse until after four men had
been shot down by the guards and the
workhouse H elf nearly wrecked.
'1 hL is the first lynching in the state
of Delaware since 1805, when a man
named Peterson was hanged mar the
town of Smyrna.

greatest festivals of music in the his
tory of the country was inaugurated
Wednesday night in the Liberal Arts
building at the world’s fair grounds,
when 15,000 spectators listened to the
opening concert of the Thirty-first Na
tional Saengerfest, given under the
auspices of the North American Snen
gerbund. The opening night pro
gramme included famous vocal solo
ists, a mixed chorus of 0,000 voices, and
one of the largest orchestras ever as
sembled in America.

President Roosevelt praised Virgin

day at the seventy-ninth commence
ment of the university of Virginia,
founded hy Thomas Jefferson, lie
also advised the college men that
they must work to make a place and
name for themselves if they would
he true to their alma mater. The
president and Mrs. Roosevelt re
ceived an enthusiastic southern wel
come.

Kuu Claire, Wis., June 17. —The ap
proach to the Madison street bridge
went down under the weight of a big
crowd gathered to witness the street
carnival. Nearly 200 people were
on the approach at the time it fell to
the beach below, a distance of 25 feet.
Six are badly hurt and two will die.
Twenty-five others received serious in
juries.

son, a forger, who disappeared a week
ago at the penitentiary and was sup
posed hy the officers to be hidden about
the prison, w as found Wednesday con
cealed ia the drying kiln of -the copper
shop inside the walls. He was without
food for a week, hut secured drinking
water from a reservoir in the yard at
night. _
Fallior and Son Perish.
Columbus, ()., June 18.—M. J. McMas
ters, proprietor of a restaurant at
Plain City, a village ia Madison coun
ty, lost his life Wednesday morning in
an attempt to rescue his 11-yen.r-old
son from a burning building, and the
boy died later of burns. McMasters
rescued his wife and went back after
his son, when he was suffocated.

surance company with a capital of
$100,000,0U0 is being formed by the Na
tional Association of Manufacturers
to protect its members from loss aris
ing from strikes.

Los Angeles, Cal., June 17. One mil
lion acres of government land was
thrown open to settlement Tuesday.
The land is along the line of the Santa
Fe railroad from Nogales to Majave
and is all desert.

the only woman school supervisor in

The great ship dynamite plot, late
ly exploited at length in the papers,
furnished pabulum for all kinds of
talk around hotel corridors as else
where, says the Pittsburg Dispatch.
A Waldorf group, made up of men who
had crossed the ocean times innumer
able, discussed the attempt to sink t he

traveler. “An ocean voyage,” re
marked an old broker who confessed
