WHEREAS, the people of the To ledo Fort District, cooperating with the U. S. Government, have been and are expending vast sums of money In ptrt developments, particularly in harbor and bar Improvements, and Whereas, these expenditures have been made with view of providing a means of communication and trade relations with the outside markets, and Whereas, imports of supplies and ex ports of miscellaneous resources are appreciable, yet our one big asset for which these developments and expen ditures have been made Is our timber, and Whereas, n largo portion of this timber is located iu the Siletz basin and at present not connected with the means of transportation being ar ranged, and is therefor net available1, and Where i -lie pioplf- of raid district have waited In vain for commercial' Interests to build a railr.-t 1 connect ing the Siletz timber wi;h the means of transportation being p-ovided, but have been repeatedly disappointed, and Blnce the future hoUa no better assurance of such private construc tion of said railroad, and Whereas, a Port owned and operated railroad twenty miles in length con necting the Harbor Improvements at Toledo with the head of tide on the Siletz river would make available prac tically the entire assets and other natural resources or this now inac cessablo region, at the same time bringing Into use the means of trans portation already provided and being provided for this purpose, as above stated, therefor Be.
